The Ministry of Micro, Small and Medium Enterprises (MoMSME) oversees MSME policy, the Udyam Registration portal, the MSME Samadhaan delayed payment mechanism, and procurement preference for MSEs. Within the ecosystem, SIDBI (Small Industries Development Bank of India, under the Ministry of Finance) refinances banks and NBFCs for MSME lending and also extends direct finance; CGTMSE (Credit Guarantee Fund Trust for Micro and Small Enterprises, jointly operated by SIDBI and the Government of India) provides collateral-free loan guarantees; and NSIC (National Small Industries Corporation, under MoMSME) manages the Single Point Registration Scheme for government purchase preference, raw material assistance, and technology support programmes.

All these bodies are public authorities under Section 2(h) of the RTI Act, 2005. MSMEs facing delayed Udyam Registration decisions, stalled Samadhaan complaints, unexplained CGTMSE claim rejections, or non-compliance with the procurement preference mandate can use RTI to create an official paper trail and force accountability.

A Note on MUDRA Loans

MUDRA (Micro Units Development and Refinance Agency) loans under the Pradhan Mantri Mudra Yojana are not disbursed by MUDRA — they are disbursed by commercial banks, regional rural banks, microfinance institutions, and NBFCs. MUDRA's role is to refinance these institutions and set scheme parameters.

If your MUDRA loan was rejected, RTI with MoMSME or MUDRA will not yield the rejection basis. The credit decision — appraisal, sanction, and rejection — belongs to the lending bank or NBFC. You must:

  • File RTI with the specific nationalized or PSU bank that rejected your application (e.g., State Bank of India, Punjab National Bank, Canara Bank) — they are public authorities under Section 2(h)
  • If the lender is a private bank or NBFC, it is not covered by the RTI Act; file a complaint through the RBI Integrated Ombudsman Scheme at rbi.org.in instead

Where to File

All four Central bodies (MoMSME, SIDBI, NSIC, CGTMSE) can be reached through rtionline.gov.in:

For MoMSME (Udyam Registration, Samadhaan, procurement):

  1. Go to rtionline.gov.in and log in / register
  2. Select Ministry of Micro, Small and Medium Enterprises
  3. Choose the relevant department or office handling your matter
  4. Draft your application with your Udyam number, Samadhaan complaint reference, or tender details
  5. Pay ₹10 online. BPL cardholders are exempt
  6. Submit and note your registration number

For SIDBI (direct loans, CGTMSE claims):

  1. Select Ministry of Finance → Small Industries Development Bank of India (SIDBI)
  2. Include your loan application / account number and the specific query
  3. For CGTMSE claims, include the lending institution's name and loan account number
  4. Pay ₹10 online and submit

For NSIC:

  1. Select Ministry of Micro, Small and Medium Enterprises → National Small Industries Corporation (NSIC)
  2. Include your NSIC registration number and the specific query
  3. Pay ₹10 online and submit

What Specific Information Can You Ask For?

Udyam Registration:

  1. Whether Udyam Registration number UDYAM-XX-00-XXXXXXX in the name of Enterprise Name is active and valid
  2. The MSME category (Micro / Small / Medium) recorded against the above registration, along with the investment and turnover figures used for classification
  3. Whether any modification, cancellation, or suspension has been effected — date, reason, and authority

MSME Samadhaan delayed payment complaint: 4. Whether complaint reference XXX filed by Enterprise Name against Buyer Name has been registered with and accepted by the MSME Facilitation Council 5. Current status — cognizance, notice to buyer, conciliation stage, or arbitration referral; date of last proceeding 6. Name and contact details of the Facilitation Council nodal officer handling the complaint

CGTMSE guarantee claim: 7. Whether a CGTMSE claim was filed by Lending Institution for loan account XXX — current status (admitted / paid / rejected / pending) 8. If rejected: the specific ground and the CGTMSE operational guideline provision cited

Government procurement preference: 9. Total procurement by Ministry/Dept/PSU in FY YYYY–YY; the proportion from MSEs; and whether the 25% mandate under the Public Procurement Policy for MSEs Order, 2012 was met 10. Appeals

First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at the concerned body — MoMSME, SIDBI, NSIC, or CGTMSE — within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. You can file the First Appeal online at rtionline.gov.in using your registration number.

Second Appeal (Section 19(3)): File with the Central Information Commission (CIC) within 90 days. MoMSME, SIDBI, NSIC, and CGTMSE are all Central Government bodies or Central Government-established entities — the second appeal goes to the CIC in every case. File at cic.gov.in. The CIC may impose a penalty of up to ₹25,000 on the PIO under Section 20 of the RTI Act for wilful non-compliance.
