Scheduled Caste and Scheduled Tribe communities in Tamil Nadu are entitled to a wide range of state welfare benefits — post-matric and pre-matric scholarships, residential hostel admissions, welfare pensions for the old age, widowed, and differently abled, marriage assistance, and community certificate-based priority in government schemes. Yet, in practice, scholarship disbursements are delayed without explanation, pensions are stopped without notice, hostel seats are allotted without transparent criteria, and caste certificates remain unverified for months. The Right to Information Act, 2005 gives every citizen a legally enforceable right to demand written, official answers from the very offices responsible for these programmes.

The Adi Dravidar and Tribal Welfare Department and the Social Welfare Department, Government of Tamil Nadu — and every District Adi Dravidar and Tribal Welfare Officer and District Social Welfare Officer under them — are public authorities under Section 2(h) of the RTI Act, 2005. They are fully bound by the Act's disclosure obligations. Any citizen can file an RTI application with the State Public Information Officer (SPIO) to obtain specific records: scholarship disbursement histories, pension payment dates and amounts, beneficiary list entries, hostel admission criteria and occupancy data, and caste certificate verification status. The department is legally required to respond within 30 days under Section 7(1) of the RTI Act. If the matter involves the life or liberty of a person, the response must be provided within 48 hours under the Section 7(1) proviso. If the department fails to respond, you have a structured right to appeal that culminates in the Tamil Nadu Information Commission (TNIC).

What Can RTI Achieve for SC/ST Welfare Matters?

RTI to the Adi Dravidar and Tribal Welfare Department or Social Welfare Department — or their district-level offices — can establish the following with legal authority:

  • Scholarship disbursement trail: Confirm whether a scholarship application was sanctioned at the district level, whether a fund release order was issued, whether a DBT transaction was initiated to the applicant's bank account, and if that transaction failed, the exact recorded failure reason (Aadhaar seeding mismatch, account dormancy, incorrect IFSC, bank account in wrong name).
  • Pension payment history: Obtain a month-by-month record of old age, widow, or differently abled pension payments to a named beneficiary, including the bank account credited and whether any payments were returned or failed.
  • Reason for pension stoppage: Find out whether a beneficiary was removed from the active register, the date and specific grounds for removal, and whether the beneficiary was notified before suspension — critical for reinstatement requests.
  • Hostel admission transparency: Get the formal eligibility criteria, income ceiling, and community requirements used for admissions to a named Adi Dravidar Welfare Hostel, the number of seats sanctioned and actually occupied for the current academic year, and the waiting list if any.
  • Scheme beneficiary lists: Obtain the list of beneficiaries approved under schemes like the Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme at the district level — useful for identifying whether eligible applications were overlooked or a name was improperly excluded.
  • Caste certificate verification status: Determine at which stage a community certificate verification is pending, who is the responsible officer, and whether the inquiry report has been issued or is in delay without recorded reason.
  • Scheme eligibility criteria in writing: Obtain certified copies of current scheme guidelines, government orders, and eligibility notifications — the authoritative basis to challenge an incorrect rejection if your application was refused despite meeting the criteria.
  • District fund utilisation data: Determine how much welfare scheme money was allocated for your district, how much was disbursed to beneficiaries, and how many applications remain pending — relevant for establishing whether allocated funds were unutilised or misdirected.

RTI cannot directly order the release of a withheld payment or compel the reinstatement of a suspended pension. However, the official written response — or the department's failure to respond — is documentary evidence far harder to dismiss than a verbal complaint and forms the basis for escalation through the First Appeal process or a Second Appeal to the Tamil Nadu Information Commission.

The Two Departments and Which One to Approach

Understanding which of the two departments to approach is important for getting useful, specific answers.

Adi Dravidar and Tribal Welfare (ADTW) Department: This is the dedicated department for Scheduled Caste and Scheduled Tribe welfare in Tamil Nadu. It administers SC/ST scholarships (both state government scholarships and Central government scholarships channelled through the state), Adi Dravidar Welfare Hostels (residential student hostels from Class 6 upward), free coaching centres, the Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme, Dr. Muthulakshmi Reddy Maternity Benefit Scheme, tribal area development programmes, and skill development initiatives. For RTI relating to these programmes, file with the District Adi Dravidar and Tribal Welfare Officer for individual case matters, or with the SPIO at the state headquarters in Chennai for policy documents and state-level aggregate data.

Social Welfare Department: This department administers welfare pensions across all communities — the old age pension under the Chief Minister's Uzhavar Padhukappu Thittam (CMUT), widow pension, and differently abled persons' pension — along with women's welfare, child welfare (ICDS/Anganwadi), and the National Family Benefit Scheme. For RTI relating to pension payment records, stoppage, or beneficiary list status, file with the District Social Welfare Officer for your district.

If you are uncertain which office holds the records you need, file with the more likely district-level officer and include a request under Section 6(3) of the RTI Act that if any portion of the information is held by a different public authority, the SPIO transfer that part of the application to the correct authority within five days. The SPIO is legally required to do so.

