How to File RTI with NMC or NBE for Doctor Registration, Medical Qualification and Specialist Credentials
Step-by-step guide to file an RTI with the National Medical Commission (NMC) or National Board of Examinations in Medical Sciences (NBEMS) for MBBS/PG medical registration status, verification of a doctor's credentials, DNB/FNB examination results, recognition of medical colleges, and disciplinary action history. Includes a ready-to-use sample RTI draft.
The National Medical Commission (NMC) was established under the National Medical Commission Act, 2020, replacing the erstwhile Medical Council of India (MCI). NMC regulates medical education, maintains the National Medical Register (NMR) of licensed medical practitioners, grants recognition to medical colleges, and oversees postgraduate medical education standards. The National Board of Examinations in Medical Sciences (NBEMS) is a separate body under the Ministry of Health and Family Welfare that conducts the DNB, FNB, and related postgraduate specialist examinations.
Both NMC and NBEMS are public authorities under Section 2(h) of the RTI Act, 2005.

The National Medical Register
Under Section 31 of the NMC Act, 2020, NMC maintains the National Medical Register — a centralised database of all registered medical practitioners in India. NMC also provides an online lookup at nmc.org.in. RTI to NMC can confirm registration status with official, authoritative status — useful where:
- A patient wants to verify whether their treating doctor is genuinely licensed
- An employer (hospital, clinic) is verifying credentials of a new hire
- A doctor's registration was suspended or cancelled and they are still practising
- There is a dispute about whether a qualification from a foreign medical university is recognised
What Can You Achieve with RTI to NMC or NBEMS?
- Verify whether a doctor's name and registration number appear on the National Medical Register and the current status (active / suspended / cancelled)
- Confirm whether a medical degree (MBBS, MD, MS, DNB, foreign qualification) from a specific institution and year is recognised under NMC Regulations
- Get the recognition status and permitted intake of a medical college — including any restrictions, penalties, or derecognition orders
- Track a pending registration application (own or for a junior colleague) and identify the bottleneck
- Obtain DNB/FNB examination results and certificate dispatch status from NBEMS
- Check whether any disciplinary complaint or action is on record against a specific doctor
Where to File
Both NMC and NBEMS are in New Delhi. File on rtionline.gov.in:
- For NMC matters: Select Ministry of Health and Family Welfare → National Medical Commission (NMC)
- For NBEMS matters: Select Ministry of Health and Family Welfare → National Board of Examinations in Medical Sciences (NBEMS)
For State Medical Council registration issues: file through your state's RTI portal with the relevant State Medical Council. Second appeal for state councils goes to the State Information Commission.
What Specific Information Can You Ask For?
