Pradhan Mantri Awas Yojana (PMAY) is India's flagship affordable housing programme, running as two parallel schemes: PMAY-Urban (PMAY-U) under the Ministry of Housing and Urban Affairs, targeting urban areas, and PMAY-Gramin (PMAY-G) under the Ministry of Rural Development, targeting rural households. Despite being Centrally Sponsored Schemes with national guidelines, the implementation — beneficiary selection, application scrutiny, waiting lists, and fund disbursement — happens at the state, city, and district level.

What Can You Achieve with RTI under PMAY?

  • Get the specific reason your application was rejected — the eligibility criterion cited, the document or record that caused rejection
  • Find your position on the waiting list and how many beneficiaries are ahead of you
  • Confirm whether the credit-linked subsidy (CLSS) has been processed by the Central Nodal Agency and credited to your loan account, and if not, why
  • Obtain the beneficiary selection criteria applied by your Urban Local Body or Gram Sabha
  • Get the name and contact of the Nodal Officer responsible for PMAY in your city/district
  • For PMAY-Gramin, obtain the Permanent Waiting List (PWL) for your village and verify your position in it

For Delhi applicants: File with the Delhi Urban Shelter Improvement Board (DUSIB), Municipal Corporation of Delhi (MCD), or Delhi Development Authority (DDA) — depending on which implementing agency covers your housing scheme — through rti.delhi.gov.in.

How to File on rtionline.gov.in (Central Ministry)

  1. Go to rtionline.gov.in and click Submit Request
  2. Select Ministry of Housing and Urban Affairs (for PMAY-U policy questions) or Ministry of Rural Development (for PMAY-G policy questions)
  3. Draft your questions — be specific: include your PMAY Registration Number, your name, Aadhaar last 4 digits, and the city/district
  4. Pay ₹10 online. BPL cardholders are exempt
  5. Submit and note your registration number

What Specific Information Can You Ask For?

Application status and rejection:

  1. Current status of PMAY application bearing Registration No. XXX — whether approved, rejected, or pending
  2. Specific reason for rejection, including the eligibility criterion or document cited, and name of the deciding officer
  3. Whether any deficiency notice was issued before rejection and whether opportunity to rectify was given

Waiting list: 4. Current position of the above applicant on the waiting list for housing scheme / component in city/ward/district 5. Total number of approved beneficiaries ahead of the above applicant and the selection scoring criteria applied

CLSS subsidy: 6. Whether the credit-linked subsidy for application/loan reference XXX has been processed by the Central Nodal Agency and if so the date and amount disbursed 7. Whether any deficiency in the bank's subsidy claim request has been noted — if yes, the specific deficiency and the bank notified

PMAY-G beneficiary list: 8. Complete Permanent Waiting List (PWL) for PMAY-G for Gram Panchayat name, Block name, District name 9. Position of applicant name, Aadhaar last 4 digits XXXX, on the above list 10. The criteria used by the Gram Sabha for prioritisation within the SECC 2011 data

Appeals

First Appeal (Section 19(1)): If no response within 30 days, file with the First Appellate Authority (FAA) within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)):

  • For Central Government authorities (MoHUA, MoRD, NHB, HUDCO): appeal to the Central Information Commission (CIC) within 90 days
  • For State/ULB-level authorities (Urban Local Body, State Housing Authority, District Office): appeal to the State Information Commission — for Delhi, the Delhi Information Commission (DIC)