How to File: Step-by-Step

Step 1: Assemble Your Reference Information

Before drafting the RTI application, collect the following details:

  • Your name, complete address, district, taluk, and community (SC/ST)
  • Your community certificate number (if the query relates to certification)
  • The scholarship or pension scheme name (e.g., "Tamil Nadu State Government Post-Matric Scholarship for SC Students, 2024-25" or "Chief Minister's Uzhavar Padhukappu Thittam")
  • Your application number or registration number from the acknowledgement, portal printout, or office receipt
  • The academic year (for scholarship queries) or the specific months for which you are seeking pension records
  • The name of the hostel (if the query relates to hostel admission)
  • Any prior correspondence, receipts, or portal screenshots relevant to the matter

Step 2: Draft Specific, Numbered Information Requests

Vague questions produce vague answers. Each question should ask for a specific record, date, amount, decision, or named document. "Why was my scholarship not paid?" is too broad. "Whether a DBT transaction was initiated for scholarship Application ID XXX for academic year 2024-25, the transaction date, transaction reference number, amount, and whether the transaction succeeded or was returned — if returned, the specific failure reason as recorded in the payment system" is specific and produces an actionable written answer. Retain only the questions from the sample RTI draft above that are relevant to your actual situation.

Step 3: File Online or by Post

Online: File at adwelfare.tn.gov.in, the official portal of the Adi Dravidar and Tribal Welfare Department, Government of Tamil Nadu. Select the correct department and district authority, paste your application text, and pay the ₹10 fee via the portal. Note your application reference number for tracking and appeals.

By post: Write out your application, enclose a ₹10 Indian Postal Order (IPO) payable to the appropriate officer of the Adi Dravidar and Tribal Welfare Department / Social Welfare Department (confirm the exact payee designation with the office), and send by registered post or speed post to the SPIO at the district office or state headquarters. Retain your posting receipt as proof of submission.

BPL exemption: Citizens holding a BPL (Below Poverty Line) ration card are exempt from the ₹10 application fee under Section 7(5) of the RTI Act, 2005. Attach a photocopy of the BPL card and explicitly state the exemption in the application.

Step 4: Track and Follow Up

The department must respond within 30 days of the date of receipt of your application by the SPIO (Section 7(1), RTI Act, 2005). If the information sought concerns the life or liberty of a person, the response must be provided within 48 hours (Section 7(1) proviso). Track your application reference number on the portal.

Step 5: File a First Appeal if Needed

If you receive no response within 30 days, or receive an incomplete, evasive, or unsatisfactory response, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) — a senior officer designated within the same department or its district office — within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. No fee is payable for the First Appeal. The FAA must decide within 30 days (extendable to 45 days with reasons recorded in writing).

Step 6: File a Second Appeal with the Tamil Nadu Information Commission

If the First Appeal is unanswered or unsatisfactory, file a Second Appeal under Section 19(3) of the RTI Act with the Tamil Nadu Information Commission (TNIC) within 90 days of the FAA's order or the date it should have been made. The TNIC can order disclosure of the withheld information, impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act if the failure to provide information was without reasonable cause, and recommend disciplinary action against the errant officer. The TNIC is the correct second-appeal body — the Central Information Commission (CIC) has no jurisdiction over Tamil Nadu state government bodies.

What Specific Information Can You Request?

SC/ST Scholarship Disbursement

  • Current status of scholarship Application ID XXX for academic year XXXX-XX under scheme name — sanctioned, pending at which stage, or rejected, with the specific reason and the authority who passed the order.
  • Whether a fund release order has been issued by the department for scheme name for academic year XXXX-XX to District Name, the date of the order, and the amount released.
  • Whether a DBT transaction was initiated for the applicant's Aadhaar-linked bank account — the transaction date, reference number, amount, and whether it succeeded or was returned; if returned, the specific failure reason.
  • Total SC/ST scholarship applications received, sanctioned, and disbursed in District under scheme name for 2024-25, and the number still pending disbursement as on the date of this application.

Welfare Pension Records and Stoppage

  • Complete pension payment record for Beneficiary Name, Community, Address, under scheme name for the period Month/Year to Month/Year — dates, amounts, and bank accounts credited, with any returned or failed payments noted.
  • Whether Beneficiary Name is currently recorded as an active beneficiary in the district register under scheme name; if removed, the date of removal, specific reason, and the officer who authorised the removal.
  • Whether any periodic re-verification requirement is currently flagged against this beneficiary, and whether the beneficiary was notified before suspension of payments.

Adi Dravidar Welfare Hostel Admission

  • The formal eligibility criteria for admission to Hostel Name for the academic year 2024-25 — income ceiling, community criteria, age limits, and preference given to orphans, differently abled, or other specified categories.
  • Total sanctioned strength of the hostel, actual number of students admitted for 2024-25, and the number of applications received but not admitted, along with the waiting list if any.
  • Whether any seats were left vacant in the SC/ST quota for 2024-25 and the reason for non-filling of those seats.

Scheme Beneficiary Lists and Marriage Assistance

  • List of beneficiaries approved under the Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme in District for the financial year 2024-25 — the number of applications received, approved, pending, and disbursed, along with the total amount released.
  • A copy of the current scheme guidelines and the income ceiling, community eligibility, and documentation requirements for the Marriage Assistance Scheme, as currently in force.

Caste Certificate Verification

  • Current status of community certificate verification for Name, Certificate/Application No. XXX, submitted to Tahsildar/RDO/Collector's Office, District — whether verified, pending (at which stage), or rejected, with the specific grounds for rejection.
  • The name, designation, and office address of the officer currently responsible for the verification inquiry.
  • The timeline within which community certificate verification is required to be completed under Tamil Nadu government orders or guidelines currently in force, and whether that timeline has been exceeded in this case.
