How to File RTI for NTA JEE, NEET and CUET Exam Results and Process

Step-by-step guide to file RTI with National Testing Agency for JEE Main, NEET-UG, CUET mark verification, OMR sheet copies, answer key challenges, normalisation formula, and exam centre irregularities.

The National Testing Agency (NTA) is an autonomous organisation under the Ministry of Education, Government of India, established in 2017 to conduct high-stakes national entrance examinations. NTA conducts JEE (Main), NEET-UG, CUET (UG and PG), CMAT, GPAT, and other examinations for admission to undergraduate and postgraduate programmes across India.

NTA is a public authority under Section 2(h) of the RTI Act, 2005. Its records — including answer keys, evaluation methodology, OMR sheets, centre audit reports, and complaint actions — are subject to disclosure on a valid RTI request. In recent years, controversies over grace marks, paper leaks, and normalisation methodology have made RTI to NTA one of the most sought-after tools for aggrieved students and their families.

What Can You Achieve with RTI to NTA

Filing RTI with NTA can help you obtain documented, official information that NTA's candidate portals do not fully disclose:

  • OMR sheet copy: Obtain a certified scanned copy of your response sheet — showing exactly what answers you marked — alongside the master answer key used for your session. The Supreme Court has upheld the right of candidates to access their OMR sheets under RTI.
  • Answer key changes: Find out which questions in the answer key were modified after the challenge process, how many challenges were received for each modified question, and the specific reason for each change.
  • Raw score and normalisation details: Get your raw marks before grace marks or normalisation were applied, and the complete formula or percentile calculation methodology used across shifts and sessions — information that NTA's result portal does not display.
  • Category-wise cut-offs and aggregate data: Access the number of candidates who appeared, qualified, and the category-wise cut-off marks (General, OBC-NCL, SC, ST, EWS, PwD) for any session.
  • Paper leak and FIR details: Establish whether NTA lodged an FIR or referred an irregularity to the CBI, and the action taken — a critical record if you are approaching a High Court or the Supreme Court.
  • Centre allocation and audit: Determine the criteria by which your exam centre was assigned, and whether the centre passed NTA's pre-exam technical inspection or audit.

RTI cannot compel NTA to change your marks, alter your rank, or admit you to an institution. Its value lies in creating an authoritative, documented record of NTA's own decisions — which is the foundation of any credible legal challenge or media disclosure.

Where to File: The Right Authority

Knowing the correct public authority is essential before filing. Several overlapping bodies handle different aspects of national entrance examinations.

NTA — for JEE Main, NEET-UG, CUET, and CMAT

NTA, located in Noida (Sector 62, Gautam Buddh Nagar), is the correct public authority for:

  • JEE (Main) — all sessions
  • NEET-UG
  • CUET (UG) and CUET (PG)
  • CMAT and GPAT

File at rtionline.gov.in by selecting Ministry of Education → National Testing Agency.

IITs — for JEE Advanced

JEE (Advanced) is not conducted by NTA. It is organised each year by a designated IIT on a rotational basis — for example, IIT Bombay conducted JEE Advanced 2024, and the organising IIT changes each year. RTI about JEE Advanced must be directed to the specific IIT that conducted the exam for that year. Check jeeadv.ac.in to identify the organising institute for the relevant year.

JoSAA / MCC — for Counselling and Seat Allocation

If your grievance relates to seat allocation, round-wise counselling, or admission processing — rather than the exam itself — the relevant authority changes:

  • JoSAA (Joint Seat Allocation Authority): handles IIT, NIT, IIIT, and GFTI counselling for JEE qualified candidates. RTI about JoSAA is filed with the organising authority (typically IIT Delhi or IIT Bombay, as JoSAA is administered by the IITs).
  • MCC (Medical Counselling Committee): handles NEET-UG counselling for All India Quota (AIQ) seats in government medical colleges. MCC operates under the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare. RTI about MCC is filed at rtionline.gov.in, selecting Ministry of Health and Family Welfare → Directorate General of Health Services.

State Counselling Authorities

For state quota medical or engineering seats, RTI must be directed to the respective State Counselling Authority — which varies by state and is outside NTA's jurisdiction entirely.

