A Note on MUDRA Loans
MUDRA (Micro Units Development and Refinance Agency) loans under the Pradhan Mantri Mudra Yojana are not disbursed by MUDRA — they are disbursed by commercial banks, regional rural banks, microfinance institutions, and NBFCs. MUDRA's role is to refinance these institutions and set scheme parameters.
If your MUDRA loan was rejected, RTI with MoMSME or MUDRA will not yield the rejection basis. The credit decision — appraisal, sanction, and rejection — belongs to the lending bank or NBFC. You must:
- File RTI with the specific nationalized or PSU bank that rejected your application (e.g., State Bank of India, Punjab National Bank, Canara Bank) — they are public authorities under Section 2(h)
- If the lender is a private bank or NBFC, it is not covered by the RTI Act; file a complaint through the RBI Integrated Ombudsman Scheme at rbi.org.in instead

Appeals
First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at the concerned body — MoMSME, SIDBI, NSIC, or CGTMSE — within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. Second Appeal (Section 19(3)): File with the Central Information Commission (CIC) within 90 days. MoMSME, SIDBI, NSIC, and CGTMSE are all Central Government bodies or Central Government-established entities — the second appeal goes to the CIC in every case. File at cic.gov.in. The CIC may impose a penalty of up to ₹25,000 on the PIO under Section 20 of the RTI Act for wilful non-compliance.
