Jim Corbett National Park, established in 1936 as Hailey National Park (India's first national park), is one of the highest-density tiger habitats on earth. Rishikesh — the yoga capital of the world — is simultaneously India's premier adventure tourism hub, home to white-water rafting on the Ganga, bungee jumping, trekking, and yoga retreats. The hill stations of Mussoorie and Nainital, the biodiversity-rich Valley of Flowers (a UNESCO World Heritage Site in Chamoli district), and the Char Dham All Weather Road (a flagship national highway project designed to improve all-season access to the pilgrimage shrines) complete a picture of a state whose tourism economy is vast, complex, and consequential.

The Uttarakhand Tourism Development Board (UTDB), headquartered in Dehradun, is the nodal state body overseeing tourism promotion, infrastructure development, hotel and homestay licensing, adventure tourism regulation, and the Char Dham Yatra management framework. The 2013 Kedarnath flash flood — one of the deadliest natural disasters in Uttarakhand's history, which killed thousands of pilgrims — left a permanent legacy of awareness about crowd management, safety infrastructure, and emergency preparedness at the dhams. The Supreme Court of India subsequently mandated daily visitor caps at Kedarnath in response to unmanaged crowding and environmental concerns. How to File RTI

Step 1 — Identify the correct authority. For tourism promotion, UTDB contracts, adventure sports licensing, homestay licensing, and Char Dham Yatra management: file with the CPIO, Uttarakhand Tourism Development Board, Dehradun. For safari permit allocation and wildlife records at Corbett: file with the CPIO at the Field Director, Corbett Tiger Reserve, which is part of the Uttarakhand Forest Department (a separate public authority). For infrastructure projects under Ministry of Tourism, Government of India schemes: file with the relevant Central Ministry via rtionline.gov.in (second appeal to CIC, not USIC).

Step 2 — Draft your application. Use the sample queries above as a template. Be specific: name the dham, safari zone, district, financial year, or operator. Precise requests produce precise responses.

Step 3 — File online or offline. File through rtionline.gov.in (select Uttarakhand state government and the Tourism Department). Alternatively, send by Speed Post to the CPIO at UTDB, Dehradun, with a ₹10 Indian Postal Order (IPO). BPL cardholders are exempt from the fee — attach a self-attested copy of your BPL card.

Step 4 — Track your application. Keep the acknowledgement number. The CPIO must respond within 30 days under Section 7(1), or within 48 hours if the matter concerns the life or liberty of a person.

Key RTI Act Provisions

UTDB and the Uttarakhand Tourism Department are public authorities under Section 2(h) of the Right to Information Act, 2005 — established by and substantially funded by the Government of Uttarakhand.

  • Section 6: File an RTI application; no reason needs to be stated.
  • Section 7(1): CPIO must respond within 30 days of receipt.
  • Section 7(1) proviso: Response within 48 hours if information concerns life or liberty.
  • Section 20: The Uttarakhand State Information Commission can impose a penalty of ₹250 per day (up to ₹25,000) on a CPIO for unjustified delay or refusal, and recommend disciplinary action.

First Appeal — Section 19(1)

If the CPIO does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. Address the First Appeal to the First Appellate Authority — the CEO of UTDB or the designated senior officer in the same department. No fee is payable for a First Appeal. Attach a copy of your original application, proof of submission, and the CPIO's response (if any).

Second Appeal — Section 19(3): Uttarakhand State Information Commission (USIC)

If the First Appeal does not produce a satisfactory result, file a Second Appeal under Section 19(3) of the RTI Act with the Uttarakhand State Information Commission (USIC) in Dehradun, within 90 days of the First Appellate Authority's decision or the expiry of its response period.

UTDB and the Uttarakhand Tourism Department are state government bodies — all second appeals must go to USIC. The Central Information Commission (CIC) has no jurisdiction over Uttarakhand state public authorities. A second appeal sent to CIC for any UTDB or state Tourism Department matter will be dismissed or returned without a hearing.

Exception: for RTI applications filed with the Ministry of Tourism, Government of India (for Central scheme sanction records, Swadesh Darshan or PRASHAD approvals), or with the National Tiger Conservation Authority (NTCA) — those are Central Government bodies; their second appeals go to CIC, not USIC.
