RTI for Madhya Pradesh Handloom: Chanderi Silk, Maheshwar Fabric & Weaver Welfare Guide
Step-by-step RTI guide for Chanderi silk GI protection, Maheshwar fabric weaver subsidies, MP Hastshilp cooperative schemes, and handloom welfare benefits in Madhya Pradesh.
RTI for Madhya Pradesh Handloom: Chanderi Silk, Maheshwar Fabric & Weaver Welfare
Madhya Pradesh is home to two of India's most celebrated handloom traditions — Chanderi and Maheshwar — each representing centuries of craft heritage and the livelihoods of thousands of weaver families. The Right to Information Act, 2005 gives citizens, weavers, cooperative leaders, researchers, and journalists a legally enforceable tool to access welfare scheme records, GI enforcement data, procurement information, and cluster development status from the Directorate of Handloom & Handicraft and its allied bodies.
What Information Can You Seek?
RTI applications to the MP Handloom & Handicraft Department and its allied bodies can unlock a wide range of records:
- Chanderi GI tag enforcement: The Chanderi Saree and Chanderi Fabric hold Geographical Indication (GI) tags, protecting the authenticity of this weave produced in and around Chanderi town in Ashoknagar district. RTI can reveal the number of fake or imitation Chanderi products detected, market raids conducted, cases filed under the GI Act, and actions taken against e-commerce platforms listing counterfeit Chanderi. The sheer, gossamer texture of Chanderi — woven from a silk-cotton blend with characteristic gold and silver zari motifs — is difficult to replicate exactly, but cheap imitations flood online markets, directly depressing incomes of genuine weavers.
- Maheshwar weaver welfare scheme records: Maheshwar in Khargone district, perched on the banks of the Narmada river, is synonymous with its distinctive cotton-silk weave — wide coloured borders, fine checks, and stripe patterns that earned patronage from Ahilya Bai Holkar, the 18th-century Holkar queen whose legacy is inseparable from this craft. The Rehwa Society, a pioneering NGO model established in Maheshwar, trains and supports weavers in design development, fair pricing, and direct market linkages. RTI can access government welfare scheme beneficiary lists, yarn subsidy disbursements, and design development grants directed at Maheshwar weavers through both state and central schemes.
- Bagh print records: Dhar district in western MP is home to Bagh print — a natural-dye block printing tradition using geometric and floral motifs on cotton fabric, practiced by the Khatri community. RTI can access scheme benefits, cluster development status, and marketing support records for Bagh print artisans.
- MPHP Nigam procurement and marketing: Madhya Pradesh Hastshilp Vikas Nigam (MPHP) is the state government's commercial arm for handloom and handicraft procurement and marketing. RTI can reveal the prices MPHP paid weavers for Chanderi and Maheshwar fabrics, quantities procured, unsold stock levels, and revenue from government exhibitions and MP Emporium outlets.
- National Handloom Development Programme (NHDP): The central scheme provides yarn subsidies, loom upgradation grants, weaver health insurance, and Weavers Credit Card (WCC) facilities. RTI can access beneficiary counts, funds disbursed, and whether eligible weavers in Ashoknagar, Khargone, or Sagar districts received entitled benefits.
- PM MITRA Textile Park: The central government's PM MITRA (Mega Integrated Textile Region and Apparel) scheme aims to create world-class textile park infrastructure. RTI can access the status of any MP site considered under this programme, land identified, funds sanctioned, and development progress.
- E-commerce challenges: Both Chanderi and Maheshwar weavers face severe income compression from mass-produced machine-made imitations sold on major e-commerce platforms with misleading labels. RTI can expose what enforcement the state has undertaken with the GI Registry and platform operators to address this structural threat to weaver livelihoods.
- Samarth skill development: The Samarth scheme provides weaving skill training, stipends, and placement support. RTI can access district-wise trainee enrollment, stipend payment records, and post-training placement outcomes.
How to File RTI
Step 1 — Identify the correct CPIO. For state-level policy, MPHP Nigam procurement, and GI enforcement data, file with the State Public Information Officer, Directorate of Handloom & Handicraft, Bhopal. For cluster-specific weaver welfare records (NHDP beneficiaries, WCC sanctions, yarn subsidies), file with the District Industries Centre (DIC), Ashoknagar (for Chanderi) or DIC, Khargone (for Maheshwar). MPHP Nigam is a separate public authority with its own CPIO.
Step 2 — Draft a precise application. Specify the district, year, scheme name, and exact data points sought. Vague requests invite incomplete responses. The sample RTI questions above serve as a starting template — adapt them with the specific year range and district relevant to your query.
Step 3 — File online or offline. File through the Central RTI portal at rtionline.gov.in and pay ₹10 online. For offline filing, send the application by registered post to the CPIO with a crossed Indian Postal Order (IPO) for ₹10 in favour of the Accounts Officer of the relevant department. BPL cardholders should attach a self-attested copy of their BPL card and claim fee exemption.
Step 4 — Track the acknowledgement. Retain the acknowledgement number (online) or postal receipt. The CPIO must respond within 30 days.
Key RTI Act Provisions
The Directorate of Handloom & Handicraft, MPHP Nigam, and all District Industries Centres administering handloom schemes in MP are public authorities under Section 2(h) of the Right to Information Act, 2005.
- Section 6: Governs how to submit an RTI application; no reason for the request is required.
- Section 7(1): The CPIO must respond within 30 days of receiving the application.
- Section 7(1) proviso: Reduces the deadline to 48 hours where the information concerns life or liberty.
- Section 19(1) — First Appeal: File within 30 days of the CPIO's decision or the expiry of the 30-day window, whichever is applicable. No fee payable.
- Section 19(3) — Second Appeal: File with the Madhya Pradesh State Information Commission (MPSIC) within 90 days of the First Appellate Authority's decision. See below.
- Section 20 — Penalty: MPSIC can impose ₹250 per day (up to ₹25,000) on the defaulting CPIO and recommend disciplinary action.
First Appeal
If the CPIO does not respond within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act. Address it to the First Appellate Authority — Joint Director, Handloom & Handicraft, Government of Madhya Pradesh (or the officer designated as FAA by the department). The appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. Attach your original application and the CPIO's response (if any). No fee is required for a First Appeal. The FAA must decide within 30 days, extendable to 45 days with written reasons.
Second Appeal
If the First Appellate Authority also fails to respond adequately, file a Second Appeal under Section 19(3) with the Madhya Pradesh State Information Commission (MPSIC), Bhopal. The MPSIC is constituted under Section 15 of the RTI Act by the Governor of Madhya Pradesh and is the supreme appellate body for all MP state public authorities — including the Directorate of Handloom & Handicraft, MPHP Nigam, and all DICs administering handloom schemes in the state.
The Second Appeal must be filed within 90 days of the FAA's decision or the expiry of the FAA's response period. MPSIC can order disclosure, impose penalties under Section 20, and recommend disciplinary action.
Important: Do NOT file the Second Appeal with the Central Information Commission (CIC). The CIC has jurisdiction only over central government bodies. The MP Handloom & Handicraft Department, MPHP Nigam, and state DICs are all Madhya Pradesh state public authorities — second appeals for RTI filed with these offices go exclusively to the MPSIC.
