Where to File: The Right Authority
The Revenue Department in Tripura operates through a hierarchy of offices for land record matters:
Revenue Inspector / Patwari (at the mouza level): The Revenue Inspector (RI) is the ground-level revenue official who maintains physical Khatian records, Dag registers, and field inspection reports. Namjari applications are first verified at this level. However, the RI's office typically does not hold a separate SPIO designation — RTI is filed one level up.
Tehsildar's Office (at the taluk/tehsil level): This is the most appropriate first point of RTI filing for most land record matters. The Tehsildar processes mutation applications, maintains tehsil-level revenue records, and passes Namjari orders. The SPIO at the Tehsildar's office can provide Khatian certified copies, mutation orders, and field inspection reports.
Sub-Divisional Magistrate (SDM) (at the sub-division level): For sub-division-level land classification decisions, appeals against Tehsildar mutation orders, or queries involving multiple mouza — the SPIO at the SDM's office is the appropriate authority. The SDM also hears revision applications in revenue matters.
District Magistrate & Collector (at the district level): For district-level land acquisition records, vested land details, government khas land records, or where the Tehsildar/SDM SPIO is unresponsive — the SPIO at the Collector's office is the appropriate authority. Tripura has eight revenue districts: West Tripura (Agartala), Sepahijala (Bishalgarh), Khowai, Gomati (Udaipur), South Tripura (Belonia), Gomati (Amarpur), Dhalai (Ambassa), North Tripura (Dharmanagar), and Unokoti (Kailasahar).
Revenue (DM&T) Department, Government Secretariat, Agartala: For policy-level matters, state-wide digitisation issues, or queries involving multiple districts, the SPIO at Revenue Department headquarters can be approached.
TTAADC-administered areas: If your land falls within the Tripura Tribal Areas Autonomous District Council area (which covers a large portion of Tripura's forest and hill tracts under the Sixth Schedule), land records may be maintained separately by the TTAADC administration. In such cases, address your RTI to the SPIO of the TTAADC rather than to the state Revenue Department.
File using the Tripura RTI online portal at rti.tripura.gov.in and select the relevant department or office. Alternatively, a postal application may be sent directly to the SPIO of the relevant office with an Indian Postal Order of ₹10.
The second appeal body for all Tripura state government bodies — including the entire Revenue Department hierarchy — is the Tripura State Information Commission (SIC), Agartala. Second appeals are not filed with the Central Information Commission (CIC).
How to File: Step by Step
- Identify the right SPIO: For most land record disputes involving a specific Dag and Khatian — Namjari pending, incorrect Khatian entry, land classification query — file with the SPIO of the Tehsildar's office covering your mouza. If the matter involves a sub-division-level order or appeal, file with the SPIO of the SDM's office. For district-level matters (government khas land, vested land, acquisition records), file with the SPIO of the District Magistrate & Collector's office.
- Draft your RTI application: Begin with the land particulars — Dag number, Khatian number (if known), mouza name, taluk/tehsil, sub-division, and district. - File and keep records: If filing online at rti.tripura.gov.in, note your registration number and save the confirmation. If filing by post, send by registered post and retain the receipt. The 30-day response window begins from the date the SPIO receives the application.
- Follow up with appeals if needed: If the SPIO does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) — the officer senior to the SPIO in the same office. The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. If the FAA fails to respond within 30 days or the response remains inadequate, file a Second Appeal with the Tripura State Information Commission (SIC) under Section 19(3) within 90 days of the FAA's decision or the expiry of the FAA's response deadline. No fee is payable for either appeal.
