  • Understand the allotment criteria — get the complete scoring or priority methodology that TUDA uses to select beneficiaries, including the relative weight given to income, family size, existing property ownership, reservation category, and application seniority
  • Examine the draw of lots outcome — confirm the date and method of the draw, the number of units available, the number of participating applicants, and the registration numbers of selected allottees
  • Track construction progress — get the percentage of work completed on your project, the name of the contractor, the original and revised completion dates, and the reason for any delay
  • Clarify the payment schedule — obtain the official instalment plan, due dates, the interest rate on late payments, and the total cost of the unit or plot in your category

Where to File: The Right Authority

TUDA operates under the Urban Development Department, Government of Tripura. Its principal office is located at the New Capital Complex, Agartala, West Tripura. The State Public Information Officer (SPIO) at TUDA is the designated officer to whom RTI applications must be addressed.

File your RTI application:

  • Online: Through the Tripura Government's RTI portal at rti.tripura.gov.in. Select "Urban Development Department" or "Tripura Urban Development Authority" as the public authority during the online submission process.
  • By post or in person: Address the application to the SPIO, Tripura Urban Development Authority (TUDA), New Capital Complex, Agartala, West Tripura – 799 010, along with a ₹10 Indian Postal Order (IPO) drawn in favour of "Tripura Urban Development Authority" or cash where accepted at the counter.

If your RTI concerns a specific project site or sub-office of TUDA, you may address the application to the SPIO at that project office. If you are unsure which office holds the relevant records, file at the main TUDA office — the SPIO is obligated under Section 6(3) of the RTI Act to transfer the application to the correct officer within five days if the information is held by another public authority or another unit of TUDA.

Second appeal: TUDA is a Tripura state body. First Appeals under Section 19(1) go to the First Appellate Authority (FAA) within TUDA — a senior officer designated for this purpose. Second Appeals under Section 19(3) go to the Tripura State Information Commission (SIC), established under Section 15 of the RTI Act, 2005. Do not file second appeals with the Central Information Commission (CIC) — that forum has no jurisdiction over Tripura state public authorities.

How to File: Step by Step

Step 1: Gather Your Application Details

Before drafting the RTI, collect the following:

  • Your application or registration number under the TUDA housing scheme
  • The exact name of the scheme and the category you applied under (EWS / LIG / MIG / SC / ST / OBC / General / Ex-Serviceman)
  • The project name and location (for construction status queries)
  • Any payment receipts or challans for instalments already paid (for payment record queries)
  • The date of your application and any acknowledgement letter received from TUDA

Having these details on hand allows you to frame precise, specific questions that are far more likely to yield a substantive response than vague or general inquiries.

Step 2: Draft Your Application

Keep the language factual and specific: cite your registration number, the scheme name, the category, and the project. RTI is a request for information, not a complaint — do not ask TUDA to fix your problem within the RTI application itself. Ask only for specific, verifiable facts.

Step 3: File Online or by Post

Visit rti.tripura.gov.in, the official RTI portal of the Government of Tripura. Register or log in, select the correct public authority (Urban Development Department / TUDA), fill in the application form, upload your draft, and pay the ₹10 fee online. Save the registration number or acknowledgement you receive — this is essential for tracking and for filing a First Appeal if TUDA does not respond.

Alternatively, send the application by registered post or submit it in person at the TUDA office in Agartala, with the ₹10 fee as an Indian Postal Order (IPO) or cash. Attach a self-attested copy of your BPL ration card if claiming the BPL fee exemption under Section 7(5) of the RTI Act.

Step 4: Track and Follow Up

After filing, track your application status on the Tripura RTI portal using the registration number. TUDA must respond within 30 days from the date the application is received. If the information sought concerns the life or liberty of a person, the response is due within 48 hours under the proviso to Section 7(1) of the RTI Act — though housing scheme matters rarely invoke this provision.

Step 5: Appeal If the Response Is Absent or Inadequate

First Appeal (Section 19(1)): If TUDA does not respond within 30 days, or if the response is incomplete, incorrect, or evasive, file a First Appeal with the First Appellate Authority (FAA) at TUDA. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. There is no fee for a First Appeal. Attach a copy of your original RTI application, the postal proof of delivery, and TUDA's response (if any).

Second Appeal (Section 19(3)): If the FAA also fails to respond or gives an unsatisfactory response, file a Second Appeal with the Tripura State Information Commission within 90 days of the date of the FAA's decision or the expiry of the FAA's response period. The Commission may direct TUDA to disclose the information and impose a daily penalty of ₹250 (up to ₹25,000) on the defaulting SPIO under Section 20 of the RTI Act if the refusal or delay is found to be without reasonable cause.

Waitlist Position and Application Status

  1. The current waitlist or priority number assigned to application bearing registration number XXX under the TUDA Scheme Name for the EWS/LIG/MIG/General/SC/ST category, and the total number of applicants ahead of this registration number as on the date of this application.
  2. Whether the above application is currently active, cancelled, or placed on a secondary list — and if cancelled, the specific reason and the date of cancellation.
  3. The total number of valid applications received in each category under the above scheme, the total number of units or plots available for allotment in each category, and the resulting ratio of applicants to available units.

Allotment Criteria and Selection Methodology

  1. The complete allotment criteria and priority scoring system adopted by TUDA for the above scheme, including the parameters used (income, family size, first-time ownership, reservation category, seniority) and the relative weightage assigned to each parameter.
  2. The rule, regulation, government order, or scheme notification under which these allotment criteria were approved, along with the date of notification and the issuing authority.
  3. Whether any deviation from the published allotment criteria was made at any stage of the selection process — and if so, the reasons recorded for such deviation.

Draw of Lots Process and Result

  1. Whether a draw of lots or computer-generated random selection was conducted for the above scheme — if yes, the date, venue, and method of the draw; if no, the alternative selection process used.
  2. The names and designations of the officials who presided over the draw and the observers (if any) present to verify the process.
  3. The registration number range or complete list of selected allottees published after the draw, along with the date on which this result was made available to the public.
  4. Whether the draw proceedings were video-recorded or otherwise documented — and if so, how a copy of the documentation may be obtained.

Construction and Project Progress

  1. The current physical status of the housing project / plot development at Project Name, Location, Agartala: the percentage of work completed, the milestones achieved, and the milestones pending.
  2. The original contractual completion date for the project and the revised expected completion date (if any), along with the specific reasons for any delay beyond the original schedule.
  3. The name, designation, and office address of the contractor or agency executing the project, and the contract value sanctioned for the project.
  4. The name and designation of the TUDA engineer or officer responsible for supervising the project on behalf of TUDA, and the schedule of site inspections conducted in the last six months.

Payment Schedule and Financial Records

  1. The complete demand or payment schedule applicable to allottees of the above scheme — including instalment amounts, due dates, the rate of interest applicable on late payments, and the total cost of the unit / plot in each category.
  2. Whether payment(s) made by the applicant under registration number XXX on date(s) have been credited to the applicant's account in TUDA's records, along with a copy of the receipt or challan corresponding to each payment.
  3. The total outstanding balance in the applicant's account as per TUDA's records as on the date of this application.
