How to File RTI with RRB for Railway Recruitment Exam Marks, OMR Sheet and Medical Examination

Railway Recruitment Boards (RRBs) are the primary recruitment bodies for Non-Gazetted posts in Indian Railways. There are 21 RRBs spread across India, each covering one or more railway zones and conducting centralised recruitment through the CEN (Centralised Employment Notification) system on behalf of the Railway Board, Ministry of Railways. Every year, RRBs attract tens of millions of applications for posts including RRB NTPC (Non-Technical Popular Categories), RRB ALP and Technicians (Assistant Loco Pilot), RRB Group D (now Level 1 posts under RRC), RRB JE (Junior Engineer), RRB JE (IT), RRB Paramedical, and RRB MI (Ministerial and Isolated categories).

Given the scale of competition — millions of candidates for a few thousand vacancies — marks, normalisation, medical examination outcomes, and document verification decisions carry enormous consequences for candidates' careers and livelihoods. Yet RRBs do not routinely publish individual candidate score sheets, medical examination findings, or detailed cut-off breakdowns. The Right to Information Act, 2005 gives every candidate a statutory right to seek this information directly from the RRB that conducted their recruitment.

Each RRB is a public authority under Section 2(h) of the RTI Act, 2005, being constituted and substantially funded under the Ministry of Railways. RRBs are legally obligated to respond to RTI applications within 30 days under Section 7(1) of the RTI Act.

What Can You Achieve with RTI to an RRB?

  • Get your raw marks and normalised marks in CBT Stage 1 and Stage 2, question-by-question or section-by-section
  • Understand the normalisation formula applied to your raw score and verify whether your final normalised marks were correctly derived
  • Obtain a copy of your response sheet (OMR or CBT answer record) as captured at the examination centre
  • Get the final answer key for your question paper set and the basis for any key revision after answer key challenges
  • Know the category-wise cut-off marks for your post and RRB
  • Find out your rank and position in the shortlist and merit panel
  • Get the specific medical standard you were found unfit against, and the name of the Railway Medical Officer (RMO)
  • Confirm the outcome of document verification and any specific document deficiency noted
  • Check the status of your police and character verification for appointment

Which RRB to File With

This is the single most important step. All 21 RRBs are independent public authorities — each holds records only for the candidates it directly managed in that recruitment. File with the RRB that issued your admit card, regardless of where you currently live or the location of the vacancy.

Your admit card will name the issuing RRB. On the RTI Online portal (rtionline.gov.in), select Ministry of Railways, then select the specific RRB by name.

RRB vs RRC: Railway Recruitment Cells (RRCs) are separate from RRBs. RRCs handle Level 1 (erstwhile Group D Track Maintainer etc.) recruitment under each Zonal Railway. If your recruitment was under an RRC notification, file the RTI with the CPIO of that RRC/Zonal Railway, not an RRB.

Do not file with the Railway Board (New Delhi) for individual candidate score records. The Railway Board does not hold individual CBT answer records or medical examination files — those remain with the specific RRB/RRC that conducted the recruitment.

Exam-Level RTI Use Cases

CBT Marks (Stage 1 and Stage 2)

RRBs conduct Computer Based Tests in multiple stages. RRB NTPC has CBT Stage 1 (common for all NTPC posts) and CBT Stage 2 (post-specific). RRB ALP has CBT Part A and Part B. RRB JE has CBT 1 and CBT 2.

For each stage you appeared in, you can ask for:

  • Your raw marks, question-by-question or section-by-section
  • The section-wise marks breakdown — General Awareness, Mathematics, Reasoning, and the technical/subject section as applicable
  • Whether any questions were dropped (bonus marks) and the specific question numbers dropped with reasons

Normalisation Formula for Multi-Shift CBT Exams

RRB CBT exams are held across dozens of shifts spread over multiple days. Since it is not possible for all shifts to be of identical difficulty, RRB applies a normalisation formula to convert raw marks into a common comparable score before drawing the merit list.

