West Bengal is India's second-largest silk-producing state, after Karnataka, with a sericulture tradition rooted deeply in the silk belts of Murshidabad, Malda, and Birbhum for mulberry silk, and the forests of Purulia, Bankura, and West Midnapore for tasar silk. Murshidabad was historically one of Asia's finest silk-producing centres — Murshidabad silk commanded premium prices across Mughal courts and European trading houses alike, and the city's prosperity in the 18th century was partly built on the silk trade. Today, this heritage continues through tens of thousands of rearer and reeler families who depend on sericulture for their primary livelihood, facing new pressures from power loom competition, fluctuating cocoon prices, and inadequate welfare scheme delivery.

The Right to Information Act, 2005 gives farmers, reelers, weavers, cooperative societies, journalists, and civil society organisations a legally enforceable mechanism to access records held by the West Bengal Sericulture Directorate and its allied bodies — including the West Bengal Silk Corporation Ltd. (WBSCL) — and to hold these agencies accountable for scheme delivery, cocoon procurement, and weaver welfare.

What Information Can You Seek?

RTI applications to the WB Sericulture Directorate and its district offices can access a wide range of records:

Mulberry cocoon price support and procurement: The Sericulture Directorate and WBSCL maintain records of declared support prices for mulberry cocoons each season, actual procurement quantities at procurement centres, prices paid to rearers, rejected cocoon lots with reasons, and delays in payment. Murshidabad, Malda, and Birbhum are West Bengal's principal mulberry silk districts, where cooperatives and WBSCL procurement centres operate alongside private reelers. RTI can reveal whether declared support prices reached farmers, whether procurement targets were met, and whether payment was made on time. The Bishwanath Pallia Reeler cooperative in the Murshidabad belt is an example of a cooperative body for which procurement and payment records may be sought.

Tasar silk and forest sericulture: Tasar silk — produced from wild Antheraea mylitta silkworms rearing on arjun and sal host plants — is concentrated in Purulia, Bankura, and West Midnapore districts, where Scheduled Tribe and other communities practice tasar cultivation as part of their forest-based livelihoods. RTI can access records of seed cocoon support, equipment subsidies, tasar farmer beneficiary lists, and whether eligible farmers in these districts were excluded from welfare scheme benefits with reasons.

Sericulture cluster development: West Bengal has implemented cluster development schemes to improve mulberry plantation quality, rearing infrastructure, and value chain linkages. RTI can reveal funds sanctioned and utilised, infrastructure created, number of farmers enrolled, and scheme audit findings.

Reeler and weaver welfare: Reeling (converting cocoons into raw silk thread) and weaving are practiced by distinct communities in West Bengal's silk belt. Bishnupur in Bankura, famous for its Baluchari silk weaving tradition, draws silk yarn partly from the mulberry sericulture clusters of Malda and Murshidabad. Weaver welfare records — accident insurance, provident fund contributions, pension for aged workers, and skill development stipends — are maintained by the Sericulture Directorate and are accessible through RTI.

Training and skill development: Records of training programmes for silkworm rearers, reelers, and handloom weavers — including trainee enrollment, stipends paid, and post-training income improvement — are maintained by district sericulture offices and can be obtained through RTI.

How to File RTI

Step 1: Identify the correct CPIO. For district-level records (cocoon procurement, cluster schemes, beneficiary lists, reeler welfare), file with the District Sericulture Officer of the relevant district. For state-level data (WBSCL procurement policy, consolidated scheme records, annual sericulture statistics), file with the State Public Information Officer at the Sericulture Directorate, Kolkata.

Step 2: Draft precisely. Use the sample RTI questions above as a template. Name the specific district, scheme, year, and procurement centre. The more specific the request, the harder it is for the CPIO to respond with incomplete information.

Step 3: File online. West Bengal participates in the Central Government RTI Online portal at rtionline.gov.in. Register, select the relevant WB Sericulture Directorate office, fill in the form, and pay the ₹10 fee online. BPL cardholders may claim fee exemption by uploading a BPL certificate.

Step 4: File offline. Applications may also be sent by registered post to the CPIO at the district or state sericulture office, enclosing a crossed Indian Postal Order (IPO) for ₹10.

Important distinction — Central Silk Board: The Central Silk Board (CSB) is a Central Government statutory body under the Ministry of Textiles and is NOT a West Bengal state body, even though it has field offices in West Bengal. RTI applications to CSB must be addressed to CSB's CPIO, and the second appeal goes to the Central Information Commission (CIC), not the WBSIC. West Bengal Sericulture Directorate, WBSCL, and district sericulture offices are state bodies — second appeal to WBSIC.

Key RTI Act Provisions

The WB Sericulture Directorate, WBSCL, and all district sericulture offices are public authorities under Section 2(h) of the Right to Information Act, 2005, legally required to designate CPIOs and respond to RTI applications.

  • Section 6: Governs filing of RTI applications; no reason is required to be given.
  • Section 7(1): CPIO must provide information within 30 days of receipt.
  • Section 7(1) proviso: Response time reduced to 48 hours if information concerns the life or liberty of a person.

First Appeal

If the CPIO does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) — typically the Joint Director or Director, Sericulture — in the same department. The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. No fee is payable for a First Appeal. Attach a copy of the original application and the CPIO's response (if any), and state clearly why the response was inadequate.

Second Appeal — West Bengal State Information Commission (WBSIC)

If the First Appellate Authority's response is unsatisfactory, or no response is received within the stipulated period, file a Second Appeal under Section 19(3) of the RTI Act with the West Bengal State Information Commission (WBSIC), Kolkata. The WBSIC is the appellate authority under Section 15 of the RTI Act for all West Bengal state public authorities.

The Second Appeal must be filed within 90 days of the FAA's decision or the expiry of the FAA's response period. The WBSIC has the power to order disclosure, impose a penalty of ₹250 per day (up to ₹25,000) under Section 20 of the RTI Act on the defaulting CPIO, and recommend disciplinary action.

WBSIC, not CIC: The WB Sericulture Directorate, all district sericulture offices, and WBSCL are West Bengal state bodies. Their second appeal goes exclusively to the WBSIC. Do not file the second appeal with the Central Information Commission (CIC), which has jurisdiction only over Central Government bodies. The only exception is the Central Silk Board and its field units — these are Central bodies and their second appeal goes to the CIC.
