Plant-Level CPIO vs. Corporate CPIO: Which One to Approach
NTPC has a two-tier CPIO structure that determines where you should file your application.
Plant-Level or Regional CPIO — Each NTPC power station and regional headquarters has its own designated CPIO. File with the plant-level CPIO when your query relates specifically to that plant or project: land acquisition and compensation for affected families near a specific plant, ash pond safety inspection reports for a particular site, CSR activities carried out in the plant's project-affected area, safety incidents at a plant, or environmental monitoring data for a specific station. Corporate CPIO — File with the Corporate CPIO at NTPC Bhawan, Scope Complex, 7 Institutional Area, Lodi Road, New Delhi – 110003 when your query relates to company-wide policy, board-level decisions, or corporate agreements: NTPC's overall CSR policy and annual budget approved by the Board or CSR Committee, the corporate-level Fuel Supply Agreement (FSA) framework with Coal India Limited, or NTPC's consolidated fly ash utilisation report.

Environmental Clearances and Pollution Compliance
NTPC power plants require environmental clearances (ECs) from the Ministry of Environment, Forest and Climate Change (MoEFCC) or the relevant State-level Environment Impact Assessment Authority (SEIAA) before construction and expansion. RTI is an effective mechanism to obtain these clearances and the compliance reports filed against them.
You can ask for:
- Certified copies of all environmental clearances granted to a specific plant or project, including all conditions imposed
- The latest compliance report submitted by NTPC to the MoEFCC or the State Pollution Control Board (SPCB) in respect of the EC conditions
- Any show-cause notices, directions, or orders issued by the CPCB or SPCB to the plant, and NTPC's responses to those notices
- Ambient air quality and effluent monitoring reports submitted by the plant to the SPCB for a specified period
Land Acquisition Records and Compensation
NTPC projects involve large-scale land acquisition, which frequently displaces farming and other dependent communities. RTI is the primary tool through which affected families can verify the compensation fixed for their land and the status of Rehabilitation and Resettlement (R&R) entitlements.
You can ask for:
- Total area of land acquired for the project, with village-wise breakup and survey/khasra numbers
- Compensation rate fixed per acre or hectare by category of land (agricultural, homestead, non-agricultural), and total compensation paid by village and by family
- Number of displaced families, number who have received R&R benefits, and status of pending R&R cases
- Court or tribunal orders in connection with land acquisition disputes for the project
Fly Ash and Ash Pond Management
Fly ash generated by coal-based power plants is a significant environmental hazard. Ash ponds near NTPC plants have been the subject of safety concerns in several states. RTI can be used to obtain:
- Annual fly ash generation and utilisation figures (by utilisation category: cement manufacture, brick making, road construction, mine-filling, etc.) for a specified financial year
- Area, capacity, and current utilisation percentage of active ash dykes at the plant
- The latest ash dyke safety inspection report submitted to the Central Electricity Authority (CEA) or MoEFCC, including deficiencies noted and remedial measures recommended
- Records of any spillage, seepage, or breach incident at an ash pond, the date and quantum of the incident, and the remedial action taken
CSR Fund Utilisation in the Project Area
NTPC is required under the Companies Act, 2013, to spend at least 2% of its average net profit on Corporate Social Responsibility activities. A significant portion of this is directed to the communities around its plant sites. RTI allows project-affected communities to verify whether CSR funds were actually spent on the ground and whether spending matched what was budgeted.
You can ask for:
- Total CSR budget allocated for the project-affected area around a specific plant for a given financial year, as approved by the Board or CSR Committee
- List of CSR projects/activities in the plant's project-affected villages, with the implementing agency, amount sanctioned, amount spent, and current status for each project
- Whether a third-party evaluation or social audit of CSR activities was conducted, and the findings of the evaluation
How to File Your RTI Application
File your RTI online at rtionline.gov.in. On the portal:
- Register or log in with your mobile number or email address
- Select Ministry: Ministry of Power
- Select Public Authority: choose NTPC Limited (for the Corporate CPIO) or the specific plant/regional office if listed separately
- Write your application in the text box or attach a PDF if it is lengthy
- Pay the fee of ₹10 online (net banking, debit card, UPI)
- Save the registration number for tracking your application
BPL cardholders are exempt from the fee — attach a copy of the BPL card with your application.
Alternative — postal or in-person filing: You may also send a written application by post to the CPIO at the address above, enclosing a demand draft or postal order of ₹10 drawn in favour of "NTPC Limited" at the relevant plant or corporate office. Keep a copy of the application and the postal receipt.
Appeals
First Appeal — Section 19(1)
If the CPIO does not respond within 30 days of receipt of your application, or if the response is incomplete, incorrect, or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at the same NTPC establishment. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable.
For matters involving the life or liberty of a person — for instance, if you are seeking information about a safety incident with immediate risk to residents — the CPIO is required to furnish the information within 48 hours under the proviso to Section 7(1) of the RTI Act, 2005. Failure to do so within 48 hours in such cases is itself grounds for an immediate First Appeal.
Second Appeal — Section 19(3)
If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days. NTPC Limited is a Central Government body — all second appeals go to the CIC, not any State Information Commission. The CIC has authority under Section 20 to impose a penalty of ₹250 per day (up to ₹25,000) on the CPIO for unjustified denial or delay in furnishing information.