The normalisation methodology used by RRB (as described in various CEN notices) is based on adjusting scores using the mean and standard deviation of the performance of candidates in each session, with reference to session topper performance and overall distribution. The exact parameters can vary by recruitment cycle.

A significant number of candidates observe a large difference between their calculated raw marks and the final normalised score published by RRB — sometimes in either direction. RTI is the mechanism to seek:

  1. Your raw marks in the session and shift you appeared in
  2. The precise normalisation formula used for that CEN, with the mathematical parameters applied
  3. The total candidates who appeared in your session and shift
  4. The session-level statistics (mean, standard deviation, topper's raw marks, etc.) used as inputs in normalisation
  5. The final normalised score assigned to you and the step-by-step derivation, if possible

This information allows you — or an independent expert — to verify whether the formula was correctly applied.

Answer Key Revision Basis

After publishing a provisional answer key, RRBs invite challenges from candidates. Where an answer is revised after review, the expert committee's reasoning is administrative information that should be disclosable. RTI can obtain:

  1. The official final answer key for your question paper set or series code
  2. The total number of challenges received against the specific question whose answer you are contesting
  3. The recorded basis for revising or retaining the answer — specifically, whether an expert committee reviewed it and what reasoning was recorded
  4. Whether any question was dropped (bonus to all), and if so, the specific reason

Note that RRBs may initially resist disclosing expert committee deliberations. The Central Information Commission has, in numerous orders, held that the final answer key decision and the basis for it is administrative information relating to a public recruitment process and is disclosable.

Cut-off Marks

RRBs publish overall cut-offs for major recruitments, but category-wise and post-wise cut-offs for each specific RRB are not always granularly published. RTI can obtain:

  • Category-wise cut-off marks (General / OBC-NCL / SC / ST / EWS / PwD) at CBT Stage 1
  • Post-wise and category-wise cut-off at CBT Stage 2 for each post code
  • The number of candidates shortlisted from your RRB for each post and category at each stage

Waiting List and Merit Panel Position

For candidates who cleared all stages but are awaiting appointment:

  • Your position in the empanelled merit list and in the waiting list for the specific post and RRB
  • Total vacancies notified, filled, and remaining for your post and category under your RRB
  • Whether your panel is still live or has lapsed, and the expected validity period

Post-Exam RTI Use Cases

Medical Examination Result

Medical fitness is a mandatory requirement for most Railway recruitment posts. Candidates declared medically unfit often receive a bare communication without a detailed explanation of which specific standard was not met. RTI can obtain far more granular information:

  1. Whether you were declared medically fit or medically unfit for the post
  2. If unfit — the specific medical standard(s) not met, citing the category (A1, A2, A3, B1, B2, or C under the Railway Medical Manual) and the specific condition found
  3. The name, designation, and official station of the Railway Medical Officer (RMO) who conducted the examination
  4. Whether you are entitled to appeal the medical finding before an Appeal Medical Board, and the procedure under which such an appeal is available to you

This information is critical for candidates who believe the medical finding was incorrect or wish to appear before an Appeal Medical Board. The specific grounds cited by the RMO are essential for preparing the appeal.

Document Verification Result

Document Verification (DV) is conducted after CBT/Skill Test stages. Candidates rejected at DV sometimes receive vague communications. RTI can confirm:

  1. Whether your documents were accepted as valid and in order
  2. If any document was found deficient or rejected — the specific document name and the precise deficiency noted (e.g., caste certificate not from competent authority, age proof not matching, qualification certificate issue)
  3. The name and designation of the officer who conducted the DV

This is your own service record information held by the RRB — there is no ground for exemption under the RTI Act.

Character and Antecedents Verification

After appointment orders are issued, Railway administration initiates police verification of character and antecedents. Delays in this process can hold up joining. RTI can ask:

  1. The current status of police/character verification for your appointment to the post
  2. Whether any adverse report has been received and, if so, the nature of the adverse finding
  3. The expected completion timeline if verification is pending

Be aware that specific adverse information in a police verification report may involve third-party privacy considerations, but the status of your own verification process is information you are entitled to seek.

