The Telangana State Road Transport Corporation (TSRTC) is the primary public road transport provider for the state of Telangana, operating thousands of buses daily across the Hyderabad metropolitan area and all inter-district corridors of the state. Headquartered at Musheerabad in Hyderabad, TSRTC is a statutory public sector undertaking under the Road Transport Corporations Act, 1950, owned and controlled by the Government of Telangana. As a public authority under Section 2(h) of the Right to Information Act, 2005, TSRTC is legally obligated to disclose information to citizens within 30 days of a valid request under Section 6.

Crores of Telangana residents — daily commuters in Hyderabad, students in Warangal, farmers in Nizamabad, tribal communities in Adilabad, and inter-district travellers across the state — depend on TSRTC buses as their primary or only mode of affordable transport. When service quality falls short — through route reductions, conductor overcharging, delayed accident compensation, or opaque premium service operations — citizens often find no effective channel for documented answers. The RTI Act changes this. This guide explains what TSRTC must disclose, how to file an RTI application effectively, and how to pursue appeals up to the Telangana State Information Commission (TSIC) if TSRTC fails to respond.

TSRTC After the 2014 Bifurcation: A Critical Clarification

The single most important point for anyone filing RTI with TSRTC is to understand its origin and its distinction from APSRTC. Before 2 June 2014, both the regions that are now Andhra Pradesh and Telangana were served by a single unified corporation — the Andhra Pradesh State Road Transport Corporation (APSRTC) — headquartered in Hyderabad. When the Andhra Pradesh Reorganisation Act, 2014 bifurcated the combined state into two states on 2 June 2014, the unified APSRTC was also divided. Depots, routes, vehicles, personnel, and liabilities were apportioned between the two successor states, and two entirely separate corporations were established:

  • TSRTC (Telangana State Road Transport Corporation) — headquartered at Musheerabad, Hyderabad, serving all districts of Telangana, and operating under the Government of Telangana.
  • APSRTC (Andhra Pradesh State Road Transport Corporation) — reconstituted and headquartered at Vijayawada, serving all districts of Andhra Pradesh, and operating under the Government of Andhra Pradesh.

These two corporations are entirely separate public authorities under the RTI Act. They have different CPIOs, different First Appellate Authorities, and different second-appeal bodies — TSIC for TSRTC and the Andhra Pradesh Information Commission (APIC) for APSRTC. An RTI filed with TSRTC about an APSRTC matter, or vice versa, will yield no result and will not be transferred between the corporations. If your grievance concerns a route, vehicle, conductor, or accident in Telangana, TSRTC is your public authority.

One nuance worth noting: TSRTC and APSRTC both continue to operate some cross-border inter-state services — for instance, TSRTC buses run to Vijayawada and Tirupati in Andhra Pradesh, and APSRTC buses operate routes into Hyderabad. For cross-border services, the relevant CPIO is determined by which corporation's vehicle was involved. If the bus was a TSRTC vehicle (TS registration, TSRTC livery), the CPIO, TSRTC, Musheerabad, is the correct authority.

TSRTC's Network: Hyderabad Metro and Inter-District Telangana

TSRTC's operational network divides broadly into the Hyderabad metropolitan area and inter-district services covering the rest of Telangana.

Hyderabad Metropolitan Area: Within the Greater Hyderabad Municipal Corporation (GHMC) limits and the surrounding urban agglomeration, TSRTC operates high-frequency city bus services and Metro Express corridors linking major transit hubs — MGBS (Mahatma Gandhi Bus Station, Imlibun), JBS (Jubilee Bus Station, Secunderabad), RGIA (Rajiv Gandhi International Airport), HICC (Hyderabad International Convention Centre), HITEC City (the IT corridor), Uppal, LB Nagar, Kukatpally, and other major nodes. The Metro Express category provides faster, limited-stop services along key Hyderabad corridors with standardised fares.

Warangal and Eastern Telangana: Warangal, the second-largest city in Telangana and a major historical, educational, and industrial centre, is one of TSRTC's busiest inter-district corridors from Hyderabad. TSRTC operates both ordinary and premium (Rajdhani, Garuda) services on the Hyderabad–Warangal route. Within Warangal district and adjoining Karimnagar, Peddapalli, and Jayashankar Bhupalpally districts, TSRTC maintains an extensive inter-town network.

