RTI for Madhya Pradesh Education Department: Mid-Day Meal, CM Rise Schools & Scholarship Guide
Step-by-step RTI guide for Mid-Day Meal quality, CM Rise School development funds, pre-matric scholarship status, RTE admissions, and teacher recruitment in Madhya Pradesh.
RTI for Madhya Pradesh Education Department: Mid-Day Meal, CM Rise Schools & Scholarships
Madhya Pradesh operates one of the most expansive government school systems in India, with over 1.2 lakh schools spread across 52 districts and significant enrolment in tribal-dominated and rural belts. The state's flagship CM Rise School scheme — an ambitious initiative to transform approximately 9,200 government schools into high-quality institutions with modern infrastructure, science and computer labs, sports grounds, and smart classrooms — represents a large-scale convergence of state and central funds. Smaller government schools in the same clusters are being merged into CM Rise Schools, making accountability in fund utilisation a pressing concern for parents, local bodies, and civil society.
MP's education landscape is shaped by its large SC/ST population. Districts such as Dindori, Mandla, Balaghat, and Jhabua have high tribal enrolment under the Samagra Shiksha Abhiyan umbrella, and pre-matric scholarships for SC/ST/OBC and minority students are a critical lifeline for families in these areas. Teacher eligibility is governed by MPTET (Madhya Pradesh Teacher Eligibility Test), and teacher recruitment has historically attracted complaints about irregularities in merit lists and appointment orders. RMSA-funded secondary education, PM Poshan (Mid-Day Meal) implementation through Self-Help Groups, RTE Section 12(1)(c) private school admissions, and Samagra Shiksha infrastructure grants all operate through the Directorate of Public Instructions — headquartered in Bhopal — with district-level execution through District Education Officers (DEOs) in key centres including Bhopal, Indore, and Jabalpur.
The Right to Information Act, 2005 gives parents, students, gram panchayats, and civil society organisations a legally enforceable right to access records held by the School Education Department and its subordinate offices — the most effective independent check on whether schemes are reaching intended beneficiaries.
What Information Can You Seek?
RTI applications to the MP School Education Department can access a wide range of records, including:
- Mid-Day Meal (PM Poshan) records: Food quality test results, daily menu compliance registers, SHG or contractor agreements and payment details, attendance-linked beneficiary counts, per-child daily expenditure, and action-taken reports on complaints about food quality or irregularities.
- CM Rise School fund utilisation: Funds released and disbursed to specific CM Rise schools, civil works tendered, work orders issued, completion certificates, contractor names, audit reports, and whether promised facilities — smart classrooms, computer labs, sports grounds — have been delivered.
- Pre-matric scholarship disbursement: Block and district-wise data on SC/ST/OBC/minority scholarship applications, sanctions, amounts transferred through DBT portals, and cases of exclusion or delay with reasons.
- RTE Section 12(1)(c) admissions: District-wise and school-wise data on 25% EWS/disadvantaged group seats in private unaided schools — seats reserved, applications received, admissions granted, reimbursement per child paid, and children denied admission with reasons.
- Teacher recruitment under MPTET: Vacancies advertised and filled, merit lists, selection committee composition, complaints received against the selection process, and departmental action taken on those complaints.
- Samagra Shiksha infrastructure: School-wise classroom construction, gender-separate toilets, drinking water and electricity connectivity, RMSA funds for secondary schools, funds allocated and utilised, and works pending.
How to File RTI
Step 1: Identify the correct CPIO. For school-specific records — MDM quality at a particular school, CM Rise fund utilisation in a specific school, or RTE admissions in a block — file with the District Education Officer (DEO) of the relevant district. For block-level matters, the Block Education Officer (BEO) may hold relevant records. For state-level consolidated data, policy circulars, or MPTET records, file with the State Public Information Officer, Commissioner (Public Instructions), Government of Madhya Pradesh, Bhopal.
Step 2: Draft a specific application. Use the sample RTI questions above as a template. Name the specific school, block, district, and the academic or financial year. The more specific the question, the more actionable the response. Vague questions invite evasive or incomplete replies.
Step 3: File online. All MP state education bodies are accessible via the Central RTI Online portal at rtionline.gov.in. Register, select the relevant Madhya Pradesh state department (School Education), fill in the application, and pay the ₹10 fee online. BPL cardholders may claim fee exemption with a self-attested copy of their BPL card.
Step 4: Offline filing. Send the application by registered or speed post to the CPIO at the relevant office. Enclose a crossed Indian Postal Order (IPO) for ₹10 drawn in favour of the Accounts Officer of the concerned department. Retain the postal receipt and a photocopy of the full application.
Step 5: Track and follow up. Note the acknowledgement number and mark the 30-day response deadline. If no response is received within 30 days, file a First Appeal immediately.
Key RTI Act Provisions
The School Education Department, Government of Madhya Pradesh, and all its subordinate offices — including the Directorate of Public Instructions, District Education Offices, and Block Education Offices — are public authorities under Section 2(h) of the Right to Information Act, 2005, as bodies established and funded by the state government.
- Section 6: Any citizen may file an RTI application in Hindi, English, or any scheduled language; no reason need be stated.
- Section 7(1): The CPIO must provide information within 30 days of receiving the application.
- Section 7(1) proviso: The response period is reduced to 48 hours where information concerns the life or liberty of a person.
- Section 19(1): First Appeal may be filed within 30 days of the date of the CPIO's decision or the expiry of the 30-day response period, whichever is applicable.
- Section 19(3): Second Appeal lies with the Madhya Pradesh State Information Commission (MPSIC).
- Section 20: The MPSIC may impose a penalty of ₹250 per day (up to ₹25,000) on the defaulting CPIO and recommend disciplinary action.
First Appeal
If the CPIO does not respond within 30 days, or if the response is incomplete, incorrect, or unjustifiably refuses information, file a First Appeal under Section 19(1) of the RTI Act within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. Address the First Appeal to the First Appellate Authority (Additional Commissioner or Joint Commissioner, Public Instructions) in the same department. No fee is payable for a First Appeal. Attach a copy of your original application and the CPIO's response (if any), and state clearly which information was not provided and why the denial is unjustified. The FAA must dispose of the First Appeal within 30 days (extendable to 45 days with written reasons).
Second Appeal
If the First Appellate Authority does not respond satisfactorily, file a Second Appeal under Section 19(3) of the RTI Act with the Madhya Pradesh State Information Commission (MPSIC) in Bhopal. The MPSIC is the correct appellate body for all RTI matters relating to MP state public authorities, including the School Education Department, the Directorate of Public Instructions, District Education Officers, and Block Education Officers.
The Second Appeal must be filed within 90 days of the FAA's decision or the expiry of the FAA's response period. The MPSIC has the power to order disclosure of withheld information, impose penalties on the defaulting CPIO under Section 20, and recommend disciplinary action.
Important: Do NOT file the Second Appeal with the Central Information Commission (CIC). The CIC has jurisdiction only over Central Government bodies. The MP School Education Department, Directorate of Public Instructions, DEOs, and BEOs are all state bodies — the correct and exclusive appellate body is the MPSIC.