Where to File

All RRBs accept RTI applications through the centralised RTI Online portal maintained by the Department of Personnel and Training (DoPT).

  1. Visit rtionline.gov.in and log in or register with your email or mobile number
  2. Click Submit Request
  3. Select Ministry of Railways as the Ministry/Department
  4. From the list of public authorities, select your specific RRB (e.g., "Railway Recruitment Board, Chennai" or "Railway Recruitment Board, Mumbai") — do not select "Railway Board" or a Zonal Railway unless your RTI is about a non-recruitment matter
  5. Paste your application in the text field (3,000-character limit). If your request is longer, attach it as a PDF
  6. Attach supporting documents if helpful — your admit card, CEN registration details, or a copy of the communication from the RRB regarding your medical or DV outcome
  7. Pay ₹10 online via net banking, debit/credit card, or UPI. BPL cardholders are exempt — select the BPL option and attach a self-attested copy of your BPL card
  8. Submit and note your unique registration number for tracking

What Specific Information Can You Ask For

Marks and Score Records:

  1. My raw marks in CBT Stage 1 / Stage 2 / CBT Part A / CBT Part B for Post under CEN No. Year, Roll Number XXX, Shift X, Date DD/MM/YYYY — question-by-question or section-by-section
  2. Whether a normalisation formula was applied to my raw marks; if yes, the formula used, the session-level statistical parameters, and the derivation of my final normalised score
  3. The section-wise marks breakdown in CBT Stage 2 for Post code — General Awareness / Mathematics / Reasoning / Technical section separately

Response Sheet and Answer Key:

  1. A copy of my response sheet (CBT answer record / OMR sheet) showing the responses submitted by me in Shift X, Date DD/MM/YYYY, for CEN No.
  2. A copy of the final official answer key for question paper Set / Series code used in my shift
  3. For any answer key revision on Question No. XX in the final key: the number of challenges received and the recorded basis for the revision or retention of the answer

Cut-off and Merit List:

  1. Category-wise cut-off marks (General / OBC-NCL / SC / ST / EWS / PwD) for Post code / Post name at CBT Stage 1 and CBT Stage 2 under RRB Name for CEN No. Year
  2. My rank / position in the final merit list and shortlist for Post code under RRB Name, and the total candidates shortlisted in Category

Medical Examination:

  1. Whether I was declared medically fit or unfit for appointment to Post under CEN No. Year
  2. If declared unfit — the specific medical standard(s) I failed to meet, the relevant category under the Railway Medical Manual, and the name and designation of the Railway Medical Officer (RMO) who examined me
  3. Whether an appeal before a Medical Board is available, and the procedure for availing it

Document Verification:

  1. The outcome of my Document Verification conducted on Date, if known — whether all documents were accepted, and if any were found deficient, the specific document and the deficiency noted

Character Verification:

  1. The current status of police/character and antecedents verification initiated for my appointment to Post under CEN No. Year

Appeals

First Appeal — Section 19(1): If the RRB CPIO does not respond within 30 days, or the response is incomplete, vague, or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at the same RRB. The FAA is typically a senior officer at the RRB. File within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal — Section 19(3): If the FAA's response is also absent or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) within 90 days. All RRBs are Central Government bodies under the Ministry of Railways — the second appeal always goes to the CIC, not any State Information Commission.

The CIC can:

  • Direct the CPIO to provide specific information within a fixed timeframe
  • Impose a penalty of up to ₹250 per day (maximum ₹25,000) on the CPIO under Section 20 of the RTI Act for unjustified refusal or delay
  • Recommend disciplinary action against the CPIO in cases of malafide refusal

The CIC has in multiple orders directed Railway Recruitment Boards and Indian Railways to provide CBT response sheets, marks details, and medical examination records to candidates, and has imposed penalties on CPIOs who refused without valid grounds.