Northern Telangana: Karimnagar, Nizamabad, and Adilabad form the principal cities of northern Telangana. TSRTC serves Nizamabad, a gateway district bordering Maharashtra, through both ordinary and premium express services. Adilabad district, which includes remote tribal sub-divisions such as Boath and Utnoor, is served partly through Palle Velugu (rural connectivity) routes maintained as a public service obligation even where commercial viability is limited. Tribal Adilabad and Bhadradri Kothagudem routes are among TSRTC's socially critical services in areas with limited road infrastructure.

Southern and Western Telangana: Nalgonda, Mahabubnagar (Palamuru), Wanaparthy, Nagarkurnool, and Gadwal districts in southern Telangana are connected through the Hyderabad–Mahabubnagar–Kurnool (cross-state) corridors. These routes also carry significant agricultural and pilgrim traffic.

TSRTC's Premium Service Brands

TSRTC operates several branded premium service categories, each with a distinct fare tariff and level of amenity. RTI can be used to verify the authorised service category on any route and to confirm whether passengers are being charged the correct fare.

Rajdhani: TSRTC's top-tier long-distance premium service, comparable to the national Rajdhani brand. Rajdhani services typically operate on major inter-district corridors (e.g., Hyderabad–Warangal) and occasionally on inter-state routes, offering air-conditioned, push-back or sleeper seating at a premium fare.

Garuda and Garuda Plus: Multi-axle semi-sleeper and sleeper buses operating on longer inter-district and inter-state routes. Garuda services are a staple of TSRTC's overnight and long-distance portfolio, connecting Hyderabad to district headquarters and beyond.

Indra: Air-conditioned services running on high-demand corridors and inter-state routes. Indra AC buses occupy the mid-premium tier between ordinary express and Garuda/Rajdhani.

Metro Express: High-frequency, limited-stop urban corridor services operating within the Hyderabad metropolitan area. Metro Express routes are designed to complement the Hyderabad Metro Rail, serving areas not directly on the metro network and feeding metro stations.

Palle Velugu: Rural and tribal area connectivity services operating on routes that are commercially unviable but socially essential. Palle Velugu services are often the only public transport available in remote mandals of Adilabad, Bhadradri, and Mulugu districts.

What RTI Can Help You Obtain from TSRTC

Bus Route and Service Frequency Data

Citizens who depend on a specific TSRTC route for their daily commute, education, or inter-district travel are directly affected when trips are reduced, routes are suspended, or services are reclassified to a higher-fare premium category without public announcement. Under the RTI Act, TSRTC must disclose:

  • The complete timetable for a specified route — scheduled departure and arrival times, number of daily trips on weekdays and weekends, and the service category (ordinary, express, Garuda, Rajdhani, Indra AC, Metro Express)
  • Any orders issued in the past year modifying, suspending, curtailing, or reclassifying service on the route, and the authority that issued the order
  • The current fare structure under the approved tariff for the route and service category
  • The total number of passenger complaints received about service frequency or quality on the route and the action taken

This information is particularly valuable when TSRTC reduces trips on a busy corridor without notice, when a Palle Velugu service serving a remote community is discontinued, or when passengers on a premium route suspect they are being charged above the approved tariff.

Accident Compensation and Ex-Gratia Records

When a TSRTC vehicle is involved in an accident causing passenger injury or death, TSRTC is legally required to conduct an internal departmental enquiry. Victims and their families frequently encounter delays and opacity in the compensation and ex-gratia process. RTI provides a direct channel to compel disclosure of the following:

  • The certified copy of TSRTC's internal accident enquiry report — including the composition of the inquiry committee, findings on the cause and attribution of the accident, and recommendations on disciplinary action
  • The FIR number and the police station where the FIR was registered
  • The current status of any ex-gratia or compensation claim — whether approved, disbursed, rejected, or pending — along with the specific reasons for any delay, the standard processing timeline, and the name and designation of the officer responsible
  • Whether a Motor Accidents Claims Tribunal (MACT) case has been filed and, if so, the case number and court

Under the proviso to Section 7(1) of the RTI Act, where the information sought concerns the life or liberty of a person — such as documentation urgently needed by an accident victim for medical treatment or legal proceedings — TSRTC must respond within 48 hours, not 30 days. The RTI response, particularly the accident enquiry report, is directly useful as evidence in MACT proceedings and in contesting an unjustified denial or delay of ex-gratia.