How to File: Step by Step

Filing RTI with NTA is done through the national online RTI portal. The process is straightforward:

  1. Visit rtionline.gov.in and log in with your registered mobile number and OTP. If you are filing for the first time, register a new account.
  2. Click "Submit Request" on the dashboard. This opens the RTI application form.
  3. Select the public authority: Under the Ministry or Department field, select Ministry of Education. From the public authority list, select National Testing Agency. If NTA is not visible in the dropdown immediately, type "National Testing Agency" in the search field.
  4. Write your application: Type your request in the text box. The portal allows up to 3,000 characters for the main request. If your application is longer or you want to attach supporting annexures (such as a copy of your admit card or a screenshot of your result), attach a PDF (maximum 1 MB) and reference it in the main text.
  5. State your candidate details clearly: Include your Application Number, Roll Number, Exam Name, Session or Paper (if applicable), and Exam Date. NTA handles crores of candidates across multiple exams — the CPIO needs these identifiers to locate the correct records.
  6. Pay the fee: Pay ₹10 online via net banking, debit card, credit card, or UPI. BPL cardholders are exempt — attach a self-attested copy of your BPL card as a PDF.
  7. Note the registration number: After submission and payment, a unique RTI registration number is issued. Use this number to track the status at rtionline.gov.in under "View Status."

NTA is required to respond within 30 days of receipt under Section 7(1) of the RTI Act, 2005. If the information concerns the life or liberty of a person, the response is due within 48 hours under the proviso to Section 7(1).

What Specific Information Can You Ask For

Structure your RTI into clearly numbered, separate points. Each point should ask for one specific type of information. Mixing multiple unrelated requests in a single line reduces clarity and increases the risk of partial responses.

OMR Sheet and Answer Key

  • A certified copy of the scanned OMR response sheet for Roll No. XXXX, Exam Name, held on date — showing the responses marked by the candidate and the set code of the question paper
  • The provisional answer key and the final answer key issued for Exam Name Year / Session — including all questions for which the answer was changed after the challenge process, the number of challenges received per modified question, and the reason for each modification
  • Whether any question in Exam Name Year was dropped or awarded full marks to all candidates — the question number(s), the reason, and the legal or scientific basis for the decision

Marks, Score, and Normalisation

  • The raw score obtained by Roll No. XXXX before application of grace marks and before normalisation
  • The grace marks, if any, awarded to Roll No. XXXX — the quantum awarded, the criterion under which it was awarded, and the authority or committee that approved the award
  • The complete normalisation formula or percentile calculation methodology applied for Exam Name Year — including all variables, parameters, and the session-wise data used — and the document (notification, circular, or order) authorising this methodology

Category-wise Statistics and Cut-offs

  • The number of candidates who registered, appeared, and qualified for Exam Name Year — overall and category-wise (General, OBC-NCL, SC, ST, EWS, PwD)
  • The qualifying cut-off marks category-wise (General / OBC-NCL / SC / ST / EWS) for Exam Name Year
  • The highest and lowest scores in the merit list for Exam Name Year — overall and by category

Irregularities, Paper Leaks, and FIRs

  • Whether NTA received any complaint or allegation of question paper leak or advance distribution of question paper in connection with Exam Name Year — the number of complaints received, the source of each complaint, and the action taken
  • Whether NTA or any NTA official filed an FIR or police complaint in connection with Exam Name Year — the name of the police station or investigating agency, the FIR number, and the current status as on the date of this application
  • Whether the results of any candidate(s) have been cancelled or withheld in connection with centre-specific irregularities for Exam Name Year — the number of candidates affected and the centres involved

Exam Centre Allocation and Audit

  • The criterion and algorithm used by NTA to allocate exam centres to candidates for Exam Name Year — specifically whether centre allocation is based on candidate preference, proximity to registered address, or any other parameter
  • Whether NTA conducted a pre-exam technical inspection or audit of Centre Name, City, Centre Code before Exam Name Year — the outcome of the audit and whether the centre was found compliant
  • Whether any post-exam report of irregularity was received by NTA from or about Centre Name, City in connection with Exam Name Year, and the action taken

Appeals If NTA Does Not Respond

First Appeal — Section 19(1): If NTA does not respond within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at NTA. The FAA's details are published in NTA's RTI disclosure on its official website (nta.ac.in). File the First Appeal within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal — Section 19(3): If the FAA's response is also absent, incomplete, or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC). NTA is a Central Government body under the Ministry of Education — second appeals always lie with the CIC, not any State Information Commission. File the Second Appeal within 90 days of the date of the FAA's decision or the expiry of the period within which the FAA was to decide.

Under Section 20 of the RTI Act, the CIC can impose a penalty of ₹250 per day on the CPIO for each day of unjustified delay or non-disclosure, up to a maximum of ₹25,000. The CIC can also recommend disciplinary action against the CPIO.

Practical note: Before filing RTI about your marks, download and retain your scorecard, rank card, and admit card from NTA's candidate portal (jeemain.nta.ac.in, neet.nta.ac.in, or cuet.nta.ac.in as applicable). These are the baseline documents against which you will compare the information NTA discloses. Also note that if you intend to file a writ petition in a High Court or the Supreme Court, the RTI response — or NTA's failure to respond — itself becomes part of your petition record.
