How to File RTI with NTA for JEE, NEET, CUET Marks, OMR Sheet and Normalization

The National Testing Agency (NTA) conducts some of India's most consequential competitive examinations: JEE (Main) for admission to NITs, IIITs, and other centrally funded technical institutions; NEET-UG for admission to medical colleges across India; CUET (Common University Entrance Test) for central universities; CMAT for management admissions; and several other national-level tests. Millions of students appear in NTA examinations each year, and the results determine access to higher education seats that define careers.

NTA is an autonomous body under the Ministry of Education, Government of India. It is a public authority under Section 2(h) of the RTI Act, 2005. Students have a right to seek information about their marks, OMR sheets, answer key decisions, normalization methodology, and cut-off marks — all of which NTA holds and is obligated to disclose on a valid RTI request.

What Can You Achieve with RTI to NTA?

• Obtain a copy of your scanned OMR sheet (answer sheet as captured at the examination centre)
• Get your question-wise / subject-wise marks as evaluated against the official answer key
• Understand the normalization formula applied to your raw marks in JEE Main or CUET and verify whether your NTA Score was correctly derived
• Obtain the final answer key for your question paper set and the basis for any key revision after provisional key challenges
• Get the category-wise cut-off marks for JEE Main qualifying, NEET-UG counselling, or CUET merit
• Find out whether grace marks were applied to your NEET-UG score and the legal basis for such application
• Obtain details of the answer key review process — the composition of the expert committee, the number of challenges received, and the reasoning for retaining or revising answers

NTA vs CBSE: Which One for Which Exam?

NTA and CBSE are separate bodies, both under the Ministry of Education. Confusion often arises:

Normalization in JEE Main: What RTI Can Reveal

JEE Main is conducted in multiple sessions and shifts. NTA uses an Equi-percentile normalization method to convert raw marks into NTA Scores, making scores comparable across sessions of varying difficulty.

The process: each student's raw marks are converted to a percentile score within their session; this percentile is then mapped to the corresponding percentile in a reference distribution to arrive at the final NTA Score (on a scale of 100).

Many students notice that their NTA Score is significantly different from their raw marks. RTI can reveal whether this transformation was correctly performed:

1. Your raw marks in your session/shift
2. The total number of candidates who appeared in your session
3. The normalization formula (Equi-percentile method parameters) with the reference distribution used
4. The mapping from your raw marks percentile to the NTA Score assigned

Armed with this, you (or a mathematician/educator) can independently verify whether the NTA Score assigned corresponds correctly to your raw marks percentile.

Grace Marks in NEET-UG: What RTI Can Address

Grace marks in NEET-UG became a major public controversy in 2024 when the Supreme Court and the High Courts dealt with challenges to the marking scheme. Through RTI, students can ask:

1. Whether grace marks were applied to their NEET-UG score — and if yes, the number of grace marks per subject and the basis (which centre, which specific disruption, which rule)
2. The circular or notification under which grace marks were awarded
3. The name and designation of the officer who authorised grace marks for the specific examination centre

Note that active litigation may limit NTA's disclosures under Section 8(1)(h) for some questions relating to specific pending court cases. However, factual data about your own score and whether grace marks were applied to it specifically is not shielded.

Where to File

NTA's registered office is in Noida. On the RTI Online portal:

1. Go to rtionline.gov.in and click Submit Request
2. Select Ministry of Education → National Testing Agency
3. Draft your application — include your examination name, year, session, roll number, and application number
4. Pay ₹10 online. BPL cardholders are exempt
5. Submit and note your registration number

Important: NTA conducts multiple examinations. Clearly state the examination name and year in every question. If your OMR or marks question relates to JEE Main Session 1 Paper 1, say so explicitly — do not just write "JEE Main."

What Specific Information Can You Ask For?

Marks and OMR:

1. My raw marks in JEE Main / NEET-UG / CUET Year, Roll Number XXX, Session X / Shift X, question-wise or section-wise
2. A copy of my scanned OMR sheet as captured at the examination centre — showing the answers bubbled by me
3. My subject-wise marks — Physics, Chemistry, Mathematics / Biology (for NEET) — before and after any adjustments

Answer key: 4. A copy of the final official answer key for Question Paper Set Code / Series used in my session 5. The basis for the revision of the answer to Question No. XX — the number of challenges received, the expert committee decision, and the reasoning recorded

Normalization (JEE Main / CUET): 6. My raw marks in Session X, the total candidates in my session, and the normalization calculation showing how my NTA Score of XX was derived from my raw marks 7. The equi-percentile reference distribution used for normalization in my session

Cut-offs: 8. Category-wise cut-off marks for General / OBC-NCL / SC / ST / EWS / PwD for JEE Main Qualifying / NEET-UG counselling / CUET University for Year

Appeals

First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at NTA within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)): If unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) within 90 days. NTA is a Central Government body under the Ministry of Education — the second appeal always goes to the CIC, not any State Information Commission. The CIC has in multiple orders directed examination bodies to provide OMR sheets and question-wise marks to candidates and has imposed penalties under Section 20 of the RTI Act where CPIOs refused without valid grounds.
