How to File: Step by Step
Step 1: Gather Your Examination Details
Before drafting your RTI, collect the following from your admit card and SSC portal login:
- Your Registration Number (12-digit, displayed in your SSC portal profile)
- Your Roll Number as it appeared on your admit card
- The exact name of the examination and year (e.g., SSC CGL 2024, SSC CHSL 2024)
- The Tier you are asking about (Tier I, Tier II, etc.)
- The date(s) of examination and your shift (Morning/Afternoon, if a multi-shift CBT)
Step 2: Draft Specific, Targeted Questions
The most important rule of a well-drafted RTI is specificity. Vague requests like "provide all information about my result" are harder to enforce and easier to partially answer. Instead, ask for precise documents and data — for example: "Provide the normalised marks and raw marks separately for Registration No. XXX for SSC CGL 2024 Tier I." Step 3: File on the RTI Online Portal
- Visit rtionline.gov.in and register or log in with your credentials
- Click Submit Request
- Select: Ministry of Personnel, Public Grievances and Pensions → Staff Selection Commission → Headquarters
- Paste your application text in the text field (limit: 3,000 characters). If your request is longer, attach it as a PDF
- Optionally attach supporting documents — your admit card, a screenshot of your result, or your score card
Step 4: Pay the Application Fee

If there is no response within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at SSC within 30 days of the date of the decision or the expiry of the 30-day response period. If the FAA also fails to respond or the response remains unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days of the FAA's decision or the date on which the decision should have been made.
What Specific Information Can You Ask For?
OMR Sheet and Answer Key
The most common use of RTI with SSC is to obtain a copy of your OMR response sheet after a CBT or a written examination. You can ask for:
- A certified copy of your OMR/response sheet showing your attempted answers
- The official answer key for your specific question paper set/series
- Any revised answer key (if SSC had amended answers after representations)
The Central Information Commission has upheld in multiple orders that OMR sheets are examination records that must be provided to the candidate on request under the RTI Act. SSC cannot withhold your own OMR sheet from you. Note that information about other candidates' OMR sheets or personal details would be exempt under Section 8(1)(j) of the RTI Act as third-party personal information — your RTI should be confined to your own records.
Marks and Score Details
Ask for:
- Marks obtained in each section (Quantitative Aptitude, English, General Awareness, General Intelligence and Reasoning) at Tier I
- Marks obtained in each paper at Tier II
- Total marks at each tier
- Whether any negative marking was applied and how many questions were marked wrong in your response
Normalization Formula and Parameters
For multi-shift CBTs, SSC applies a normalization methodology to adjust for varying difficulty levels across shifts. This is a subject of significant interest to candidates whose normalised scores appear lower than expected. Through RTI, you can ask for:
- The complete normalization formula/methodology used for the examination
- The shift-wise mean and standard deviation (or equivalent statistical parameters) used in the formula
- The specific values plugged in for your shift/session
- Your raw score and normalised score separately, so you can verify the calculation

Category-wise Cut-off Marks
Cut-off marks are already partially published by SSC, but detailed breakdowns are sometimes not included in the official notice. Through RTI, you can obtain:
- Category-wise cut-off marks for each Tier (Tier I, Tier II) for each post you applied for
- Post-wise and category-wise final merit cut-offs applied for document verification
- The total number of candidates called for document verification in your category for a specific post
Document Verification Status
If you were not called for document verification despite expecting to be, RTI can provide clarity:
- Whether your name appears on the document verification list for any post
- If not, the specific reason — for example, insufficient marks, errors in form details, or failure to meet a specific eligibility criterion
- Whether any disqualification was issued and, if so, the grounds and the order number
This information helps candidates distinguish between a simple score shortfall and an administrative or eligibility issue they may be able to contest.
