TSPSC Examination Structure: Group I, II, and III

Group I (Gazetted Services) is the most competitive of TSPSC's examinations and covers posts such as Deputy Collector, Deputy Superintendent of Police (DSP), Commercial Tax Officer, Regional Transport Officer (RTO), District Registrar, and other Gazetted officer roles. The selection process typically involves a Preliminary Examination (objective type), a Main Examination (descriptive/conventional papers), and an Interview / Personality Test. Group I posts carry significant administrative authority and are among the most sought-after state government positions in Telangana.
Group II covers Subordinate Service posts — Non-Gazetted positions such as Municipal Commissioner (Grade III), Mandal Revenue Officer (MRO), Junior Accounts Officer, and similar mid-level posts across various state departments. The selection process for Group II generally includes a Preliminary Examination and a Main Examination; some posts may include an Interview component depending on the notification.
Group III covers lower-level Non-Gazetted posts such as Junior Assistants, Typists, Stenographers, and other clerical and field-level positions across state departments. Group III examinations are typically objective type, without a separate interview stage.
In addition to these three main groups, TSPSC also conducts recruitment for Assistant Executive Engineer (AEE) posts, Polytechnic Lecturer posts, Forest Beat Officer posts, and various departmental examinations across departments such as Health, Agriculture, and Irrigation. All such examinations fall within the ambit of TSPSC and are subject to RTI disclosure.
TSPSC, TSLPRB, and TSGENCO: Knowing Which Body to Approach
Candidates seeking employment under the Telangana government sometimes confuse three distinct recruiting bodies: TSPSC, TSLPRB, and TSGENCO. For RTI purposes, approaching the wrong body will result in your application being transferred or rejected.
TSPSC (Telangana State Public Service Commission) handles civil service and non-police state recruitment — Group I, II, III, AEE, departmental exams, and similar posts across general administration and line departments.
TSLPRB (Telangana State Level Police Recruitment Board) is a separate body under the Telangana Police Department that exclusively conducts recruitment for police posts — Constables, Sub-Inspectors, SI (Communication), and related cadres. RTI applications for TSLPRB exam records must be addressed to the designated SPIO at TSLPRB, not at TSPSC.
TSGENCO (Telangana State Power Generation Corporation Limited) is a state public sector undertaking under the Energy Department that runs its own recruitment process for engineering, technical, and non-technical posts in the power sector. RTI applications for TSGENCO exam records must go to TSGENCO's SPIO.
For RTI purposes, all three are Telangana state public authorities under Section 2(h), and second appeals from all three go to the Telangana State Information Commission (TSIC). However, each body has its own SPIO, and applications filed with the wrong SPIO will need to be transferred.
What RTI Can Get You from TSPSC
Marks Scored at Each Stage
TSPSC candidates typically receive only a final result notification — selected, not selected, or a rank number — without a detailed marks breakdown. Under RTI, a candidate can request:
- Paper-wise and subject-wise marks in the Preliminary Examination, with total marks obtained out of the maximum marks prescribed for each paper
- Paper-wise marks in the Main Examination, including marks in each conventional or descriptive paper, along with the maximum marks and qualifying threshold
- Marks awarded in the Interview / Personality Test, if one was conducted for the post
- Whether the candidate met the prescribed minimum qualifying marks in each component separately, and if not, which component was the shortfall
This level of disclosure allows a candidate to identify precisely where they stood in the evaluation and to verify whether marks were correctly computed for each stage.
Evaluated Answer Sheet (OMR Copy)
The Supreme Court of India in CBSE v. Aditya Bandopadhyay (2011) held that evaluated answer sheets are "information" within the meaning of the RTI Act, 2005, and that examinees are entitled to obtain certified copies of their evaluated answer sheets. This ruling applies fully to TSPSC's OMR-based examinations.
Under RTI, a candidate can request a certified copy of their evaluated OMR answer sheet, including:
- The candidate's marked responses for each question in the paper series used
- The correct responses as per the final answer key applied for evaluation
- The marks credited or deducted for each question as applicable (in negative marking schemes)
Access to the evaluated OMR sheet enables a candidate to independently verify whether their responses were scored correctly and to identify any machine-reading or answer-key error that may have affected their marks.
Cut-off Marks by Category
Telangana's reservation policy covers Open Competition (OC), BC-A, BC-B, BC-C, BC-D, BC-E, SC, ST, and EWS categories, and TSPSC applies separate cut-off thresholds for each. These cut-offs — for clearing each stage and for making it to the merit list — are not always published in full detail for every post and notification. Under RTI, candidates can obtain:

