What Specific Information Can You Ask For
RTI with NVS can yield a precise picture of the selection process. The following categories of information are disclosable:
- Candidate's marks: The total marks and, if recorded separately, section-wise marks (Mental Ability Test, Arithmetic Test, Language Test) for a specific roll number in the JNVST.
- District-wise cut-off marks: The minimum marks required for selection in your district, broken down by category — General (Rural), General (Urban), SC (Rural), SC (Urban), ST (Rural), ST (Urban), OBC (Rural), OBC (Urban), Girls (Rural/Urban), and PwD, as applicable. This is institutional data, not personal information, and is fully disclosable.
- Waiting list position: A candidate's rank on the waiting list for the relevant JNV and category, and the total number of candidates on the waiting list. If candidates were called from the waiting list, the procedure followed and the number called.
- District selection list: The JNVST merit list for the district showing the marks (and rank, if maintained) of candidates who were selected. Names and other personal identifiers of third parties should be sought in redacted form to comply with Section 8(1)(j) of the RTI Act.
- NVS admission guidelines and reservation policy: The circular or guidelines issued by NVS for the relevant admission year — covering rural/urban seat split, category reservation percentages, the process for operating the waiting list, and conditions for re-allotment of unfilled seats.
- Unfilled seats: Whether any seat in a specific class at a specific JNV remained unfilled after the main selection and waiting-list process, and the number of such unfilled seats by category.
What RTI cannot give you: Marks or personal details of other named candidates without redaction. Section 8(1)(j) of the RTI Act exempts personal information that has no relationship to any public activity and disclosure of which would be an unwarranted invasion of privacy. However, this does not bar disclosure of cut-off marks, the selection list with names redacted, or the distribution of marks across the merit list — all of which reveal how the selection process worked without exposing individual identities.
Where to File: Step by Step
Step 1: Gather the Candidate's Details
Before drafting your RTI, collect the following:
- The candidate's JNVST Roll Number as printed on the admit card
- The district and state in which the candidate appeared
- The year of examination and the class (Class 6 or Class 9 lateral entry)
- The name of the JNV the candidate applied for (if known)
- The category under which the candidate appeared (General Rural / Urban, SC, ST, OBC, Girls, PwD)
Step 2: Identify the Correct NVS Office

Step 4: File on the RTI Online Portal
- Visit rtionline.gov.in and log in or register
- Click Submit Request
- Select: Ministry of Education → Navodaya Vidyalaya Samiti → Headquarters or Regional Office

Step 5: Pay the Application Fee

After submission, note your registration number and use it at rtionline.gov.in under View Status to track the CPIO's response.
Appeals
First Appeal (Section 19(1)): If NVS does not respond within 30 days of receiving your application, or provides an incomplete or unsatisfactory response, file a First Appeal with the First Appellate Authority (FAA) at NVS — at the same office (Regional Office or Headquarters) where you originally filed — within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.
Second Appeal (Section 19(3)): If the FAA also does not provide a satisfactory response, file a Second Appeal with the Central Information Commission (CIC) within 90 days of the FAA's decision or the date on which it should have been made. NVS is a Central Government autonomous body under the Ministry of Education — the second appeal always goes to the CIC, not any State Information Commission. The CIC can direct disclosure and impose a penalty of up to ₹25,000 on the CPIO under Section 20 of the RTI Act for an unjustified refusal or undue delay.
