Where to File: The Right Authority
TPSC is headquartered in Agartala, West Tripura. All information relating to TPSC-conducted examinations — answer keys, marks, merit lists, interview records, and recruitment process details — is held by TPSC and must be sought from its State Public Information Officer (SPIO) at the Agartala office.
TPSC does not have separate regional offices for examination purposes. All RTI applications relating to any TPSC-conducted examination must be directed to the SPIO at the Agartala headquarters, regardless of where the examination centre was located or where the candidate resides.
Second Appeal Authority: If your First Appeal to TPSC's First Appellate Authority (FAA) is unsatisfactory or unanswered, the Second Appeal under Section 19(3) of the RTI Act lies with the Tripura State Information Commission (Tripura Information Commission — TIC), established under Section 15 of the RTI Act, 2005. TIC has jurisdiction over all public authorities of the Tripura state government, including TPSC. The Central Information Commission (CIC) has no jurisdiction over TPSC — do not file second appeals with the CIC.
How to File: Step by Step
Step 1: Identify the Information You Need
Before drafting your application, list precisely what you want. Be specific and number each question. Vague requests like "provide all information about my result" invite incomplete responses. Clearly stated, numbered questions — each seeking one specific piece of information — yield more useful replies. Identify the exact examination name, the notification or advertisement number, your roll number, and your category before you begin.
Step 2: Gather Your Key Details
You will need the following before drafting:
- Exact name of the examination (e.g., Tripura Civil Services Combined Competitive Examination, 2024) and the notification/advertisement number as published by TPSC
- Roll number for each stage you appeared for (Prelims roll number and Mains roll number may differ)
- Category (UR / OBC / SC / ST / Ex-Serviceman / Other)
- Dates of examination for each stage you appeared for
- Subject or paper names if you are asking for subject-wise marks in the Main Examination
Step 3: File Online or by Post
Tripura operates a state RTI filing portal at rti.tripura.gov.in. File your application online through this portal:
- Visit rti.tripura.gov.in and register or log in
- Select Tripura Public Service Commission (TPSC) as the public authority
- Fill in the online form, paste your drafted RTI request in the information sought field, and attach any supporting documents if relevant (such as your admit card)
- Pay the application fee of ₹10 online
- Note down the registration number you receive — you will use it to track the application and to reference it in any appeal
Alternatively, you may send a physical RTI application by post or submit it in person at the SPIO's office at TPSC, Agartala, along with an Indian Postal Order (IPO) for ₹10 drawn in favour of the SPIO, Tripura Public Service Commission, or as prescribed by the Tripura RTI Rules. If you belong to the BPL (Below Poverty Line) category, attach a self-attested copy of your BPL ration card — the fee is waived under Section 7(5) of the RTI Act, 2005.
Step 4: File a First Appeal if Needed (Section 19(1))
If TPSC does not respond within 30 days of receipt of your application, or if the response is incomplete, incorrect, or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at TPSC. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. Attach a copy of your original RTI application, postal proof of delivery or online acknowledgement, and the SPIO's response (if any) to your First Appeal.
Step 5: File a Second Appeal with the Tripura State Information Commission (Section 19(3))
If the FAA's response is absent, inadequate, or unsatisfactory, file a Second Appeal with the Tripura State Information Commission under Section 19(3) of the RTI Act within 90 days of the FAA's decision or the date it should have been made. The Commission can direct TPSC to provide the information, impose a daily penalty of ₹250 (up to ₹25,000) on the defaulting SPIO under Section 20 of the RTI Act for unjustified delays or refusals, and recommend departmental action.
