The Madhya Pradesh Housing Board (MPHB) is a statutory housing development body established under the Madhya Pradesh Housing Board Act, 1972. It functions under the Housing and Environment Department, Government of Madhya Pradesh, and has its headquarters at Arera Hills, Bhopal. MPHB is responsible for planning and developing affordable and middle-income housing across Madhya Pradesh — acquiring land, developing residential colonies, constructing flats and tenements under various schemes, allotting plots and flats to eligible applicants, and providing civic infrastructure in MPHB townships across Bhopal, Indore, Jabalpur, Gwalior, and other major cities.

MPHB schemes — spanning EWS, LIG, MIG, and HIG categories as well as plot-only schemes — are heavily oversubscribed. Applicants frequently face long waits for allotment letters, delays in possession beyond the committed date, disputes over outstanding dues and penalty calculations, and concerns about construction quality in MPHB-built flats. MPHB is a state public authority under Section 2(h) of the Right to Information Act, 2005, and is fully bound by its disclosure obligations. Citizens can use RTI to obtain precise, documented information on all of these issues — and to build a paper trail for formal complaints, consumer forum cases, or legal proceedings.

What MPHB Records Are Available via RTI?

The RTI Act, 2005, entitles citizens to inspect and obtain copies of records held by public authorities. For MPHB, the following categories of records are obtainable via RTI:

Allotment Status and Registration Records

  • The current allotment status of your application — active, waitlisted, allotted, cancelled, or rejected — by registration number and scheme name, along with the reason for and date of any status change
  • Certified copies of the allotment letter, demand notice, or cancellation/revival notice issued in your name
  • The total number of applicants registered in your category and the total units offered in each category under a specific scheme, enabling you to assess where you stand in the queue
  • The date and officer responsible for each status entry on your application file
  • The refund status of any amount paid, if your application was cancelled, including the date of refund order and mode of payment

Possession Order and Delay Records

  • The possession date committed in your allotment letter or scheme brochure and the current actual status
  • Site progress reports, construction completion certificates, and engineer's inspection reports for your block or building
  • Internal MPHB correspondence, orders, and minutes recording the reasons for possession delays
  • The revised schedule of completion and possession issued by MPHB, and the authority who approved the revision
  • Copies of any occupation certificate or completion certificate issued for your building by the local authority

Construction Quality and Inspection Records

  • Quality inspection reports and structural audit reports prepared for your building or colony from commencement of construction to date
  • Names and qualifications of inspecting engineers or third-party consultants, the inspection dates, findings, and defects recorded
  • Remediation or repair orders issued by MPHB to contractors or maintenance units, and the current compliance status
  • Construction contracts applicable to your scheme — including the technical specifications, quality standards, and penalty clauses for defective work
  • Action taken on complaints received from allottees about construction quality in specific blocks or colonies

Dues, Instalments, and Financial Records

  • A complete statement of account against your allotment — total cost, amounts received with dates, balance outstanding, and any penalties or interest levied
  • The circular or order number under which the penalty rate or delayed payment interest was fixed, and the period for which it applies
  • Records of any cost revision circular issued for your scheme and the basis for the revision
  • Status of mortgage or loan-linked allotments — whether NOC for bank loan has been issued, and any hold or lien placed on your file

Scheme Details and Selection Records

  • The complete scheme brochure, eligibility conditions, and priority or draw-of-lots methodology applied for a specific MPHB scheme
  • The total number of applications received and the number of valid applications after scrutiny in each category
  • The list or range of application numbers selected under a scheme in a specific category
  • Minutes of the allotment committee meeting that approved the selection list
  • Any amendments to the scheme terms after the original notification, and the authority who approved the amendment

Where to File Your RTI Application

MPHB is organised into divisions corresponding to the major cities it operates in — Bhopal, Indore, Jabalpur, Gwalior, and others. For matters relating to a specific scheme or colony, the SPIO at the concerned divisional office (Sub-Divisional Officer or Deputy Commissioner level) is the appropriate first point of contact. For matters of a general or headquarters nature — such as scheme policy, overall allotment statistics, or headquarters-level orders — the SPIO at the Commissioner's office, MPHB, Arera Hills, Bhopal – 462 011, is the appropriate addressee.

If you are unsure which office handles your scheme, address your RTI to the SPIO at the MPHB Commissioner's office. Under Section 6(3) of the RTI Act, the SPIO is required to forward your application to the correct SPIO if it relates to another public authority or another division, and must inform you accordingly.

