Scholarships in Odisha — Why RTI Is Essential

Every academic year, hundreds of thousands of SC, ST, and OBC students across Odisha apply for Pre-Matric and Post-Matric scholarships funded by the Central Government and the State Government of Odisha. The scholarships are significant — Post-Matric scholarship amounts for professional courses can exceed ₹50,000 per year — and for students from economically weaker households, they are often the only means of sustaining higher education.

The administrative chain from scholarship sanction to bank account credit is long and fragmented. A student's application passes through the institution's principal, the District Welfare Officer (SC & ST), the Directorate of SC & ST Development in Bhubaneswar, the PFMS system of the Ministry of Social Justice and Empowerment or the Ministry of Tribal Affairs, and finally the student's bank branch. At any point in this chain — a data entry error in the bank account number, an income certificate rejected on a technicality, an application lost at the district level, a PFMS FTO that was generated but never transmitted, or a fund shortfall at the state level — the scholarship simply does not arrive, and the student is told only that "the matter is under process."

The Right to Information Act, 2005, gives every citizen — including students — the legal right to access the documentary record held by the SC & ST Development Department and the District Welfare Officer. This guide focuses specifically on scholarship sanction records, merit lists, disbursement tracking, rejection orders, income eligibility criteria, and fund allocation and utilisation — matters distinct from pension, hostel, or disability welfare records covered in separate guides.

Odisha's Scholarship Administrative Structure

SC & ST Development Department, Government of Odisha

The SC & ST Development Department (formally "ST and SC Development, Minorities and Backward Classes Welfare Department") is the nodal state department for all scholarship schemes covering Scheduled Caste and Scheduled Tribe students in Odisha. It functions through:

  • The Directorate of SC & ST Development (also referred to as the Scheduled Caste and Scheduled Tribe Research and Training Institute, SCSTRTI), located in Bhubaneswar. The Directorate issues annual guidelines, approves the district-wise fund allocation, and maintains state-level scholarship records.
  • District Welfare Officers (SC & ST) at each district headquarters, who receive applications from institutions, compile merit lists, issue sanction orders, and coordinate with PFMS for disbursement.
  • School and College Principals / Heads of Institutions, who are responsible for verifying and forwarding student applications to the District Welfare Officer.

The SC & ST Development Department is a public authority under Section 2(h) of the RTI Act, 2005, as a department of the Government of Odisha. All records held by the Directorate and the District Welfare Officers are subject to RTI disclosure obligations, with exceptions only as listed in Sections 8 and 9 of the Act.

Central Government Scholarship Schemes Implemented in Odisha

Several major scholarship schemes are funded by the Central Government and implemented in Odisha through the state's SC & ST Department:

  • Pre-Matric Scholarship for SC students (Ministry of Social Justice and Empowerment): Covers Classes 9 and 10. The state is responsible for Classes 1–8 under a separate state scheme.
  • Pre-Matric Scholarship for ST students (Ministry of Tribal Affairs): Covers Classes 9 and 10 for ST students from Schedule V areas and all ST students in Odisha.
  • Post-Matric Scholarship for SC students (Ministry of Social Justice and Empowerment): The most contested scholarship in RTI matters; covers all SC students from Class 11 upward including professional and technical courses.
  • Post-Matric Scholarship for ST students (Ministry of Tribal Affairs): Same structure as the SC Post-Matric scheme but administered through the tribal welfare channel.
  • National Fellowship and Scholarship for Higher Education of ST Students (National Fellowship): Covers research scholars (PhD and M.Phil.) at universities.

All of these schemes disburse through the National Scholarship Portal (scholarships.gov.in) and the Public Financial Management System (PFMS), with FTO (Fund Transfer Order) numbers serving as the primary audit trail for each disbursement batch.

State-Funded Scholarship Schemes

The Government of Odisha also operates its own scholarship schemes outside the Central schemes:

  • State Merit Scholarship: For SC and ST students who top their Class 10 and Class 12 board examinations, funded entirely from the state budget.
  • Pre-Matric Scholarship for SC/ST students in Classes 1–8: The state funds the scholarship for primary and upper-primary level students not covered by the Central scheme.
  • Gopabandhu Scholarship: A state scheme for meritorious students from economically weaker sections.

