The Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) is one of the largest state electricity utilities in India, employing tens of thousands of engineers, technical staff, administrative personnel, and supporting employees across all 38 districts of Tamil Nadu. Formed in 2010 when the erstwhile Tamil Nadu Electricity Board (TNEB) was restructured into generation, transmission, and distribution entities, TANGEDCO absorbed the bulk of TNEB's workforce and inherited its service conditions, pay structures, and HR records. For employees and ex-employees of this vast organisation, the Right to Information Act, 2005, is a critical tool — providing a legal right to access service records, understand the basis for transfer and promotion decisions, obtain pension and provident fund settlement details, and scrutinise departmental inquiry proceedings.

This guide is specifically about TANGEDCO as an employer. TANGEDCO as a Public Authority: Why RTI Applies

TANGEDCO is a public authority under Section 2(h) of the Right to Information Act, 2005, because it is a body established by the State Government of Tamil Nadu and is substantially financed and controlled by that government. This means every citizen — including current and former TANGEDCO employees — has the statutory right under Section 6 of the RTI Act to apply for and receive records held by TANGEDCO, subject only to the specific exemptions listed in Sections 8 and 9 of the Act.

Employment-related records — service registers, transfer orders, seniority lists, departmental inquiry files, pension calculation sheets, GPF accounts — are all records "held by" TANGEDCO in its capacity as an employer and public authority. These records are not exempt from disclosure. An employee or ex-employee is entitled to obtain certified copies of their own service record, and a citizen (including a union representative or journalist) may obtain anonymised or general cadre-level information such as seniority lists, recruitment merit lists, or aggregate vacancy data.

Categories of Employees in TANGEDCO

TANGEDCO's workforce spans several broad categories:

  • Engineering cadre: Junior Engineers (JE), Assistant Engineers (AE), Deputy Superintending Engineers, Superintending Engineers, Chief Engineers, and the Chairman and Managing Director
  • Technical / field cadre: Linemen, Electricians, Meter Readers, Sub-Station Operators, Wiremen, and Technician grades
  • Administrative and accounts cadre: Junior Assistants, Senior Assistants, Personal Assistants, Accounts Officers, Assistant Accounts Officers, and their supervisory tiers
  • Corporate services: Legal, IT, HR, and finance personnel
  • Contract / outsourced workers: While regular employees have full RTI access to their records, contract workers' employment records are typically held by the contractor. However, TANGEDCO records covering the work assignment, wages paid to the contractor, and safety incident data remain accessible.

Each cadre has its own seniority list, promotion policy, and transfer guidelines. RTI can be used to access the relevant seniority list for the specific cadre in which the employee serves.

Key Service Records Available via RTI

Service Register and Personal File

The service register is the primary employment record for every TANGEDCO employee. It records dates of joining, confirmation, every promotion, pay fixation, annual increments, service verification entries, and any disciplinary entries. The personal file holds representations, commendations, warnings, and correspondence between the employee and the department. Both are held by the HR section of the relevant circle or head office and are fully disclosable to the concerned employee under the RTI Act.

Employees who suspect an entry has been incorrectly made — or omitted — in their service register can use RTI to obtain a certified copy and then file a formal representation with supporting evidence to correct the record.

Transfer and Posting Orders

TANGEDCO transfers employees periodically as part of its administrative management of its large, geographically dispersed workforce. RTI can provide certified copies of all transfer orders issued to a specific employee over a defined period, along with:

  • The authority that issued each order (circle-level or head-office level)
  • Whether the transfer was recorded as administrative or on the employee's own request
  • Whether a representation against the transfer was filed and how it was disposed of

This information helps an employee identify whether their transfers were consistent with the applicable TANGEDCO transfer policy, and whether the stated grounds were applied uniformly to similarly placed colleagues — which is the factual foundation for challenging a transfer before the Tamil Nadu Administrative Tribunal (TNKAT) or in a writ petition before the Madras High Court.