Conductor Overcharging and Employee Misconduct Records

Passenger complaints about conductor overcharging, refusal to issue tickets, denial of concession fares, and verbal misconduct are among the most common grievances against TSRTC. TSRTC has internal complaint mechanisms at the depot level, but the outcome of these complaints is rarely communicated to the passenger who lodged them. RTI can compel TSRTC to disclose:

  • The action taken report (ATR) on a specific complaint — including whether a departmental inquiry was opened, the findings, and the disciplinary action taken against the conductor or driver involved
  • Whether the complaint has been registered, forwarded to the depot, or closed — and if closed, on what grounds
  • The total number of overcharging and ticketing-related complaints received at a specified depot in a given financial year and the number in which disciplinary action was taken — which can reveal systemic patterns of non-enforcement

When a conductor overcharges a passenger or denies a valid concession, and TSRTC fails to act on the complaint, the RTI response provides documented evidence that can support an escalation to the Telangana State Information Commission (TSIC) or a consumer complaint before the State Consumer Disputes Redressal Commission.

Pass and Concession Eligibility Records

TSRTC issues concessional travel passes for students of recognised schools and colleges, senior citizens, persons with disabilities, and other government-notified categories. If your pass application has been delayed, rejected without explanation, or issued with incorrect concession terms, RTI can help:

  • The current status of your pass application by application number, including the specific reason for any delay or rejection
  • The complete eligibility criteria, age or income threshold, and supporting documents required for the pass category you applied under
  • The number of pass applications received at the relevant depot in the current financial year and the number approved and pending — which reveals whether individual delays are part of a systemic backlog or involve targeted non-compliance

Rajdhani, Garuda, and Indra Premium Service Records

Premium service passengers often face grievances around seat reservation failures, vehicle substitution (replacement of an AC bus with an ordinary bus without refund), or overcharging on reserved services. RTI is effective in establishing a documented basis for these complaints:

  • The details of the seat reservation for a specific journey, including the class of vehicle authorised and the fare paid
  • Whether a vehicle of a lesser category was deployed on the date in question and whether any refund or adjustment was processed
  • The total number of complaints received about premium service vehicle substitution or overcharging in a given period and the action taken

Fleet Maintenance and Operational Statistics

Public interest researchers, journalists, and passengers affected by poor reliability can use RTI to obtain:

  • Depot-wise fleet strength — number of buses in active service, off-road due to breakdown, and under scheduled maintenance
  • Total maintenance expenditure by vehicle category for a specified financial year
  • Number of breakdowns reported at a depot in a given period and the average repair time
  • Corporation-wide accident statistics — total accidents (fatal, grievous, minor), total compensation claims, total claims settled, total compensation disbursed, and claims pending as on year-end

How to File RTI with TSRTC

Step 1 — Identify the Right Office

TSRTC operates through a hierarchical structure: individual depots report to Divisional Controllers, who report to Zonal Managers, who report to TSRTC headquarters at Musheerabad, Hyderabad. For most passenger-facing matters — conductor complaints, pass applications, local route issues, and local accident claims — file with the SPIO at the relevant Divisional Controller's office or directly at TSRTC headquarters. For corporation-level data such as annual accident statistics, financial records, procurement data, or fleet-wide maintenance figures, file at the TSRTC headquarters, Musheerabad.

If you are uncertain which office to approach, file at the TSRTC headquarters. Under Section 6(3) of the RTI Act, an SPIO who receives a misdirected application that should have gone to another SPIO within the same public authority must transfer it within five days, without counting that period against the 30-day response clock.

Step 2 — Draft a Precise Application

Use the sample application provided in this guide as a template. Number each information request and include all relevant reference identifiers — the route number, vehicle registration number, accident reference or claim number, FIR number, conductor badge number, complaint reference number, and the relevant depot or zone. Precise identifiers eliminate TSRTC's scope to respond that the "information cannot be traced."

Under Section 6(2) of the RTI Act, you are not required to state any reason for seeking information. Do not include personal justifications or explanations — simply set out the information you require with the relevant reference details.