For state-funded schemes, the entire sanctioning and disbursement chain lies within the Government of Odisha, making RTI to the Directorate or District Welfare Officer the most direct route to any record.

Common Problems Scholarship Applicants Face

Scholarship Sanctioned but Not Credited

This is the most common complaint. A student receives a sanction order or sees their name on the beneficiary list on the National Scholarship Portal, but the amount never arrives in the bank account. Causes include: incorrect bank account number entered by the institution or district office; account frozen due to KYC non-compliance; account closed or inoperative; bank returning the transaction as "account not found"; or the FTO not having been transmitted at all. RTI asking for the PFMS FTO reference and the bank transaction status is the most direct way to identify the cause.

Application Rejected Without Explanation

District Welfare Officers sometimes reject scholarship applications — particularly when the number of eligible applicants exceeds the available quota or when income certificates are questioned — without issuing a formal rejection order or communicating the ground to the student. A student who receives no communication about their application for months, and eventually learns informally that it was rejected, has the right under RTI to obtain a certified copy of the rejection order, the grounds for rejection, and the name of the rejecting officer.

Income Certificate Disputes

The income ceiling for Post-Matric scholarships differs by scheme: for the Central SC Post-Matric Scholarship, the income limit is ₹2.5 lakh per annum; for the Central ST Post-Matric Scholarship, the income limit is ₹2.5 lakh per annum (subject to periodic revision). Applications where the income certificate issued by a Tehsildar or Revenue Officer shows income above the applicable ceiling are rejected. Disputes arise when the income certificate was issued correctly but entered incorrectly into the scholarship portal, or when the income ceiling applied by the district office differs from the current notified limit. RTI can obtain the income ceiling notification applicable for the year and the specific ground on which the certificate was rejected or questioned.

Merit List Opacity

Pre-Matric and Post-Matric scholarship sanctioning — particularly where demand exceeds available funds — involves a merit list. The criteria (marks, income, caste sub-category, institution type) used to rank applications and determine which applications are sanctioned within the available quota are rarely communicated to applicants. RTI can obtain the merit list, the ranking criteria, and the cut-off mark or income level that was applied, enabling a student to verify whether their application was ranked correctly.

Institution Not on the Approved List

Post-Matric scholarships are available only for courses at institutions and universities recognised by the scheme. An RTI can obtain the current list of approved institutions in Odisha for a particular academic year, and reveal whether the student's institution was approved or inadvertently omitted from the list — which, if it was an error, can be corrected with a complaint to the Directorate.

Fund Shortfall and Delayed Release

A systemic cause of scholarship non-disbursement is fund shortfall — the Central Government releases funds in tranches and sometimes delays release, leading to queuing at the state level. RTI to the Directorate can obtain the fund allocation received from the Ministry for a specific year and the total amount disbursed, revealing whether the non-credit was due to a government-wide shortage rather than an individual administrative error.

What RTI Can Obtain

From the District Welfare Officer (SC & ST) and the Directorate of SC & ST Development (SCSTRTI), RTI can obtain:

Sanction and rejection records:

  • Certified copy of the scholarship sanction order for a specific student, application number, and academic year.
  • Certified copy of the rejection order, including the ground(s) stated.
  • The complete sanction list for a district, institution, or academic year.
  • The names and designations of the officers who sanctioned or rejected the application.

Merit list and eligibility records:

  • The merit list for a specific scheme, district, and academic year, including ranking criteria and cut-off.
  • The income ceiling notification applicable for the academic year.
  • The approved list of institutions / courses for the scheme in Odisha for that year.
  • Any circulars or instructions issued by the Directorate or the Ministry modifying eligibility criteria.

Disbursement and PFMS records:

  • The PFMS FTO reference number for the scholarship disbursement batch covering a specific academic year and district.
  • The date the FTO was generated and transmitted to the bank.
  • Whether the bank marked the transaction as successful or failed, and the failure reason.
  • The list of failed transactions in a batch and whether re-disbursement was initiated.

Fund allocation and utilisation records:

  • Total funds released by the Central Government / State Government for a scheme, year, and district.
  • Total amount disbursed to beneficiary accounts.
  • Unspent balance returned to the treasury.
  • The number of students sanctioned versus the number actually paid.

