The National Cadet Corps (NCC) and the National Service Scheme (NSS) are two of India's largest youth development programmes — the NCC under the Ministry of Defence, the NSS under the Ministry of Youth Affairs and Sports. Millions of school and college students participate in these schemes annually, and the certificates issued carry substantial benefits: NCC certificate holders are eligible for age relaxation in Central Government recruitment, preferences in defence services entries, and reserved seats in several universities; NSS certificate holders receive recognition for community service and eligibility for national awards. Yet delays in certificate issuance, non-disclosure of examination marks, and opacity in award selection remain common grievances.

Both the Directorate General NCC (Ministry of Defence) and the NSS Directorate (Ministry of Youth Affairs and Sports) are public authorities under Section 2(h) of the RTI Act, 2005 — substantially funded and controlled by the Central Government. Cadets, volunteers, and students can file RTI applications to obtain NCC certificate examination marks, certificate issuance status, NSS completion hour records, and details of award and camp selection processes.

Where to File

NCC Directorate General (Central matters — NCC C certificate, national camps, NCC Special Entry Scheme)

File on rtionline.gov.in:

  1. Select Ministry of Defence → National Cadet Corps (Directorate General NCC)
  2. State the cadet's enrolment number, wing, unit, and the specific examination or camp
  3. Pay ₹10 online. BPL cardholders are exempt
  4. Note the registration number for tracking

State NCC Directorates (NCC A/B certificate, state-level camps, unit matters)

For matters handled at the state level — such as NCC A and B certificate examination results or state camp selection — file with the relevant State NCC Directorate. The filing portal is typically the respective state government's RTI portal or the relevant State Directorate's CPIO address. Second appeal in these cases goes to the State Information Commission of the respective state, not the CIC.

NSS (Ministry of Youth Affairs and Sports)

File on rtionline.gov.in:

  1. Select Ministry of Youth Affairs and Sports → National Service Scheme
  2. State the student's NSS registration number, college, university, and programme years
  3. Pay ₹10 online. BPL cardholders are exempt

What Specific Information Can You Ask For?

NCC certificate examination marks:

  1. Component-wise marks in NCC B/C certificate examination at Camp Name, Year for Enrolment No. XXX — written examination, drill, weapon training, physical fitness, and any other components
  2. The qualifying/cut-off marks for the above examination cycle, component-wise and overall
  3. Pass/fail status for Enrolment No. XXX and, if failed, the specific components below the required standard

NCC certificate issuance status: 4. Whether the name of Enrolment No. XXX has been recommended by the unit/battalion for NCC B/C certificate issuance, the date of recommendation, and current dispatch status 5. Reason for delay in issuance of the NCC B/C certificate and the name and designation of the officer currently responsible for processing

NCC C selection and NCC Special Entry Scheme: 6. Eligibility criteria applied for NCC Special Entry Scheme (Short Service Commission — NCC Entry) for the year cycle — minimum NCC C grade, marks requirements, and any age or physical criteria 7. NSS completion certificate: 8. Appeals

First Appeal (Section 19(1)): If the CPIO at NCC Directorate General or NSS Ministry does not respond within 30 days, or provides an inadequate response, file a First Appeal with the First Appellate Authority (FAA) at the respective organisation within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)): If the FAA's response is also unsatisfactory or absent, file a Second Appeal with the Central Information Commission (CIC) within 90 days. Both the NCC Directorate General and the NSS Directorate under the Ministry of Youth Affairs and Sports are Central Government bodies — the second appeal goes to the CIC in both cases.

State NCC Directorate exception: If your RTI was filed with a State NCC Directorate (for NCC A/B certificate or state camp matters), the second appeal goes to the State Information Commission of the respective state, not the CIC.

The CIC can direct disclosure and impose a penalty under Section 20 of the RTI Act on a CPIO who withholds information without valid grounds.