Promotion Seniority Lists

Promotions in TANGEDCO are governed by cadre-specific rules and are based primarily on seniority within the relevant grade, subject to fitness and the availability of vacancies. TANGEDCO maintains seniority lists for each cadre that are periodically revised and published. RTI can provide:

  • The current seniority list for a specific cadre as on a given date, showing the rank of each employee
  • The criteria applied for determining seniority (date of joining, date of confirmation, date of promotion to the feeder cadre)
  • The employee's own rank on the seniority list, and whether any representation filed by the employee challenging their seniority position has been disposed of and how

An employee who was superseded — passed over for promotion in favour of a junior person — can use the seniority list obtained via RTI to demonstrate the supersession and build a legal challenge.

Departmental Inquiry and Suspension Records

When TANGEDCO initiates disciplinary action against an employee, it issues a charge memo (articles of charge) and appoints an Inquiry Officer to conduct a departmental inquiry under the applicable service rules. RTI can provide:

  • Copies of the charge memo and articles of charge issued to the employee
  • The name and designation of the Inquiry Officer appointed
  • The findings of the Inquiry Officer and the report submitted to the Disciplinary Authority
  • The final order passed by the Disciplinary Authority and the penalty imposed
  • In suspension cases: the suspension order, the specific charges for which suspension was ordered, and the subsistence allowance sanctioned and paid

These records are essential for an employee preparing an appeal to the Appellate Authority, a revision petition, or a challenge before TNKAT or the Madras High Court. The RTI Act does not restrict an employee's access to their own departmental inquiry records; any claim of exemption for third-party information (such as the identity of a complainant or witness) must be justified under Section 8(1)(g) or (h) with specific reasoning.

Pension and GPF Settlement Records

Retired TANGEDCO employees — and the family members of deceased employees — frequently need to access pension and provident fund records. RTI can provide:

  • The pension calculation sheet: qualifying service computed, average emoluments taken, basic pension and commuted pension sanctioned, commutation factor applied, family pension rate, and the authority that sanctioned the pension
  • The GPF final settlement: the total GPF accumulation as recorded in the GPF account at the time of retirement, the amount disbursed, the date of payment, and if settlement is pending, the reason for delay and the officer responsible
  • The gratuity calculation sheet: the last pay drawn, the qualifying service used for gratuity calculation, the gratuity amount sanctioned, and the date of payment to the employee's account

Pension delays are a common grievance in large PSUs. RTI can identify exactly at which stage the pension file is stalled and who is the responsible officer — enabling the retiree to file a targeted complaint with the management or approach TNKAT for timely payment.

Recruitment and Selection Records

TANGEDCO conducts direct recruitment for various posts through competitive examinations and merit lists. RTI can provide:

  • Copies of recruitment notifications, including the number of vacancies advertised by category (OC, BC, MBC, SC, ST, Differently Abled, Ex-Servicemen)
  • The cut-off marks applied for each category in the written examination or selection process
  • The final merit list or select list, including the marks of selected candidates for each category
  • In cases where a candidate was not selected, RTI can provide the marks scored by the applicant and the cut-off marks applied — allowing the candidate to verify whether the selection was conducted correctly and transparently

RTI cannot compel TANGEDCO to change a selection decision, but documenting the marks and process through RTI is a prerequisite for challenging a selection in a court or tribunal.

How to File RTI with TANGEDCO for Service Matters

Step 1: Identify the Correct CPIO

The correct CPIO depends on where the record is held:

  • Head Office CPIO (NPKRR Maaligai, 800, Anna Salai, Chennai-600002): For corporate cadre records, head-office-level seniority lists, head-office-issued transfer orders, centrally processed pension settlements, and recruitment merit lists for posts recruited at the corporate level.
  • Circle Office CPIO (e.g., Chennai North, Chennai South, Vellore, Tirunelveli, Madurai, Coimbatore, Salem, Trichy, etc.): For circle-level employee records, local transfer orders, circle-level departmental inquiries, and GPF accounts maintained at the circle level.

