The Madhya Pradesh Public Service Commission (MPPSC) is the constitutional body responsible for recruiting officers to the Madhya Pradesh State Administrative Service (MPAS), the Madhya Pradesh State Police Service (MPPS), the MP State Forest Service, and dozens of other Group A and Group B gazetted posts in the state government. Every year, lakhs of candidates appear in the MPPSC State Service Examination — a rigorous three-stage process involving a Preliminary Examination, a Main (Written) Examination, and an Interview — competing for a limited number of officer-level positions. For most candidates, the selection process is opaque: results are declared with minimal explanation, and there is no automatic communication of marks, cut-offs, or the reasons for non-selection.

The Right to Information Act, 2005, gives every candidate a direct and affordable mechanism to pierce this opacity. MPPSC is unambiguously a public authority under Section 2(h) of the RTI Act — it is a constitutional body established under Article 315 of the Constitution of India, funded from the Consolidated Fund of Madhya Pradesh, and performing a public function. For a ₹10 application fee, any MPPSC candidate can obtain their marks at every stage, a certified copy of their OMR answer sheet with the answer key applied, the category-wise cut-off marks at each stage, their interview score, and their position in the final merit list. RTI does not change the outcome, but it gives you the documented facts — and documented facts are the foundation for informed preparation, legitimate grievance, and, where warranted, legal challenge.

MPPSC vs MPPEB (Vyapam): Which Body Conducted Your Exam?

One of the most common points of confusion for Madhya Pradesh exam aspirants is the distinction between MPPSC and MPPEB (formerly known as Vyapam). These are two separate public authorities with different mandates, and your RTI must be directed to the correct body.

MPPSC — Madhya Pradesh Public Service Commission (Indore): A constitutional body under Article 315 of the Constitution, MPPSC is the recruiter for officer-level posts in the Madhya Pradesh state government. It conducts:

  • State Service Examination (SSE): The flagship examination for recruitment to the Madhya Pradesh State Administrative Service (SDM, Naib Tehsildar, DSP-equivalent roles), the State Police Service, the State Finance Service, and other Group A and Group B gazetted posts — the IAS-equivalent cadre at the state level.
  • State Forest Service Examination: For recruitment to the MP State Forest Service (ACF and Forest Range Officer posts).
  • Other Group A/B departmental recruitment examinations notified from time to time by MPPSC.

MPPEB — Madhya Pradesh Professional Examination Board (Bhopal), formerly known as Vyapam (Vyavsayik Pareeksha Mandal): A state government board that conducts a wide range of competitive and technical examinations for non-gazetted and technical posts, including:

  • MPTET (teacher eligibility tests), MPPAT, MPPHT
  • Sub-Engineer, Patwari, forest guard recruitment
  • Police constable and head constable recruitment
  • Para-medical and nursing recruitment examinations
  • Group C and Group D recruitment tests for various departments

How to tell the difference: Check the name of the conducting body on your admit card or the examination notification. If it says "Madhya Pradesh Public Service Commission" or "MPPSC", the RTI goes to MPPSC in Indore. If it says "Madhya Pradesh Professional Examination Board", "MPPEB", or "Vyapam", the RTI goes to MPPEB in Bhopal. The filing portals, the SPIO addresses, and the appeal chains are entirely separate.

What RTI Can Get You from MPPSC

Filing an RTI with MPPSC can yield several categories of exam-related information that MPPSC does not publish routinely:

Preliminary Examination (Screening Test)

  • Your marks in each paper (Paper I — General Studies and Aptitude; Paper II — General Aptitude Test) and your aggregate score at the Preliminary stage
  • A certified copy of your OMR response sheet with the final answer key applied, so you can independently verify that your sheet was read and scored correctly
  • If the answer key was revised after initial publication, a copy of the revision and the stated reason — errors in mass OMR-based exams have been documented historically and can affect large numbers of candidates
  • Category-wise cut-off marks applied for shortlisting to the Main Examination

Main (Written) Examination

  • Paper-wise and subject-wise marks in the Main Examination — covering General Studies Papers I–IV, the optional subject paper, the Essay paper, General Hindi, and the General English paper
  • The category-wise cut-off aggregate marks at the Main stage for shortlisting to the Interview
  • Whether any normalization methodology was applied and, if so, the formula and parameters used

Interview / Personality Test

  • Your interview marks and the aggregate (Main written + Interview) awarded to you
  • The composition of the interview board (board number or member details) that assessed you
  • The category-wise aggregate cut-off marks applied for preparation of the final merit list

Merit List and Selection

  • Your rank in the final category-wise merit list
  • Total vacancies notified and filled, category-wise
  • Whether a waiting list was prepared and, if so, your position on it
  • Tie-breaking criteria applied where candidates have equal aggregate marks
  • The criteria and weightage for each stage in computing the final merit

Where to File

MPPSC is headquartered at Residency Area, Indore – 452 001, Madhya Pradesh. All information relating to MPPSC-conducted examinations — answer sheets, marks, merit lists, interview records, and recruitment process details — is held by MPPSC and must be sought from its State Public Information Officer (SPIO) at the Indore headquarters.

MPPSC does not have separate regional offices for examination purposes. Regardless of where you sat the examination or where you reside, all RTI applications must be directed to the SPIO at the Indore headquarters.

