Lottery Draw Results and Allotment Lists
TNHB allots most of its housing units through a computerised draw of lots. RTI can surface:
- The date of the lottery draw for a specific scheme and the methodology used (computerised random draw, manual draw, or weighted draw)
- The total number of valid applications in each category, the number of units offered in each category, and the application numbers or names of successful applicants

- Whether an Occupancy Certificate or Completion Certificate has been obtained for the building or layout from the competent authority (Chennai Metropolitan Development Authority, local municipal body, or DTCP), and if not, the reason and the current stage of approval
- The revised expected date of possession and the basis on which that date has been determined
- Copies of any internal communications, committee minutes, or correspondence with contractors or regulatory authorities relating to the delay
- The name and designation of the officer responsible for the project and for issuing possession
Scheme Eligibility Criteria and Priority System
TNHB applies different eligibility and priority criteria to each scheme. RTI can obtain:

How to File RTI with TNHB
Step 1: Identify Your Precise Information Need

Step 2: Gather Your Application Details
Collect your TNHB scheme name (as it appears on your acknowledgement or allotment letter), your application or registration number, the category you applied under, your allotment letter number and date (if allotted), and any payment receipt numbers. Having these details allows you to frame targeted requests and ensures the SPIO can locate your records without unnecessary delay.

Step 4: File Your Application
TNHB is a Tamil Nadu state public authority. File your RTI application through the Tamil Nadu Housing Board's official website at www.tnhb.tn.gov.in or through the Tamil Nadu government's RTI portal. Alternatively, submit a physical application by registered post or in person to the State Public Information Officer, Tamil Nadu Housing Board, Chennai. Pay the ₹10 application fee by Indian Postal Order, demand draft in favour of "Tamil Nadu Housing Board," or through the online payment facility if available. BPL cardholders are exempt from the fee; attach a copy of your BPL card with the application.
Step 5: Track and Follow Up
The SPIO must respond within 30 days of receipt of your application under Section 7(1) of the RTI Act, 2005. If the information sought concerns life or liberty, the response is due within 48 hours. Retain the acknowledgement number or postal tracking reference as proof of filing and for use in any subsequent appeal.
The Appeal Process: First Appeal and Second Appeal
First Appeal — Section 19(1)
If TNHB does not respond within 30 days, or provides an incomplete, evasive, or incorrect response, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) designated within TNHB. The First Appeal must be filed within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is payable for a First Appeal.
Second Appeal — Section 19(3)
If the FAA also fails to respond within the prescribed period or gives an unsatisfactory reply, file a Second Appeal under Section 19(3) with the Tamil Nadu Information Commission (TNIC) — the state information commission constituted under Section 15 of the RTI Act for all Tamil Nadu state public authorities — within 90 days of the date of the FAA's decision or the expiry of the FAA's response period. No fee is payable. The TNIC can direct the SPIO to furnish the information and impose a monetary penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act for delay or wrongful denial.
Important: TNHB is a state public authority under Section 2(h) of the RTI Act. The Central Information Commission (CIC) has no jurisdiction over TNHB or any other Tamil Nadu state body. Always file your Second Appeal with the Tamil Nadu Information Commission (TNIC), not the CIC.
Tips for an Effective TNHB RTI Application
- Always cite your scheme name and application number in every request about your allotment or refund. TNHB administers numerous schemes across the state simultaneously; without these identifiers, the SPIO may respond that the information cannot be located.
- Ask for certified copies of specific documents — allotment committee resolutions, lottery draw results, cancellation orders, payment schedules — rather than asking TNHB to "explain" a decision. Certified copies are admissible as evidence before the consumer forum, TNRERA, or a civil court.
- Request the Completion Certificate or Occupancy Certificate if you suspect a possession delay involves an incomplete or unapproved structure. If the certificate has not been obtained, this is directly relevant to your rights under TNRERA.
- Specify the time period for any request about official communications or notices to limit the scope and ensure you receive a complete response.
- Keep all RTI responses as part of your paper trail. If you decide to approach TNRERA, the Tamil Nadu consumer forum, or a civil court for possession delay or refund, the RTI responses — especially those confirming delay reasons or outstanding refund calculations — serve as primary documentary evidence.
- File the First Appeal promptly. The 30-day window for First Appeal runs from the date of the SPIO's reply or the date the 30-day response period expired — whichever comes first. Missing this deadline may require you to seek a condonation of delay from the FAA or proceed directly to the TNIC with justification.