If you are unsure, address the CPIO at the Head Office; they are required to transfer the application to the correct officer under Section 6(3) of the RTI Act within 5 days if the record is held at another office.

Step 2: Draft a Precise, Numbered Application

Use the sample application above as a starting point. Always include:

  • The employee's full name, employee number, designation, and current or last circle/division/section
  • The specific time period for which records are sought (for transfer orders, the last 5 years; for seniority lists, the date as on a specific date)
  • The PPO number and GPF account number for pension and provident fund queries
  • The recruitment notification number and year for recruitment-related queries

Precise, numbered questions receive faster and more complete responses than vague requests.

Step 3: Pay the Fee and File

Pay the ₹10 application fee by demand draft or Indian Postal Order payable to "TANGEDCO." BPL cardholders are exempt; attach a copy of the BPL ration card. TANGEDCO can also be accessed via rtionline.gov.in for online filing, which is the recommended mode as it generates an automated acknowledgement and tracking number. For physical filing, submit by registered post with acknowledgement due to the relevant CPIO office.

Step 4: Track the 30-Day Deadline

The CPIO must respond within 30 days under Section 7(1) of the RTI Act. If the information concerns a life or liberty matter — such as a pensioner's access to funds for medical treatment — the deadline is 48 hours under the Section 7(1) proviso. Keep the acknowledgement number (for online filing) or the registered post receipt as evidence of the filing date.

Appeal Process

First Appeal within TANGEDCO

If the CPIO does not respond within 30 days, or the response is incomplete or evasive, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) designated within TANGEDCO. This must be filed within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required. The FAA is typically a senior officer designated at the circle or head-office level; the CPIO's acknowledgement or reply should identify the FAA. The FAA must decide within 30 days (extendable to 45 days with reasons).

Second Appeal to TNIC

If the FAA also gives an unsatisfactory or absent reply, file a Second Appeal under Section 19(3) with the Tamil Nadu Information Commission (TNIC) within 90 days of the FAA's decision or the expiry of the FAA's response period. The TNIC is the State Information Commission constituted under Section 15 of the RTI Act for all Tamil Nadu state public authorities. The Central Information Commission (CIC) has no jurisdiction over TANGEDCO; a second appeal filed with the CIC will be returned as not maintainable. The TNIC can direct TANGEDCO to disclose the information and can impose a penalty of up to ₹25,000 on the CPIO personally under Section 20 of the RTI Act, and may also recommend disciplinary action.

Practical Tips for Employees and Ex-Employees

  • Always cite your employee number and designation in every RTI application about your own service records; TANGEDCO employs tens of thousands of staff and cannot locate a record without these identifiers.
  • Request certified copies, not just "information." A certified copy of your service register entry, transfer order, or pension calculation sheet is admissible as evidence before TNKAT, the Madras High Court, or a consumer forum.
  • For seniority disputes, ask for the full seniority list in tabular form, not just your individual rank. The full list allows you to identify exactly who was ranked above you, whether the criteria were applied consistently, and whether any recently promoted employee has a later date of joining or confirmation than you.
  • For departmental inquiry records, note that Section 8(1)(h) of the RTI Act allows the CPIO to withhold information that would impede the process of investigation or prosecution. Once the departmental inquiry is concluded and a final order is passed, this exemption no longer applies and the full record must be disclosed.
  • For pension delays, RTI to the circle or head-office pension section — asking specifically which stage of processing the file is at and who the responsible officer is — is often faster and more effective than repeated in-person visits or verbal complaints.
  • For recruitment grievances, file the RTI immediately after the result is published and before any limitation period runs for challenging the selection before TNKAT. The marks and merit list data obtained via RTI will form the core of any challenge.
  • Approach TNKAT in parallel if urgency demands it. RTI and TNKAT proceedings are independent; filing an RTI does not stop the limitation period for a TNKAT petition, and a TNKAT petition does not prevent you from also using RTI to gather evidence.
