Meghalaya's Tribal Communities and the Social Welfare Department

Meghalaya is one of India's most tribal states. Approximately 86% of the state's population belongs to Scheduled Tribes (STs), making it one of the highest ST-concentration states in the country. This demographic reality means that the Social Welfare Department of Meghalaya is not a peripheral agency — it is at the centre of public service delivery for the vast majority of the state's citizens.

The state's tribal population is organised around three major ethno-linguistic groups, each associated with a geographical region:

  • Khasi — the largest group, living primarily in the East Khasi Hills, West Khasi Hills, South West Khasi Hills, and Ri Bhoi districts. The Khasi are broadly divided into sub-groups including the Khasi proper, Bhoi, Maram, and Lyngngam.
  • Jaintia/Pnar — living primarily in the East Jaintia Hills and West Jaintia Hills districts. Culturally related to the Khasi and sometimes classified together, the Jaintia (also called Pnar) maintain their own distinct identity, language, and traditions.
  • Garo — living in the Garo Hills region covering East Garo Hills, West Garo Hills, South Garo Hills, North Garo Hills, and Eastern West Garo Hills districts. The Garo are the second-largest tribal group in the state and are divided into sub-groups including Abengs, Matchi, Ruga, and others.

Beyond these three major groups, Meghalaya recognises several other Scheduled Tribes including Biate, Koch, Rabha, War Jaintia, Hajong, Mikir (Karbi), Dimasa, and others. All these groups are collectively eligible for ST-category welfare schemes run by the state and Central governments.

The Role of the Social Welfare Department

The Social Welfare Department, Government of Meghalaya, headquartered in Shillong, is the nodal state agency for:

  • Implementation of Central and State scholarship schemes for ST students
  • Disbursal of social protection pensions (old age, widow, disability) under the National Social Assistance Programme (NSAP)
  • Tribal welfare and development programmes
  • Child welfare, women welfare, and other social protection schemes
  • Coordination with the National Scholarship Portal (NSP) for scholarship processing and PFMS-linked disbursal

The department operates through the Directorate of Social Welfare at Shillong and through District Social Welfare Officers (DSWOs) in each district headquarters. For most beneficiaries — whether seeking scholarship status or pension payment records — the DSWO of the concerned district is the first point of contact and the correct authority to file RTI with.

The Autonomous District Council (ADC) Dimension

A feature unique to Meghalaya (and other Sixth Schedule states) is the parallel administrative structure of Autonomous District Councils (ADCs). Under the Sixth Schedule of the Constitution of India, Meghalaya has three ADCs:

  1. Khasi Hills Autonomous District Council (KHADC) — headquartered in Shillong
  2. Jaintia Hills Autonomous District Council (JHADC) — headquartered in Jowai
  3. Garo Hills Autonomous District Council (GADC) — headquartered in Tura

The ADCs have legislative and executive powers over certain subjects, including social welfare programs specific to their tribal communities. This creates a jurisdictional distinction that every RTI applicant must understand:

  • RTI for state government welfare schemes (NSP scholarships, IGNOAPS pensions, state-funded tribal scholarships) should go to the Social Welfare Department or the relevant DSWO.
  • RTI for ADC-specific tribal welfare programs (programs designed and funded by the ADC itself) should go to the concerned ADC.

Filing RTI with the wrong authority is a common mistake. If you are unsure which body administers the scheme you are querying, mention both the scheme name and the funding source (Central/State/ADC) in your RTI application, and ask the PIO to transfer the request to the correct authority under Section 6(3) of the RTI Act if needed.


Key Welfare Schemes Covered

1. Pre-Matric Scholarship for ST Students (Central Scheme)

This centrally-sponsored scholarship supports ST students studying in Classes 9 and 10. The Ministry of Tribal Affairs, Government of India, funds the scheme. In Meghalaya, the Social Welfare Department is the nodal department for implementation. Applications are submitted via the National Scholarship Portal (NSP) at scholarships.gov.in. The scholarship covers tuition fees, maintenance allowance, and other allowances as specified in the scheme guidelines.

2. Post-Matric Scholarship for ST Students (Central Scheme)

The Post-Matric Scholarship supports ST students studying at Class 11 and above — including graduation, post-graduation, professional courses, and technical courses. Funded by the Ministry of Tribal Affairs, it is one of the most significant Central scheme benefits for tribal students in Meghalaya. Applications are submitted via NSP. Disbursement is made directly to the student's Aadhaar-linked bank account through the PFMS system.

