The Indira Gandhi Nahar Pariyojana (IGNP) — formerly known as the Rajasthan Canal — is one of India's most ambitious irrigation projects, stretching approximately 650 kilometres from the Harike Barrage at the confluence of the Sutlej and Beas rivers in Punjab deep into the Thar Desert of western Rajasthan. The project, conceived to transform the arid wastelands of Bikaner, Jaisalmer, and Barmer into productive farmland, has fundamentally altered the agrarian landscape of seven districts: Sri Ganganagar, Hanumangarh, Bikaner, Churu, Jaisalmer, Barmer, and Jodhpur. IGNP Stage I covers the canal system up to Bikaner and Jaisalmer, while IGNP Stage II (partially complete) extends the network into the remoter reaches of Jaisalmer and Barmer.

The Right to Information Act, 2005 gives every citizen a legally enforceable right to access records held by the Rajasthan Water Resources Department and the IGNP Project Authority. How to File RTI

Step 1: Identify the correct CPIO. For IGNP-wide or project-level matters, file with the State Public Information Officer at the Chief Engineer (IGNP) office in Bikaner. For local canal division matters — a specific branch canal, distributary, or minor — file with the Executive Engineer (EE) of the relevant canal division. Sub-divisional level issues may be addressed to the Assistant Engineer's office.

Step 2: Draft a specific application. Name the canal branch, distributary, or minor canal clearly. Specify the tehsil and district. Mention the khasra number, warabandi number, or farmer registration number where applicable. Identify the season and year. Step 3: File online or offline. Use the RTI Online portal at rtionline.gov.in to file online and pay the ₹10 fee digitally. Alternatively, file by registered post to the CPIO's office, enclosing a crossed Indian Postal Order (IPO) for ₹10. BPL cardholders may claim fee exemption by enclosing a copy of their BPL card.

Step 4: Track and follow up. Note the acknowledgement number. The CPIO must respond within 30 days. If no response is received, file a First Appeal immediately.

Key RTI Act Provisions

The Rajasthan Water Resources Department (IGNP) is a public authority under Section 2(h) of the Right to Information Act, 2005, legally required to designate CPIOs and respond to RTI applications.

  • Section 6: Governs the filing of RTI applications; no reason need be given for requesting information.
  • Section 7(1): Requires the CPIO to provide information within 30 days of receipt of the application.
  • Section 7(1) proviso: Reduces the response time to 48 hours if the information concerns the life or liberty of a person.
  • Section 20: Empowers the RSIC to impose a penalty of ₹250 per day (up to ₹25,000) on a defaulting CPIO and to recommend disciplinary action.

First Appeal

If the CPIO does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act. The First Appeal must be addressed to the First Appellate Authority (FAA) — typically the Superintending Engineer or Chief Engineer of the relevant IGNP zone. The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. No fee is payable for a First Appeal. Attach copies of the original application and the CPIO's response (if any).

Second Appeal

If the First Appeal is also unsatisfactory or unanswered, file a Second Appeal under Section 19(3) of the RTI Act with the Rajasthan State Information Commission (RSIC) in Jaipur. RSIC is constituted under Section 15 of the RTI Act and is the correct appellate body for all Rajasthan state public authorities, including the Water Resources Department and IGNP Project Authority.

The Second Appeal must be filed within 90 days of the FAA's decision or the expiry of the FAA's response period. RSIC can order disclosure, impose penalties on the defaulting CPIO, and recommend disciplinary action.

Important: Do NOT file the Second Appeal with the Central Information Commission (CIC). The CIC has jurisdiction only over Central Government public authorities. The Rajasthan Water Resources Department and IGNP are state bodies; their second appeal goes exclusively to the RSIC.