Merit List and Rank Details
TSPSC's merit list determines who ultimately receives an appointment order. Under RTI, candidates can request:
- The total number of candidates who applied, appeared, and qualified at each stage (Preliminary, Main, Interview) for a specified post and notification
- The total number of candidates included in the final merit list, broken down by community category
- The marks range (highest and lowest marks) of candidates included in the merit list for each community category
- The rank assigned to a specific hall ticket number in the merit list, and whether the candidate is in the waiting list
Selection Criteria and Marks Weightage
TSPSC notifications specify the selection process, but the precise weightage assigned to each component — and any tiebreaker criteria — may not always be communicated with full clarity. Under RTI, a candidate can obtain:
- The marks weightage assigned to the written examination and to the Interview / Personality Test
- The formula used to prepare the final merit list, including how marks from different stages are aggregated
- The tiebreaker criteria applied where two or more candidates obtain identical total marks

TSPSC's headquarters at Prathibha Bhavan, Nampally, Hyderabad is the nerve centre of all Group I, II, and III recruitment activities and is where examination records are maintained.
How to File RTI with TSPSC
Step 1: Identify the Exact Information You Need
Before drafting your application, note down the specific identifiers for your exam: the notification number, the name of the post, your hall ticket or registration number, the dates of the examination, and your community category. Frame your request as numbered queries — one per specific piece of information sought. Vague requests are harder to action and are more likely to result in partial or evasive responses.
Step 2: Draft Your Application
Use the sample RTI application provided above as a base. Each numbered query should be self-contained and specific. Asking for marks, answer sheet, cut-offs, and merit list rank in separate numbered points gives the SPIO a clear map of what is needed and makes it easier for you to identify which items were answered and which were not — which is critical if you need to appeal.
Step 3: File Online via the Telangana RTI Portal
TSPSC is a Telangana state public authority. You can file your RTI application online through the Telangana RTI portal at rti.telangana.gov.in, which accepts applications and fee payments for Telangana state government departments and statutory bodies including TSPSC. Alternatively, you may submit a physical application by registered post or in person to the SPIO at TSPSC's office at Prathibha Bhavan, Nampally, Hyderabad. Pay the ₹10 application fee as directed. BPL cardholders are exempt; attach a copy of your BPL card with the application. Retain the acknowledgement receipt or online reference number.
Step 4: Track the 30-Day Deadline
Under Section 7(1) of the RTI Act, 2005, the SPIO must respond within 30 days of receipt of your application. If the information sought concerns a matter of life or liberty, the response deadline under the Section 7(1) proviso is 48 hours — though this proviso is unlikely to apply in routine exam-result queries.
Step 5: Appeal if Needed
If TSPSC does not respond within 30 days, or the response is incomplete, evasive, or constitutes a wrongful denial of information:
- First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within TSPSC, within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required.
- Second Appeal under Section 19(3): File with the Telangana State Information Commission (TSIC) — constituted under Section 15 of the RTI Act as the state information commission for Telangana — within 90 days of the FAA's decision or the expiry of the FAA's period. TSIC can direct TSPSC to provide the information and can impose a personal penalty of ₹250 per day (up to ₹25,000 total) on the SPIO under Section 20 of the RTI Act for willful denial or delay.
TSPSC as a State Public Authority: Jurisdiction Clarity
TSPSC is a Telangana state public authority under Section 2(h) of the RTI Act, 2005. All RTI appeals from applications filed with TSPSC remain within the Telangana state system:
- First Appeal: First Appellate Authority (FAA) designated within TSPSC, Hyderabad
- Second Appeal: Telangana State Information Commission (TSIC) — not the Central Information Commission (CIC)
The CIC has no jurisdiction over TSPSC or any other Telangana state government body. A second appeal filed with the CIC will be returned as not maintainable. Always file second appeals with the TSIC.
Tips for an Effective TSPSC RTI Application
- Always cite the notification number alongside the exam name. TSPSC conducts examinations under similar group names across multiple years; the notification number uniquely identifies the specific recruitment cycle.
- Specify your hall ticket number, not just your name. TSPSC's records are indexed by hall ticket or registration number, and specifying this identifier speeds up record retrieval.
- Ask for the final answer key, not just the OMR sheet. The OMR sheet shows your marked responses; the final answer key shows the correct responses actually used for evaluation. Both are needed to verify your marks independently.
- Request certified copies of all records. Certified copies carry evidentiary weight in TSIC proceedings or court challenges, and TSPSC is obligated to provide them.
- File before the relevant limitation period. While there is no statutory time limit for filing an RTI application, some records — particularly OMR sheets — may be weeded out after a prescribed retention period. File your RTI application promptly after results are announced.
- File separate RTI applications for separate exams. If you appeared in multiple TSPSC examinations under different notifications, file separate applications for each, clearly identifying the specific notification and post in each.
- Check the TSPSC website before filing. TSPSC proactively publishes provisional and final answer keys, result notifications, and cut-off marks for some examinations. Verify what is already available before filing for information that is already in the public domain; use RTI for candidate-specific data — your marks, your OMR sheet, your rank — that is not published proactively.
