How to File RTI for PMMVY — Pradhan Mantri Matru Vandana Yojana Maternity Benefit
Step-by-step guide to file an RTI under the Pradhan Mantri Matru Vandana Yojana (PMMVY) maternity benefit scheme for installment non-payment, application rejection, eligibility disputes, and scheme data at the Anganwadi / CDPO / DPO level. Covers filing at the District Programme Officer (DPO) level for individual queries and at Ministry of Women and Child Development (MoWCD) for policy questions. Includes a ready-to-use sample RTI draft.
The Pradhan Mantri Matru Vandana Yojana (PMMVY) is a Direct Benefit Transfer (DBT) scheme of the Ministry of Women and Child Development (MoWCD) that provides a cash incentive of ₹5,000 to pregnant women and lactating mothers (PLMs) for the first living child, to partly compensate for wage loss during pregnancy and to encourage institutional delivery, early registration, and child vaccination. The scheme was earlier known as the Indira Gandhi Matritva Sahyog Yojana (IGMSY). It is implemented through the Integrated Child Development Services (ICDS) network — specifically through Anganwadi Centres (AWCs) and Anganwadi Workers (AWWs) under state/UT Women and Child Development departments.
The Ministry of Women and Child Development and all state/UT WCD departments, Child Development Project Officer (CDPO) offices, and District Programme Officer (DPO) offices implementing PMMVY are public authorities under Section 2(h) of the RTI Act, 2005.

Scheme Eligibility and Benefit Structure
Installment 1 — ₹3,000:
- Beneficiary registers pregnancy at the AWC (using Form 1-A) within 150 days of the Last Menstrual Period (LMP)
- Beneficiary receives at least one Antenatal Check-Up (MCP card entry)
- Bank account details submitted and Aadhaar seeding completed

PMMVY 2.0 / Post-2022 modification: Under updated scheme guidelines, a second installment (for the second child) is available where the second child is a girl, subject to the state/UT having adopted and notified the modification. The first child must have been enrolled under PMMVY. Contact your state WCD department or AWW, or file RTI with MoWCD, to confirm whether this provision is applicable in your state.
Exclusions: Women who are in regular employment under the Central or State Government and are entitled to maternity benefit under any other scheme or law are not eligible for PMMVY.
Implementation Hierarchy — Which Level to RTI for What
PMMVY is a Central scheme implemented through state/UT government machinery. The relevant level for RTI depends on what you want to know:
| Level | Body | What to RTI for |
|---|---|---|
| AWC / Village | Anganwadi Worker (AWW) / Supervisor | Confirmation that application was received; whether conditions (ANC, delivery, vaccination) were recorded |
| Block | Child Development Project Officer (CDPO) | Application status in PMMVYSOFT; whether installment was forwarded for payment; CDPO-level data |
| District | District Programme Officer (DPO) | Installment disbursement status; DBT transfer records; rejection decision; district-level data |
| State | State WCD Department | State-level implementation data; state-adopted guidelines and modifications; state-level appeals |
| Central | Ministry of Women and Child Development (MoWCD) | Scheme guidelines, framework, circulars; national-level data; policy questions |
For individual benefit problems (installment not received, application rejected, DBT failure): File with the DPO or CDPO of your district/block — they hold the PMMVYSOFT records and the DBT transaction data.
For scheme policy and guidelines: File with MoWCD through rtionline.gov.in.
Common Reasons for Non-Payment and RTI Questions
PMMVY payments are sometimes delayed or withheld for reasons that can be identified and challenged through RTI:
| Problem | Likely cause | RTI question to ask |
|---|---|---|
| Installment not credited despite fulfilling conditions | AWW did not upload data in PMMVYSOFT / Aadhaar-bank seeding not done | Whether installment condition was recorded in PMMVYSOFT and on what date; whether DBT was attempted |
| DBT attempted but returned | Bank account inactive, name mismatch, incorrect IFSC | The reason for DBT failure as recorded in the system; the date of failed DBT attempt |
| Application shows as rejected | Second child, government employee exclusion, late registration | The specific guideline provision cited for rejection; whether PMMVY 2.0 modification applies |
| Application not found in system | AWW did not register application in PMMVYSOFT | Whether the AWC has submitted the application; whether the AWW has been asked to upload it |
| Partial installment paid | Data entry error at AWC / CDPO level | Copy of the data entered in PMMVYSOFT for each installment condition fulfilled |
Where to File
District Programme Officer (DPO) / Child Development Project Officer (CDPO) — for all individual benefit queries (installment status, rejection reason, DBT failure, application registration). The DPO/CDPO office is a state government public authority; file through your state RTI portal or submit a written application directly to the DPO/CDPO office's PIO. Second appeal for DPO/CDPO RTIs goes to your State Information Commission.
Ministry of Women and Child Development (MoWCD) — for scheme guidelines, PMMVY Implementation Framework, circulars on PMMVY 2.0 modifications, or national-level data. File through rtionline.gov.in → Ministry of Women and Child Development. Second appeal goes to the Central Information Commission (CIC).