How to File an RTI Application

Online via odisha.gov.in or rti.odisha.gov.in

The Government of Odisha operates an RTI portal at rti.odisha.gov.in for state public authorities. Visit the portal, register or log in, select the SC & ST Development Department or the relevant District Welfare Officer as the public authority, and complete the application form. The ₹10 fee can be paid online by UPI, net banking, or debit/credit card. An acknowledgement with a unique registration number is generated immediately upon submission. BPL cardholders are exempt from the fee — attach a scanned copy of the BPL ration card.

Alternatively, you may file a physical application by registered post addressed to the CPIO at the District Welfare Officer's office for district-level records, or to the CPIO at the Directorate of SC & ST Development (SCSTRTI), Bhubaneswar – 751001, for state-level and Directorate-level records. Attach a ₹10 Indian Postal Order (IPO) in favour of the Accounts Officer of the relevant authority.

Drafting the Application

Cite Section 6 of the RTI Act, 2005, in the subject line. Include:

  • Your full name, postal address, and email address.
  • Your scholarship application number, scheme name (Pre-Matric / Post-Matric / SC / ST / OBC), academic year, and institution name where applicable.
  • Numbered, precise questions — one specific document or piece of information per request.
  • A request for certified copies, not general explanations or summaries.

Under Section 7(1) of the RTI Act, the CPIO must furnish the information within 30 days of receipt of the application. Where the information concerns the life or liberty of a person, the Section 7(1) proviso requires a response within 48 hours — a provision directly relevant where scholarship denial is leading to discontinuation of a student's education.

First Appeal: Section 19(1)

If the CPIO does not respond within 30 days of receipt of your application, or if the response is incomplete, evasive, or incorrect, file a First Appeal under Section 19(1) of the RTI Act, 2005.

  • Deadline: Within 30 days of the date of the CPIO's decision, or the expiry of the 30-day response period, whichever is applicable.
  • No fee is payable at the First Appeal stage.
  • Address: The First Appellate Authority (FAA) designated within the SC & ST Development Department — typically the Director or Additional Director of the Directorate of SC & ST Development, Bhubaneswar.
  • Content: Quote your original RTI application number and date; describe the specific information you requested; state the deficiency in the CPIO's response clearly.

The FAA must decide within 30 days of receipt of the First Appeal (extendable to 45 days with reasons in writing).

Second Appeal: Odisha Information Commission (OIC)

If the FAA does not respond within the prescribed period, or the FAA's decision is unsatisfactory, file a Second Appeal under Section 19(3) of the RTI Act, 2005, with the Odisha Information Commission (OIC).

The OIC is the state information commission for Odisha, constituted under Section 15 of the RTI Act. The SC & ST Development Department, the Directorate of SC & ST Development (SCSTRTI), and all District Welfare Officers are Odisha state public authorities — the Second Appeal must go to the OIC, not the Central Information Commission (CIC). Filing with the CIC for a state department RTI will be returned as not maintainable.

Filing deadline: Within 90 days of the FAA's order or the expiry of the FAA's response period.

Documents to attach: Original RTI application and acknowledgement; CPIO's response (or postal proof of non-response); First Appeal and FAA's order (or proof of non-order); any supporting documents.

Section 20 Penalties

Under Section 20 of the RTI Act, the OIC can impose a penalty of ₹250 per day on the CPIO personally — up to a maximum of ₹25,000 — for unjustified delay, refusal to provide information, provision of false or misleading information, or obstruction of the right to information. The OIC can also recommend disciplinary proceedings against the CPIO. Mentioning Section 20 explicitly in both the First Appeal and Second Appeal significantly increases the probability of a complete and timely CPIO response.

Practical Tips for Scholarship RTI Applications

Always include your National Scholarship Portal application ID. The NSP application ID is the primary identifier for your scholarship application in the PFMS and department records. Without it, a district welfare office handling thousands of applications will be unable to locate your specific record.

Ask for the PFMS FTO reference number, not just "payment status." A CPIO response stating "payment has been released" is not verifiable. A response providing the actual PFMS FTO number and date is — you can cross-check it on the PFMS portal or with your bank.

For rejection disputes, always ask for a certified copy of the rejection order. A verbal communication of rejection or an informal entry in a register is not a formal administrative order. A certified copy of the rejection order, with the specific ground stated, is the document you need to challenge the rejection before the First Appellate Authority.

