The Pradhan Mantri Matru Vandana Yojana (PMMVY) is a Direct Benefit Transfer (DBT) scheme of the Ministry of Women and Child Development (MoWCD) that provides a cash incentive of ₹5,000 to pregnant women and lactating mothers (PLMs) for the first living child, to partly compensate for wage loss during pregnancy and to encourage institutional delivery, early registration, and child vaccination. The scheme was earlier known as the Indira Gandhi Matritva Sahyog Yojana (IGMSY). It is implemented through the Integrated Child Development Services (ICDS) network — specifically through Anganwadi Centres (AWCs) and Anganwadi Workers (AWWs) under state/UT Women and Child Development departments.

The Ministry of Women and Child Development and all state/UT WCD departments, Child Development Project Officer (CDPO) offices, and District Programme Officer (DPO) offices implementing PMMVY are public authorities under Section 2(h) of the RTI Act, 2005.

Scheme Eligibility and Benefit Structure

Installment 1 — ₹3,000:

  • Beneficiary registers pregnancy at the AWC (using Form 1-A) within 150 days of the Last Menstrual Period (LMP)
  • Beneficiary receives at least one Antenatal Check-Up (MCP card entry)
  • Bank account details submitted and Aadhaar seeding completed

Installment 2 — ₹2,000:

  • Child is born and birth is registered
  • Child receives the first cycle of immunisation (BCG, OPV, DPT, Hepatitis B — as per MCP card)

PMMVY 2.0 / Post-2022 modification: Under updated scheme guidelines, a second installment (for the second child) is available where the second child is a girl, subject to the state/UT having adopted and notified the modification. The first child must have been enrolled under PMMVY. Contact your state WCD department or AWW, or file RTI with MoWCD, to confirm whether this provision is applicable in your state.

Exclusions: Women who are in regular employment under the Central or State Government and are entitled to maternity benefit under any other scheme or law are not eligible for PMMVY.

Where to File

District Programme Officer (DPO) / Child Development Project Officer (CDPO) — for all individual benefit queries (installment status, rejection reason, DBT failure, application registration). The DPO/CDPO office is a state government public authority; file through your state RTI portal or submit a written application directly to the DPO/CDPO office's PIO. Second appeal for DPO/CDPO RTIs goes to your State Information Commission.

What Specific Information Can You Ask For?

Application registration and status:

  1. Whether the PMMVY application of Name, Aadhaar last 4 digits, AWC Name/Code, Block, District is registered in PMMVYSOFT / POSHAN Tracker — the registration date and Beneficiary ID assigned
  2. Whether installment conditions (ANC recorded, delivery recorded, vaccination recorded) have been entered in PMMVYSOFT — dates of each entry and the user/designation who entered them

Installment disbursement: 3. Whether the first installment (₹3,000) and second installment (₹2,000) have been approved and disbursed — date, amount, and DBT transaction reference for each 4. If any installment has not been disbursed — the stage at which it is held and the specific reason

DBT failure: 5. Whether a DBT transfer was attempted for Name's account — the bank, account number and IFSC recorded in the system; if the transfer failed, the reason (account name mismatch, inactive account, wrong IFSC, etc.)

Rejection: 6. If the application was rejected — the specific provision of the PMMVY Scheme Guidelines / Implementation Framework under which rejection was made; the date of the rejection order; and whether the order was communicated to the beneficiary

AWC / Block data: 7. Total number of PMMVY applications registered at AWC Name/Code / Block in financial year XXXX-XX; number for whom the first installment has been disbursed; number for whom the second installment has been disbursed

Policy (for MoWCD RTI): 8. A copy of the PMMVY Scheme Guidelines / Implementation Framework currently in force, including all amendments and circulars modifying the original scheme; specifically, any circular operationalising the second-child (girl child) benefit under PMMVY 2.0

Appeals

First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at the relevant office within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)):

  • For DPO / CDPO / State WCD Department (state-level public authorities) — file with your State Information Commission within 90 days.
  • For Ministry of Women and Child Development (Central Government body) — file with the Central Information Commission (CIC) within 90 days.

Under Section 20 of the RTI Act, the Information Commission can impose a penalty of ₹250 per day (up to ₹25,000) on a PIO who fails to provide information without reasonable cause, and can recommend disciplinary action.