How to File RTI with MPHB

Step 1: Identify Your Specific Information Need

Be precise about what you want. Identify your scheme name, application or registration number, category, and the specific question you need answered — allotment status, possession delay reason, construction defect records, or dues statement. Frame each query as a numbered, specific information request. Vague requests such as "provide all records of my case" are more likely to receive evasive or partial responses.

Step 2: Draft Your Application

Use the sample RTI application provided above as your base. Fill in your scheme name, registration number, category, division, and select the information requests that apply to your situation. If you are a resident seeking construction quality records for your entire block rather than an individual applicant, adapt the application accordingly and omit the personal allotment details.

Step 3: File Online via rti.mp.gov.in

MPHB is a Madhya Pradesh state public authority. File your RTI application through the Madhya Pradesh government's RTI portal at rti.mp.gov.in. The portal supports online application submission and online payment of the ₹10 fee. Select "Madhya Pradesh Housing Board" from the department list. You will receive an acknowledgement number that you can use to track your application.

Alternatively, submit a physical application by registered post or in person to the SPIO at the relevant MPHB divisional office or at the Commissioner's office, MPHB, Arera Hills, Bhopal – 462 011. Pay the ₹10 fee by Indian Postal Order or demand draft drawn in favour of "Madhya Pradesh Housing Board" or as directed. BPL cardholders are exempt from the fee — attach a copy of your BPL ration card.

Step 4: Track Your Application

The SPIO must respond within 30 days of receipt of your application (Section 7(1), RTI Act 2005). If the information sought involves life or liberty, the deadline is 48 hours. Retain your acknowledgement number or postal tracking reference as proof of filing.

Step 5: First Appeal and Second Appeal

If MPHB does not respond within 30 days, or the response is incomplete, incorrect, or evasive:

  • First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within MPHB within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required.
  • Second Appeal under Section 19(3): If the FAA's response is also absent or unsatisfactory, file with the Madhya Pradesh State Information Commission (MPSIC) within 90 days of the FAA's decision or the expiry of the FAA's response period. No fee is required. The MPSIC can direct MPHB to furnish the information and impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act.

Understanding the Appeal Path: MPHB Is a State Body

MPHB is a state public authority under Section 2(h) of the RTI Act, 2005, established under a state statute and functioning under the Government of Madhya Pradesh. All appeals from MPHB RTI applications fall within the Madhya Pradesh state system:

  • First Appeal: First Appellate Authority (FAA) designated within MPHB
  • Second Appeal: Madhya Pradesh State Information Commission (MPSIC)

The Central Information Commission (CIC) has no jurisdiction over MPHB or any other Madhya Pradesh state public authority. Filing a second appeal with the CIC instead of the MPSIC will result in it being returned as not maintainable. Always address your second appeal to the MPSIC, Bhopal.

It is also important to note that the Madhya Pradesh Real Estate Regulatory Authority (MPRERA) is a separate body — it is the regulator for registered real estate projects, primarily covering private builders and developers. MPHB, as a statutory government housing board, operates under the Housing and Environment Department and is subject to RTI directly through the state RTI system, not through MPRERA. If your flat or plot is part of an MPHB scheme, your RTI and appeal path runs through MPHB and the MPSIC, not through MPRERA.

Tips for an Effective MPHB RTI Application

  • Always quote your registration and allotment number in every RTI about your specific case. MPHB administers hundreds of schemes across multiple divisions and tens of thousands of allottees; an RTI without these identifiers will typically result in a response saying the information cannot be located.
  • Ask for certified copies of specific documents — allotment letters, demand notices, possession orders, inspection reports — rather than asking MPHB to "explain" a decision. Certified copies are admissible as evidence before consumer forums and courts.
  • Specify the time period for any request about inspection reports, correspondence, or complaints to limit the scope and ensure a complete response.
  • Cross-reference the dues statement against the scheme brochure and any cost-revision circulars. If MPHB has applied a penalty rate or interest that does not match the circular in force at the time of default, the RTI documentation provides the basis for a written objection.
  • Combine construction quality RTI with collective action if residents of an entire block have common defects. A joint RTI covering the entire block, filed by one resident on behalf of all, can compel MPHB to address systemic quality failures rather than handle each complaint in isolation.
  • File through rti.mp.gov.in for a traceable online record. Physical applications sent by registered post are equally valid but require you to track delivery separately.
