Navodaya Vidyalaya Samiti (NVS) is an autonomous body under the Ministry of Education (Department of School Education and Literacy), Government of India, responsible for establishing and managing Jawahar Navodaya Vidyalayas (JNVs) — a system of free, fully residential, co-educational schools running from Class 6 to Class 12 across rural districts of India. There are over 650 JNVs operating across the country, providing quality education at no cost to students. Selection for admission is entirely merit-based, through the Jawahar Navodaya Vidyalaya Selection Test (JNVST).

NVS is a public authority under Section 2(h) of the Right to Information Act, 2005. It is substantially funded by the Central Government and performs functions of a public nature — managing over 650 schools, conducting national-level selection tests, and determining access to free residential education. All information held by NVS about the JNVST selection process, admission criteria, cut-off marks, waiting lists, and admission guidelines is subject to disclosure under the RTI Act.

For families whose children appeared in the JNVST — whether selected, waitlisted, or not selected — RTI is a powerful tool to verify whether the selection process was applied correctly.

JNV Admission Process at a Glance

JNVs admit students at three stages through different processes. Understanding which process applies to your query is important before filing an RTI.

StageProcessEligibilitySeat Structure
Class 6 admissionJNVST Phase I (conducted annually, usually in November for the following year)Students in Class 5 in a government or government-aided school in the same district80 seats per JNV; 75% rural, 25% urban; 33% girls; SC 15%, ST 7.5%, OBC 27% reservation
Class 9 admission (Lateral Entry)JNVST Phase II (for Class 9, conducted for vacancies)Students in Class 8 in any school in the same districtVacancies only; same rural/urban and category norms apply
Class 11 admissionBased on Class 10 board resultsJNV students (internal) and outside students (for vacancies)Vacancies; stream allocation based on performance and availability

Key features of the JNVST and JNV admission:

  • Education, boarding, lodging, uniform, and study material are fully free for all selected students
  • The JNVST is a district-based exam — selection is district-wise, not state-wide or national
  • The rural/urban distinction is based on the location of the school where the child studied Class 3 to Class 5 (for Class 6 admission)
  • The 75% rural quota is strictly applied — rural and urban seats are separately filled from rural and urban merit lists

Which NVS Office to RTI

Because JNVST is administered district-wise, most admission data — marks, cut-offs, district merit lists, waiting lists — is held at the level of the NVS Regional Office, not at NVS Headquarters. Filing at the correct level ensures a faster and more accurate response.

What Specific Information Can You Ask For

RTI with NVS can yield a precise picture of the selection process. The following categories of information are disclosable:

  1. Candidate's marks: The total marks and, if recorded separately, section-wise marks (Mental Ability Test, Arithmetic Test, Language Test) for a specific roll number in the JNVST.
  2. District-wise cut-off marks: The minimum marks required for selection in your district, broken down by category — General (Rural), General (Urban), SC (Rural), SC (Urban), ST (Rural), ST (Urban), OBC (Rural), OBC (Urban), Girls (Rural/Urban), and PwD, as applicable. This is institutional data, not personal information, and is fully disclosable.
  3. Waiting list position: A candidate's rank on the waiting list for the relevant JNV and category, and the total number of candidates on the waiting list. If candidates were called from the waiting list, the procedure followed and the number called.
  4. District selection list: The JNVST merit list for the district showing the marks (and rank, if maintained) of candidates who were selected. Names and other personal identifiers of third parties should be sought in redacted form to comply with Section 8(1)(j) of the RTI Act.
  5. NVS admission guidelines and reservation policy: The circular or guidelines issued by NVS for the relevant admission year — covering rural/urban seat split, category reservation percentages, the process for operating the waiting list, and conditions for re-allotment of unfilled seats.
  6. Unfilled seats: Whether any seat in a specific class at a specific JNV remained unfilled after the main selection and waiting-list process, and the number of such unfilled seats by category.

What RTI cannot give you: Marks or personal details of other named candidates without redaction. Section 8(1)(j) of the RTI Act exempts personal information that has no relationship to any public activity and disclosure of which would be an unwarranted invasion of privacy. However, this does not bar disclosure of cut-off marks, the selection list with names redacted, or the distribution of marks across the merit list — all of which reveal how the selection process worked without exposing individual identities.

Where to File: Step by Step

Step 1: Gather the Candidate's Details

Before drafting your RTI, collect the following:

  • The candidate's JNVST Roll Number as printed on the admit card
  • The district and state in which the candidate appeared
  • The year of examination and the class (Class 6 or Class 9 lateral entry)
  • The name of the JNV the candidate applied for (if known)
  • The category under which the candidate appeared (General Rural / Urban, SC, ST, OBC, Girls, PwD)

Step 2: Identify the Correct NVS Office

Use the Regional Office table above to identify the NVS Regional Office covering your state. For policy questions, file with NVS Headquarters in Noida. On the RTI Online portal, you will need to select this as a separate sub-authority under NVS.

Step 3: Draft Specific, Targeted Questions

Ask for marks by roll number, cut-off marks by category for your district, waiting list position, and the selection process circular. The sample RTI in this guide covers all key points. Do not ask vague questions — ask for specific documents or specific data points.

Step 4: File on the RTI Online Portal

  1. Visit rtionline.gov.in and log in or register
  2. Click Submit Request
  3. Select: Ministry of Education → Navodaya Vidyalaya Samiti → Headquarters or Regional Office
  4. Paste your application in the text field (limit: 3,000 characters). If longer, attach as a PDF
  5. Optionally attach supporting documents — the admit card or any correspondence with NVS

Step 5: Pay the Application Fee

Pay ₹10 online via net banking, debit/credit card, or UPI on the portal. BPL cardholders are fully exempt — select the BPL option and attach a self-attested copy of your BPL card.

Step 6: Track Your Response

After submission, note your registration number and use it at rtionline.gov.in under View Status to track the CPIO's response.

Appeals

First Appeal (Section 19(1)): If NVS does not respond within 30 days of receiving your application, or provides an incomplete or unsatisfactory response, file a First Appeal with the First Appellate Authority (FAA) at NVS — at the same office (Regional Office or Headquarters) where you originally filed — within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)): If the FAA also does not provide a satisfactory response, file a Second Appeal with the Central Information Commission (CIC) within 90 days of the FAA's decision or the date on which it should have been made. NVS is a Central Government autonomous body under the Ministry of Education — the second appeal always goes to the CIC, not any State Information Commission. The CIC can direct disclosure and impose a penalty of up to ₹25,000 on the CPIO under Section 20 of the RTI Act for an unjustified refusal or undue delay.