3. Merit-cum-Means Scholarship

Separate from the Post-Matric Scholarship, this scheme targets ST students in professional and technical courses where the family income is above the usual Post-Matric threshold but where merit justifies support. Eligibility and quantum vary by year and scheme guidelines.

4. State-Level Tribal Scholarships and Fellowships

The Government of Meghalaya also runs state-funded scholarship schemes for tribal students, including pre-matric support for students in Classes 1–8 (where the Central scheme does not reach) and post-matric support for students pursuing specialised studies. The Social Welfare Department or the Hill Areas Department administers these.

5. IGNOAPS — Indira Gandhi National Old Age Pension Scheme

Under the National Social Assistance Programme (NSAP), the IGNOAPS provides monthly pensions to citizens aged 60 and above who are BPL (Below Poverty Line) category. In Meghalaya, a large proportion of beneficiaries are ST community members. The pension is funded jointly by the Centre and the state. Implementation is through the Social Welfare Department and the DSWOs at the district level.

6. IGNWPS — Indira Gandhi National Widow Pension Scheme

The IGNWPS provides monthly pensions to widows aged 40–79 years who are BPL. Implementation follows the same channel as IGNOAPS through district Social Welfare offices.

7. IGNPDPS — Indira Gandhi National Disability Pension Scheme

The IGNPDPS provides monthly pensions to persons with severe or multiple disabilities aged 18–79 years who are BPL. Given the geographic remoteness of many Meghalaya tribal communities, delays in enrollment and payment are a recurring problem that RTI can help address.

8. PM-AJAY (Pradhan Mantri Adi Adarsh Gram Yojana)

Previously known as the Special Central Assistance to Tribal Sub-Scheme (SCA to TSS) and BADP, PM-AJAY is a Central scheme aimed at developing infrastructure in tribal villages. In Meghalaya, the nodal department is the Social Welfare or Tribal Development department. RTI can be filed to obtain beneficiary village lists, infrastructure project details, fund utilisation reports, and contractor details for PM-AJAY works in tribal areas.

9. State Disability Welfare and Women Welfare Schemes

The Social Welfare Department also administers schemes for disabled persons and women under state law and Central schemes like NIRAMAYA, Assisted Living Centres, and state-funded stipends for differently-abled students.


What RTI Can Help You Obtain

The Right to Information Act, 2005 gives every citizen the right to request information held by any public authority under Section 6. Here is a comprehensive list of what you can obtain from the Social Welfare Department, Meghalaya, using RTI:

For Scholarship Applicants

  • Application status: Whether your NSP application for Pre-Matric or Post-Matric scholarship has been verified by the institution, forwarded by the DSWO, and approved at the state level.
  • PFMS disbursement reference: The PFMS transaction ID or challan number for any amount credited to your bank account. This is the key document for tracing failed or partial payments.
  • Stage of non-disbursement: If the scholarship was not credited, at which stage is the application held — institution-level verification, block-level forwarding, district approval, state-level sanction, state treasury, or PFMS credit to bank?
  • Beneficiary list: The district/block-wise list of all scholarship recipients for a given academic year, showing names, amounts sanctioned, and amounts disbursed. This helps identify if your name was included or excluded.
  • Rejection reasons: If your application was rejected, the specific ground for rejection as recorded in departmental records.
  • Eligibility criteria applied: The income limits, tribe verification requirements, residential criteria, and institutional eligibility conditions applied to your application.

For Pension Applicants and Beneficiaries

  • Sanction order: A certified copy of the pension sanction order issued in your name (or in the name of the beneficiary you are inquiring for), including the date of sanction, monthly amount, and account details.
  • Payment ledger: Month-by-month payment records showing whether pension was credited, including the PFMS reference for each monthly credit.
  • Pending application status: If an application for pension enrollment is pending, the current stage (block-level verification, DSWO, BPL list verification, sanctioning authority).
  • BPL list inclusion: Whether the beneficiary's name appears in the current BPL list used for pension enrollment in the concerned district.
  • Total beneficiary count and budget: The total number of IGNOAPS/IGNWPS/IGNPDPS beneficiaries in a district and the budget allocated and disbursed for the year.