Second Appeal Authority: For all RTI matters relating to MPPSC, the Second Appeal under Section 19(3) of the RTI Act lies with the Madhya Pradesh State Information Commission (MPSIC), constituted under Section 15 of the RTI Act as the State Information Commission for Madhya Pradesh. The Central Information Commission (CIC) in New Delhi has no jurisdiction over MPPSC. Do not file at the CIC portal for MPPSC matters.

How to File: Step by Step

Step 1: Gather Your Examination Details

Before drafting your application, collect the following:

  • Exact name of the examination (e.g., MPPSC State Service Examination, 2024) and the notification/advertisement number as published by MPPSC
  • Roll number(s) — the Preliminary roll number and, if you appeared in the Mains, the Main Examination roll number (these may differ)
  • Category (General / OBC / SC / ST / EWS / Ex-Serviceman / Divyangjan)
  • Dates of examination for each stage you appeared for
  • Paper/subject names if asking for subject-wise Main Examination marks

Having these details ready ensures the PIO can locate your records without ambiguity and avoids a response of "information not traceable" due to incomplete identification.

Step 2: Draft Your Application

Use the sample application above as a starting point. Frame each information request as a distinct, numbered, specific query. Requests like "provide all information about my exam" are far less effective than numbered questions such as "my marks in Paper I and Paper II of the Preliminary Examination, Roll No. XXX, Notification No. XXX." The more specific your requests, the more complete the response.

Step 3: File Online via the MP RTI Portal

Madhya Pradesh operates a dedicated RTI filing portal at rti.mp.gov.in. Filing online is faster, gives you an immediate registration number, and avoids postal delays. To file online:

  1. Visit rti.mp.gov.in and register or log in with your details
  2. Select Madhya Pradesh Public Service Commission (MPPSC) as the public authority
  3. Fill in the online form and paste your drafted RTI request text in the information sought field
  4. Attach any supporting documents if relevant (e.g., a copy of your admit card for identification)
  5. Pay the application fee of ₹10 online via net banking, debit card, or UPI
  6. Note down the registration/acknowledgement number — you will use it to track your application and reference it in any appeal

Step 4: File by Post (Alternative)

If you prefer to file by post, send a written application by registered post to:

Enclose an Indian Postal Order (IPO) for ₹10 drawn in favour of the SPIO, MPPSC, Indore. BPL cardholders are exempt from the fee — attach an attested copy of your BPL certificate. Retain the postal receipt; the 30-day response clock starts from the date of receipt by the SPIO, not the date of posting.

Step 5: Track and Follow Up

The SPIO must respond within 30 days of receipt (Section 7(1), RTI Act, 2005). Keep your registration number. If you filed online, the portal allows you to track the status of your application. File as soon as possible after the result is declared — MPPSC retains physical examination records (including OMR sheets) for a limited period, and early filing ensures the records are still available.

  3. The criteria applied for tie-breaking where two or more candidates have identical aggregate marks in the final merit list
  4. Whether a waiting list was prepared — if yes, my position on the waiting list (if applicable) and the criteria governing its use

Examination Process and Criteria

  1. The syllabus and scheme of examination (paper-wise maximum marks, duration, and question type — objective/descriptive) applicable to the above notification
  2. The criteria and weightage for each stage (Preliminary, Main Written, and Interview) in computing the final merit and preparing the recommendation list
  3. Whether any reservation roster, age relaxation, or other special consideration was applied in the preparation of the merit list — and if yes, the specific government orders or rules under which it was applied

RTI as a Tool for Exam Transparency

MPPSC examinations have a multi-stage selection process with lakhs of candidates competing for a small number of posts. At every stage — Preliminary shortlisting, Main Examination cut-offs, and Interview scoring — candidates are given no automatic explanation for their non-selection. RTI changes this by giving you documentary access to your own performance data.

A few important points about the limits of RTI in this context:

  • RTI obtains information; it does not change outcomes. The RTI response will tell you your marks, your rank, and the cut-off that applied. It will not automatically revise your marks or alter the merit list. If the response reveals a factual error (such as a totalling mistake or an incorrectly keyed answer), the appropriate next step is a representation to MPPSC based on the documented evidence from your RTI response.
  • For challenges to the examination process itself, the appropriate forum is the Madhya Pradesh High Court (Jabalpur), which has jurisdiction over MPPSC matters. RTI evidence — your marks, the answer key, cut-offs — is the documented foundation for any such legal challenge.
  • File promptly. OMR sheets and detailed examination records are not retained indefinitely. Filing your RTI within a few weeks of the result declaration maximises the likelihood of a complete response.

Appeals

First Appeal (Section 19(1)): If the SPIO does not respond within 30 days of receipt, or if the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at MPPSC within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. Address it to the First Appellate Authority, MPPSC, Residency Area, Indore – 452 001. No fee is required. The FAA must decide within 30 days, extendable to 45 days with written reasons.

Second Appeal (Section 19(3)): If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Madhya Pradesh State Information Commission (MPSIC) within 90 days of the FAA's decision or the expiry of the FAA's response deadline. The MPSIC, not the CIC, has jurisdiction over all Madhya Pradesh state public authorities including MPPSC. The MPSIC can direct MPPSC to furnish the information and impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act for unjustified delay or refusal.

Marks, answer sheets, cut-off marks, and merit list data are standard examination records that do not attract any exemption under Section 8 of the RTI Act. A candidate's own marks and selection-related data are clearly disclosable. If the SPIO cites any exemption for such records, a First Appeal challenging the exemption claim is very likely to succeed.