Step 3 — File Online or by Post

TSRTC is a Telangana state public authority. You may file online at rtionline.gov.in (the common central RTI portal, which many state bodies accept), or through the Telangana government's state RTI portal if available for TSRTC. For physical filing, submit by registered post or in person to the CPIO, TSRTC, Musheerabad, Hyderabad – 500 020, Telangana. Enclose the ₹10 fee by Indian Postal Order (IPO) drawn in favour of "CPIO, TSRTC" or as directed on TSRTC's RTI notice. BPL cardholders are fully exempt from the fee under the RTI (Regulation of Fee and Cost) Rules, 2005 — attach a copy of your BPL card.

Step 4 — Track and Follow Up

Retain your filing acknowledgement or registered post receipt. TSRTC's CPIO must respond within 30 days of receipt (Section 7(1), RTI Act 2005). Where the information concerns the life or liberty of a person — such as documentation urgently needed by an accident victim or their family — the response is due within 48 hours under the proviso to Section 7(1). Note the deadline and initiate the First Appeal promptly if TSRTC fails to respond in time.

The Appeal Path for TSRTC RTI Matters

TSRTC is a Telangana state public authority. The Central Information Commission (CIC) has no jurisdiction over TSRTC. The entire appeal path lies within the Telangana state system.

First Appeal — Section 19(1): If the CPIO fails to respond within 30 days, or provides an incomplete, incorrect, evasive, or unjustifiably denied reply, file a First Appeal with the First Appellate Authority (FAA) designated within TSRTC. The First Appeal must be filed within 30 days of the date of the CPIO's decision or the expiry of the 30-day response period, whichever is applicable. No fee is payable. State the RTI application number, date of filing, information sought, the deficiency in TSRTC's response, and the relief sought. The FAA must decide the First Appeal within 30 days of receipt (extendable to 45 days with written reasons).

Second Appeal — Section 19(3): If the FAA also fails to respond satisfactorily, file a Second Appeal with the Telangana State Information Commission (TSIC) within 90 days of the FAA's decision or the expiry of the FAA's response period. No fee is payable. TSIC is constituted under Section 15 of the RTI Act for all Telangana state public authorities, and it has jurisdiction over TSRTC. TSIC can direct TSRTC to furnish the information and, under Section 20 of the RTI Act, can impose a penalty of ₹250 per day (up to ₹25,000) on the CPIO personally for unjustified delay or refusal. Repeat: the CIC has no jurisdiction over TSRTC — a second appeal filed with the CIC for a TSRTC matter will be rejected as not maintainable. Always approach TSIC for TSRTC RTI second appeals.

Practical Tips for an Effective TSRTC RTI Application

Quote every reference number you have. Route numbers, vehicle registration numbers, accident claim references, FIR numbers, conductor badge numbers, complaint references, and reservation or ticket numbers all help TSRTC pinpoint the exact record sought. An RTI without these identifiers frequently produces the response that the record "cannot be traced."

Ask for certified copies, not explanations. Request the certified copy of the accident enquiry report, the certified copy of the ATR on your complaint, or the certified copy of the relevant order — not an explanation of why something was delayed. Certified copies carry direct evidentiary value before MACT, the consumer forum, and TSIC.

Invoke the 48-hour proviso explicitly for accident matters. If you are an accident victim or the family of one, and you need the accident enquiry report or claim status urgently for medical or legal proceedings, state explicitly in your RTI application that the information concerns the life or liberty of the affected person and that you are invoking the 48-hour response obligation under the proviso to Section 7(1) of the RTI Act, 2005.

Distinguish TSRTC from APSRTC at the outset. Always verify whether the bus involved in your grievance is a TSRTC or APSRTC vehicle. Check the vehicle registration prefix (TS for Telangana, AP for Andhra Pradesh) and the corporation name on the vehicle livery. Filing with the wrong corporation is a common and avoidable error.

Specify the financial year for statistical requests. Broad requests for "all accident data" are often rejected as too vague. Limiting your request to a specific financial year (e.g., 2024–25) or a defined calendar quarter makes the query manageable and the response more reliable.

File promptly and count your deadlines carefully. The 30-day window for the First Appeal begins from the date of the CPIO's decision or the date the 30-day response period expires — whichever is earlier. Missing this window does not eliminate your right to appeal, but you will need to show cause for the delay before the FAA. Acting promptly keeps your legal position clean for a potential second appeal before TSIC.