For ADC-Specific Schemes

When inquiring about welfare programs run directly by the Khasi Hills ADC, Jaintia Hills ADC, or Garo Hills ADC:

  • File a separate RTI with the concerned ADC's Public Information Officer (not with the state Social Welfare Department).
  • Ask for: scheme guidelines, beneficiary selection criteria, allottee/recipient lists, budget and expenditure, and any grievance records related to the scheme.

For PM-AJAY and Tribal Development

  • Village-wise list of works sanctioned under PM-AJAY in the district.
  • Contractor details, tender amounts, work completion certificates.
  • Fund flow from Centre to state to district and actual expenditure.
  • Inspection reports and photographs (if maintained).

Where to File Your RTI

Identifying the correct public authority is the most important step. Filing with the wrong authority wastes time and may require transfer under Section 6(3).

District Social Welfare Officer (DSWO)

For most beneficiaries, the DSWO of the concerned district is the correct authority. The DSWO maintains records of scholarship applications received and forwarded from that district, pension beneficiary registers, and disbursement records. Meghalaya's 12 districts each have a DSWO office at the district headquarters:

  • East Khasi Hills (Shillong), West Khasi Hills (Nongstoin), South West Khasi Hills (Mawkyrwat), Ri Bhoi (Nongpoh)
  • East Jaintia Hills (Khliehriat), West Jaintia Hills (Jowai)
  • East Garo Hills (Williamnagar), West Garo Hills (Tura), South Garo Hills (Baghmara), North Garo Hills (Resubelpara), Eastern West Garo Hills (Mendipathar)

Directorate of Social Welfare, Shillong

For state-level records — total budget allocations, state-level beneficiary statistics, scheme-wide disbursement data, and policy documents — file RTI with the Directorate of Social Welfare, Government of Meghalaya, Shillong 793 001. The Director of Social Welfare is typically designated as the State PIO.

Autonomous District Councils (ADCs)

For ADC-specific welfare programs — not NSP scholarships or IGNOAPS, but programs designed and funded by the ADC itself — file with:

  • KHADC: Khasi Hills Autonomous District Council, Shillong
  • JHADC: Jaintia Hills Autonomous District Council, Jowai
  • GADC: Garo Hills Autonomous District Council, Tura

Each ADC is a public authority under Section 2(h) of the RTI Act and must designate PIOs.

Ministry of Tribal Affairs (Central)

For Central scheme components — particularly the Ministry of Tribal Affairs' role in approving and releasing funds for Pre-Matric and Post-Matric ST scholarships, or PM-AJAY releases — a separate RTI can be filed with the Ministry of Tribal Affairs, Government of India, New Delhi. This is especially useful if the state-level RTI shows that funds were released by the Centre but not reaching beneficiaries. Note: Second appeal for this Central authority goes to the CIC, not the Meghalaya Information Commission.


Step-by-Step RTI Filing Guide

  1. Visit https://rtionline.gov.in — the Central Government's RTI portal, which also handles state government RTI submissions in many states. For Meghalaya Social Welfare Department, check if the department is listed on the portal. If not, file directly by post to the DSWO or Directorate.
  2. Register on the portal using your mobile number and email address.
  3. Select the Ministry/Department. For Meghalaya state government bodies, select "Government of Meghalaya" and then the relevant department.
  4. Fill in your application text. Use the sample RTI draft in the frontmatter of this guide, customising it with your application ID, scheme name, academic year, and bank account details.
  5. Pay the ₹10 fee online. BPL cardholders are exempt — upload your BPL card copy when prompted.
  6. Submit and note the registration number for tracking.

Option 2: Application by Post

If online filing is not possible, send a written application by registered post or speed post to:

  • Your full name and address
  • A clear description of the information sought (refer to the sample RTI above)
  • An Indian Postal Order (IPO) for ₹10 payable to the Accounts Officer, Social Welfare Department, Government of Meghalaya. BPL cardholders must attach a copy of their BPL card and claim fee exemption explicitly.
  • Keep a copy of everything before posting.

Option 3: Application in Person

You may also submit your RTI application in person at the DSWO office or the Directorate of Social Welfare, Shillong. Obtain an acknowledgment receipt with date and reference number on the spot.

Response Timeline

Under Section 7(1) of the RTI Act, 2005, the PIO must provide information within 30 days of receiving the application. If the information concerns the life or liberty of a person, the response must be given within 48 hours under the proviso to Section 7(1).


