The Joint Seat Allocation Authority (JoSAA) manages admission counselling for National Institutes of Technology (NITs), Indian Institutes of Information Technology (IIITs), and other Government Funded Technical Institutions (GFTIs) for JEE (Main) and JEE (Advanced) qualified candidates. Conducted annually under the aegis of the Ministry of Education, Government of India, JoSAA runs multiple rounds of seat allocation — each with a published seat matrix, opening ranks, and closing ranks. Following the main JoSAA rounds, the Central Seat Allocation Board (CSAB) runs special rounds to fill vacancies.

JoSAA is administered by the IITs — it is not a standalone registered authority — and the individual NITs are autonomous institutions established under the National Institutes of Technology Act, 2007. Both are public authorities under Section 2(h) of the RTI Act, 2005, meaning their official records — counselling statistics, seat matrices, category-wise utilisation data, and allocation algorithms — are subject to disclosure on a valid RTI request.

For JEE Main qualified candidates and their families, RTI is a powerful tool to access data that is not publicly displayed in granular form: category-wise closing ranks broken down by home state and other state quota, OBC/SC/ST seat utilisation across institutes, round-wise seat matrix revisions, CSAB special round outcomes, and withdrawal statistics. This guide explains what you can obtain, from whom, and how.

What Can You Achieve with RTI to JoSAA and NITs

Filing RTI with JoSAA or an individual NIT can help you obtain documented, official information that the JoSAA candidate portal does not fully disclose:

  • NIT-wise closing ranks by category and branch: The JoSAA website publishes opening and closing ranks for each round, but historical data is periodically removed or reformatted. An RTI response provides a certified, official record for a specific year, institute, branch, and category — including the Home State (HS) and Other State (OS) quota split. This is essential if you are building a year-over-year trend analysis for counselling strategy.
  • Home state vs. other state quota utilisation: Every NIT reserves 50 percent of its seats for candidates from the host state (Home State quota) and 50 percent for all other states (Other State quota). RTI can reveal how many HS and OS seats were actually filled in each round and category, and whether any seats were transferred between quotas due to non-utilisation — information not routinely published.
  • OBC-NCL, SC, and ST seat utilisation: The proportion of reserved category seats actually filled at each NIT and centrally funded IIIT across all JoSAA rounds is a matter of public record. RTI can quantify category-wise vacancies at the institute level — useful for policy research, litigation support, or next-year counselling planning.
  • Seat matrix changes between rounds: JoSAA occasionally revises the seat matrix between rounds — adding seats approved by the institute, or adjusting category breakdowns. RTI can establish exactly what changes were made, when, and under whose authority.
  • CSAB special round data: CSAB's special rounds cover seats that go unfilled after JoSAA closes. RTI can provide institute-wise, category-wise seat counts, closing ranks, and the number of candidates who accepted versus forfeited seats during these rounds.
  • Withdrawal and forfeiture statistics: Candidates who are allotted a seat but do not report or pay the acceptance fee cause seats to lapse. RTI can reveal the scale of such withdrawals across rounds, categories, and institutes — data that directly affects subsequent round availability.

RTI cannot compel JoSAA to allot you a seat, change your rank, or reverse an admission decision. Its value lies in establishing an authoritative documentary record — which is the foundation of any credible High Court petition, policy submission, or informed counselling strategy.

Where to File: Choosing the Right Authority

Knowing the correct public authority is essential. Multiple bodies overlap in the NIT/IIIT admission ecosystem, and filing against the wrong authority leads to transfers, delays, or uninformative responses.

JoSAA — for Counselling and Seat Allocation Data

JoSAA is constituted each year by the Ministry of Education and operated by a designated organising IIT. RTI about overall counselling statistics, round-wise seat matrices, category-wise utilisation across all institutes, CSAB special rounds, and the seat allocation algorithm is filed with the CPIO of the organising IIT acting as JoSAA. Visit josaa.nic.in to identify the current organising IIT and its contact address. File at rtionline.gov.in, selecting Ministry of Education → Organising IIT name.

Individual NITs — for Institute-Specific Decisions

Each NIT has its own CPIO. RTI about an individual NIT — such as a document verification rejection, a branch change denial, a fee refund, or institute-specific admission records — must be directed to the CPIO of that NIT (for example, CPIO, NIT Trichy or CPIO, NIT Warangal). File at rtionline.gov.in, selecting Ministry of Education → NIT name. Do not direct institute-specific queries to JoSAA; JoSAA manages the centralised seat allocation process but does not control individual NIT admission or post-admission decisions.

CSAB — for Special Rounds

CSAB (Central Seat Allocation Board) special rounds are administered by the same IIT infrastructure as JoSAA. RTI about CSAB special rounds is directed to the CPIO of the organising IIT. In many years this is the same authority as JoSAA. Confirm on csab.nic.in.

IIITs — a Critical Distinction

Not all IIITs that appear in JoSAA counselling are Central Government bodies. Centrally Funded Technical Institutions (CFTIs) are covered by the RTI Act; PPP (Public-Private Partnership) IIITs, funded primarily by state governments and industry, are not Central Government public authorities under the RTI Act in the same way. If you need aggregate counselling data about IIIT seats, direct your RTI to JoSAA rather than to an individual PPP IIIT.

How to File: Step by Step

Filing RTI about JoSAA or NIT admission is done through the national online RTI portal.

