NCC B/C certificate exam results are not published on the NCC website. Can RTI help me get my marks?

Yes. Unlike board examinations, NCC certificate exam results are not routinely published on a public portal. Marks are communicated through the unit and battalion chain. If your unit has not received or shared your results, RTI is the most direct remedy. The NCC Directorate General (for Central matters) or the relevant State NCC Directorate (for state-level camp exams) is the public authority holding this information. Under Section 7(1) of the RTI Act, 2005, the CPIO must respond within 30 days. You can ask for component-wise marks (written, drill, weapon training, physical fitness), the cut-off marks for the cycle, and your pass/fail status. The Central Information Commission has directed similar examining bodies to disclose individual candidate marks. If your exam was conducted at a camp under a State NCC Directorate, file with that State Directorate (second appeal would then go to the State Information Commission, not CIC).

The NCC C certificate is important for government job age relaxation and admission quotas. What if the certificate has not been issued despite me passing?

The NCC C certificate carries significant and legally recognised benefits: age relaxation in Central Government recruitment, preference in defence services recruitment (NCC Special Entry Scheme, Short Service Commission Entry), and reservation of seats in many state universities and technical institutions. My NSS completion certificate is delayed. Who should I file an RTI with — the college NSS Programme Officer or the Ministry?

NSS operates through a three-tier structure: the college NSS unit (Programme Officer) records attendance and hours; the university/state NSS cell aggregates data; and the Ministry of Youth Affairs and Sports (NSS Directorate) issues the national-level NSS certificate for completing 240 hours including a Special Camp. For a delayed completion certificate, the most effective sequence is: first, approach your college NSS Programme Officer and university NSS coordinator informally to check what records are pending. If that fails, file an RTI with the CPIO, National Service Scheme, Ministry of Youth Affairs and Sports, Shastri Bhawan, New Delhi, asking whether your hours have been recorded at the national level and the status of certificate issuance. The Ministry holds the final certification data. The second appeal for this RTI goes to the Central Information Commission (CIC), since NSS under the Ministry of Youth Affairs and Sports is a Central Government body.

When should I file RTI with the NCC Directorate General versus a State NCC Directorate?

NCC has a two-level public authority structure. What if NCC DG or NSS Ministry does not respond to my RTI within 30 days?

File a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at the respective organisation — NCC Directorate General or the Ministry of Youth Affairs and Sports — within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. If the FAA also does not respond or gives an unsatisfactory response, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) of the RTI Act within 90 days. Both the NCC Directorate General (Ministry of Defence) and NSS (Ministry of Youth Affairs and Sports) are Central Government bodies — their second appeal always goes to the CIC, not any State Information Commission. Appeals

First Appeal (Section 19(1)): If the CPIO at NCC Directorate General or NSS Ministry does not respond within 30 days, or provides an inadequate response, file a First Appeal with the First Appellate Authority (FAA) at the respective organisation within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)): If the FAA's response is also unsatisfactory or absent, file a Second Appeal with the Central Information Commission (CIC) within 90 days. Both the NCC Directorate General and the NSS Directorate under the Ministry of Youth Affairs and Sports are Central Government bodies — the second appeal goes to the CIC in both cases.

State NCC Directorate exception: If your RTI was filed with a State NCC Directorate (for NCC A/B certificate or state camp matters), the second appeal goes to the State Information Commission of the respective state, not the CIC.

The CIC can direct disclosure and impose a penalty under Section 20 of the RTI Act on a CPIO who withholds information without valid grounds.