RTI Act Provisions Reference

Every RTI application for Meghalaya Social Welfare must be grounded in the correct legal provisions:

  • Section 2(h): Defines "public authority" — the Social Welfare Department, Government of Meghalaya, all DSWOs, and the ADCs are public authorities obligated to designate PIOs and respond to RTI requests.
  • Section 6: The right to file an RTI application. Your application must be in writing (or electronic form), state the information sought, and include the prescribed fee.
  • Section 7(1): The PIO must respond within 30 days. There is no requirement to justify why you need the information.
  • Section 7(1) proviso: If the information sought pertains to the life or liberty of a person, the response must be provided within 48 hours. In pension or scholarship matters, if delay in payment is causing severe hardship (e.g., an elderly pension beneficiary not receiving survival support), this proviso may be invoked.
  • Section 19(1): First Appeal. If the PIO does not respond within 30 days, provides incomplete information, or refuses the request, you may file a First Appeal within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. The First Appellate Authority is typically the Director, Social Welfare Department, or the Principal Secretary/Commissioner, Social Welfare.
  • Section 19(3): Second Appeal. If the First Appeal does not yield results, file a Second Appeal before the Meghalaya Information Commission (MIC), constituted under Section 15 of the RTI Act. The MIC is the correct second appellate authority for all Meghalaya state government bodies — not the Central Information Commission (CIC). CIC applies only to Central Government public authorities.
  • Section 20: Penalty. The MIC can impose a penalty of ₹250 per day (up to ₹25,000) on a PIO who, without reasonable cause, refuses to accept a valid RTI application, fails to furnish information within the prescribed period, or provides false, misleading, or incomplete information.

Practical Tips for an Effective RTI

Always Quote Your Application ID and Scheme Name

Whether you are filing for scholarship status or pension payment, always cite:

  • The NSP Application ID or State scheme reference number
  • The exact scheme name (e.g., "Post-Matric Scholarship for ST students, Ministry of Tribal Affairs, 2024–25")
  • The academic year or financial year
  • Your bank account number and IFSC code (the account linked to the scheme)

Without these identifiers, the PIO may claim inability to locate your records — a common delaying tactic.

Cite PFMS Reference Numbers for Disbursement Queries

Scholarship and pension disbursements in Meghalaya are routed through the Public Financial Management System (PFMS). Every credit to a beneficiary's bank account generates a PFMS transaction reference. When filing RTI about a missing payment, explicitly ask for:

  • The PFMS transaction reference number for any credit made
  • The date and amount of the last PFMS instruction issued for your account
  • If no instruction was issued, the reason and the stage at which the fund is held

This precision makes it much harder for the department to give vague or evasive answers.

Distinguish ADC Jurisdiction from State Government Jurisdiction

This is the most common jurisdictional confusion in Meghalaya. The rule of thumb:

  • If you are asking about a Central or state government scheme (NSP scholarships, IGNOAPS/IGNWPS pensions, PM-AJAY), file with the Social Welfare Department / DSWO.
  • If you are asking about a program funded and administered by the Khasi Hills ADC, Jaintia Hills ADC, or Garo Hills ADC (e.g., ADC-run scholarships or ADC welfare grants), file with the relevant ADC.

If you are unsure, mention the scheme name and funding source and ask the PIO to transfer to the correct authority under Section 6(3) if your application has been sent to the wrong public authority.

Attach Supporting Documents as Evidence

When filing RTI about a missing scholarship or pension, attach (as copies):

  • Your NSP application acknowledgment or scheme enrollment receipt
  • Your bank passbook showing the account where the credit was expected
  • Any prior correspondence with the department or grievance portal complaint numbers

These attachments are not required by law but make your RTI more specific and harder to deflect.

Use Grievance Portal in Parallel

RTI is a legal right, not a grievance mechanism. However, it works best when combined with a grievance complaint. If you have already filed a complaint on the NSP Helpdesk (0120-6619540), PFMS Helpdesk, or the Meghalaya CM Helpline (1100), cite the complaint reference number in your RTI application. This creates a documented trail and makes it harder for the department to deny awareness of your issue.

Second Appeal to Meghalaya Information Commission

If your First Appeal is ignored or decided against you without good reason, file a Second Appeal before the Meghalaya Information Commission (MIC). The MIC has powers to:

  • Direct the PIO to provide the requested information
  • Impose financial penalty on the delinquent PIO under Section 20
  • Recommend disciplinary action in cases of willful non-compliance