  1. Identify the correct organising IIT: Visit josaa.nic.in and note the organising IIT for the counselling year you are inquiring about. This IIT is your public authority for JoSAA-level data.
  2. Visit rtionline.gov.in and log in with your registered mobile number and OTP. If filing for the first time, register a new account.
  3. Click "Submit Request" on the dashboard to open the RTI application form.
  4. Select the public authority: Under Ministry or Department, select Ministry of Education. From the public authority list, select the organising IIT (for JoSAA or CSAB data) or the specific NIT (for institute-specific queries). If the name is not immediately visible in the dropdown, use the search field.
  5. Write your application: Type your request in the text box (up to 3,000 characters). Number each point of information separately. If you need to attach supporting documents — such as your JoSAA allotment letter or a screenshot of the rank data you are querying — attach a PDF (maximum 1 MB) and reference it in the main text.
  6. Include precise identifiers: Mention the counselling year, your JoSAA Application Number, and the specific institute, branch, and category relevant to your query. The CPIO handles large volumes — the more precisely you identify the records, the clearer the response.
  7. Pay the fee: Pay ₹10 online via net banking, debit card, credit card, or UPI. BPL cardholders are exempt — attach a self-attested copy of your BPL card as a PDF.
  8. Note your registration number: After submission and payment, a unique RTI registration number is issued. Track the status at rtionline.gov.in under "View Status."

JoSAA and NITs are required to respond within 30 days of receipt under Section 7(1) of the RTI Act, 2005.

What Specific Information Can You Ask For

Structure your RTI into clearly numbered, separate points. Each point should ask for one specific category of information. Mixing unrelated requests in a single sentence increases the risk of partial or incomplete responses.

Closing Ranks by Category and Branch

  • The NIT-wise, branch-wise, and category-wise (General / OBC-NCL / SC / ST / EWS / PwD) opening rank and closing rank for each round of JoSAA counselling Year — separately for Home State quota (HS) and Other State quota (OS) seats — for specific NIT or all NITs
  • Whether any category's seats at NIT Name were de-reserved and opened to a broader category in Year due to non-availability of eligible candidates, and the round in which this occurred

Home State vs. Other State Quota Distribution

  • The total number of HS and OS seats available, filled, and vacant at NIT Name for branch and category in each round of JoSAA counselling Year
  • The definition of 'home state' applied by JoSAA for NIT Name in Year — specifically whether it is based on the state of the qualifying board or domicile state — and the official circular or order governing this definition
  • The domicile state or qualifying board state recorded against JoSAA Application Number XXXX in the JoSAA Year database

OBC-NCL, SC, and ST Seat Utilisation

  • The number of OBC-NCL, SC, and ST seats reserved, allotted, and left vacant at each NIT and centrally funded IIIT in JoSAA counselling Year — round-wise and in the final allocation
  • Whether OBC-NCL seats at NIT Name were carried forward as un-filled to the next round in JoSAA Year, and the round in which they were last offered to OBC-NCL candidates before being declared vacant

Seat Matrix Changes Between Rounds

  • The complete seat matrix issued by JoSAA before Round 1 of counselling Year and any revisions made to the seat matrix before subsequent rounds — the nature of each revision (seats added, removed, or category-adjusted), the institute involved, the round number, and the authority that approved the change
  • Whether any additional seats were approved by the Ministry of Education or the NIT's Board of Governors for NIT Name after the initial seat matrix was published for JoSAA Year, and the date and number of such additions

CSAB Special Round Data

  • The institute-wise and category-wise seat matrix for CSAB Special Round 1 and Special Round 2 (or all rounds conducted) in Year — total seats offered, seats allotted, and seats remaining vacant after each round
  • The closing ranks (Overall and Category) for NIT Name / All NITs in CSAB Special Rounds Year, separately for HS and OS quota where applicable
  • The total number of candidates who accepted a CSAB seat allocation and paid the seat acceptance fee, and the number who forfeited the seat or did not report — category-wise — in CSAB Year

Withdrawal and Vacancy Statistics

  • The number of candidates who were allotted a seat in JoSAA Round N of Year but did not pay the seat acceptance fee or withdrew before the next round — institute-wise and category-wise
  • Whether withdrawn or forfeited seats reverted to the general pool and were re-allotted in the subsequent round, and the number of such seats by institute and category in JoSAA Year

Appeals If JoSAA or the NIT Does Not Respond

First Appeal — Section 19(1): If the CPIO does not respond within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) of the same public authority (the organising IIT, or the individual NIT). The FAA's contact details are published in the RTI section of the relevant IIT's or NIT's official website. File the First Appeal within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal — Section 19(3): If the FAA's response is also absent, incomplete, or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC). JoSAA, the IITs, and the NITs are all Central Government bodies under the Ministry of Education — second appeals always lie with the CIC, not any State Information Commission. File the Second Appeal within 90 days of the FAA's decision or the expiry of the period within which the FAA was to decide.

Under Section 20 of the RTI Act, the CIC can impose a penalty of ₹250 per day on the CPIO for each day of unjustified delay or non-disclosure, up to a maximum of ₹25,000. The CIC can also recommend disciplinary action against the CPIO.

Practical note: Before filing, download and preserve your JoSAA allotment letter, seat acceptance payment receipt, and any communication from the NIT's admissions office. These serve as the baseline documents against which you will compare any information the CPIO discloses. If you intend to challenge an admission decision in court, the RTI response — or the CPIO's failure to respond — itself forms part of your petition record.
