How to File RTI with NDMC Delhi (New Delhi Municipal Council) — Property Tax, Building Plans

The New Delhi Municipal Council (NDMC) is a Central Government statutory body established under the New Delhi Municipal Council Act, 1994, under the Ministry of Home Affairs. NDMC administers the Lutyens' Delhi area — broadly the central Delhi zone that includes Connaught Place (Rajiv Chowk), Rajpath (Kartavya Path), and surrounding localities.

NDMC is not part of MCD. Its jurisdiction is separate from the Municipal Corporation of Delhi (MCD), which covers most of the rest of Delhi. NDMC is a Central Government public authority under Section 2(h) of the RTI Act, 2005. Second appeals go to the Central Information Commission (CIC), not the Delhi Information Commission.

What Can You Achieve with an RTI to NDMC?

  • Know the status of a building plan or completion certificate application and reason for delay

Where to File: The Right Authority

NDMC has its headquarters at Palika Kendra, Sansad Marg, New Delhi. For most matters, file with the CPIO at NDMC headquarters.

NDMC maintains its own dedicated RTI filing portal. File at online.ndmc.gov.in/rti. The application text is limited to 3,000 characters on the NDMC portal.

How to File: Step by Step

Step 1: Confirm NDMC Jurisdiction

Verify that your property or the matter in question falls within the NDMC area. NDMC area includes Connaught Place, Rajpath, Parliament Street, Sundar Nagar, Golf Links, Lodhi Estate, Diplomatic Enclave, and surrounding areas. If outside this zone, MCD is the relevant authority — see the MCD RTI guide.

Step 2: Gather Your Details

  • Your NDMC property ID or account number (from the property tax demand notice)
  • Your building plan file number or trade licence application number
  • Your complaint reference number if already registered with NDMC
  • The plot / house address with pin code

Step 3: Draft and File Online

File at online.ndmc.gov.in/rti — NDMC's own dedicated RTI portal — and pay ₹10 online. The application text field is limited to 3,000 characters; attach a PDF for longer queries.

Step 4: Appeals

If there is no response within 30 days, or the response is unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority at NDMC within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. For a Second Appeal, approach the Central Information Commission (CIC) under Section 19(3) within 90 days.

Property tax:

  1. Basis of property tax assessment for property ID/address for YYYY-YY — category, unit area value or annual value, and rate applied
  2. Whether any revision or reassessment has been made in the last N years and the basis

Building plan / completion certificate:

  1. Current status of application File No. — stage, pending observations, and officer responsible
  2. Certified copy of the approved building plan and/or completion certificate for property at address

Trade licence:

  1. Current status of trade licence application Ref. No. — stage, any objection noted, and expected timeline

Civic complaint:

  1. Action taken on complaint Ref. No. — steps taken, officer assigned, and resolution status