File at the district level for individual case records. The District Welfare Officer holds the application files, sanction registers, and PFMS records for students in the district. The Directorate in Bhubaneswar holds state-level and policy-level records. For an individual student's case, always file at the district level first.

Mention Section 20 in your First Appeal if the CPIO does not respond. This signals that you understand the RTI Act's enforcement mechanism and are prepared to pursue the matter to the Odisha Information Commission.

Applications may be filed in English or Odia. Odia is entirely valid for RTI applications to Odisha state public authorities and reduces the risk of misinterpretation of terms specific to the scholarship scheme.

RTI Act Sections Reference

The following provisions of the Right to Information Act, 2005, are directly applicable to scholarship RTI matters with the SC & ST Development Department, Government of Odisha:

  • Section 2(h) — Definition of "public authority." The SC & ST Development Department, the Directorate of SC & ST Development (SCSTRTI), and all District Welfare Officers (SC & ST) are public authorities of the Government of Odisha, fully subject to RTI obligations.
  • Section 6 — Filing of RTI application with the CPIO of the appropriate public authority.
  • Section 7(1) — The CPIO must furnish the requested information within 30 days of receipt of the application.
  • Section 7(1) proviso — Where the information concerns the life or liberty of a person, the CPIO must respond within 48 hours.
  • Section 19(1) — First Appeal to the First Appellate Authority within the SC & ST Development Department, filed within 30 days of the date of the CPIO's decision or the expiry of the 30-day response period, whichever is applicable.
  • Section 19(3) — Second Appeal to the Odisha Information Commission (OIC), filed within 90 days of the FAA's decision or the expiry of the FAA's response period.
  • Section 20 — Penalty of ₹250 per day (up to ₹25,000) imposed by the OIC on the CPIO personally for unjustified denial, delay, or provision of false or misleading information; the OIC may also recommend disciplinary proceedings.

A scholarship is not a favour — it is a legally sanctioned entitlement under a government scheme funded by public money. When the record of that entitlement is withheld or the disbursement is delayed without explanation, the RTI Act provides every student the means to demand the documentary proof and hold the responsible officials accountable.

1. Please provide the complete Pre-Matric / Post-Matric scholarship sanction list for SC / ST / OBC students (specify category) from [District Name] district for the academic year [YYYY–YY], including: (a) the name and roll number of each sanctioned student; (b) the institution name and code; (c) the scholarship amount sanctioned per student; (d) the date of sanction order; and (e) the name and designation of the sanctioning authority. Please provide a certified copy of the sanction order or sanction register for this district and academic year. 2. Please provide the Pre-Matric / Post-Matric scholarship merit list for [District Name] district for the academic year [YYYY–YY] for the [SC/ST/OBC] category, including: (a) the criteria used to prepare the merit list (percentage of marks, income ceiling, category cut-off); (b) the total number of eligible applications received; (c) the total number of applications sanctioned versus rejected; (d) the rank or merit score assigned to application number [XXXX] bearing the name of [Student Name]; and (e) the names and designations of the officers who prepared and approved the merit list. 3. Please provide the reasons for rejection of the scholarship application bearing application number [XXXX] submitted by [Student Name], Roll No. [XXXX], institution [Institution Name], district [District Name], for the academic year [YYYY–YY], including: (a) a certified copy of the rejection order or rejection communication; (b) the specific ground(s) on which the application was rejected (income exceeded limit / marks below cut-off / incomplete documents / duplicate application / institution not approved / other); (c) the name and designation of the officer who issued the rejection; and (d) whether any notice was sent to the student before rejection and, if so, a copy of that notice. 4. Please provide the scholarship eligibility criteria applied by the [District Welfare Officer / Directorate of SC & ST Development] for the [Pre-Matric / Post-Matric] scholarship under the [Central Government / State Government] scheme for the academic year [YYYY–YY], including: (a) the income ceiling applicable to SC / ST / OBC categories; (b) the minimum marks or grade required at the qualifying examination; (c) the approved list of institutions / courses covered by the scheme in Odisha; (d) any instructions or circulars issued by the Directorate or the Ministry of Tribal Affairs / Ministry of Social Justice and Empowerment modifying eligibility for that year; and (e) the documentation required of the student to establish income eligibility, caste, and residential status. 5.
