Indian Oil Corporation Ltd (IOCL), Bharat Petroleum Corporation Ltd (BPCL), and Hindustan Petroleum Corporation Ltd (HPCL) are the three Central Government public sector undertakings that distribute domestic LPG (cooking gas) in India. They also implement the PM Ujjwala Yojana (PMUY) — which provides subsidised LPG connections to BPL and other eligible households — and the PAHAL (DBTL) scheme for direct subsidy transfers.
All three companies are public authorities under Section 2(h) of the RTI Act, 2005, because the Government of India holds a majority stake in each.
Which Company to RTI
Domestic LPG consumers are registered with one of the three companies depending on which company issued their connection. Your consumer number's prefix typically identifies the company:

PM Ujjwala Yojana: Eligibility Categories
PMUY connections are available to women who are:
- Listed in the SECC 2011 as BPL (Below Poverty Line)
- Beneficiaries of PMAY (Gramin or Urban)
- SC/ST households
- Most Backward Classes (MBC) as notified
- Tea and ex-tea garden workers (Assam, West Bengal)
- Forest dwellers
- Residents of islands / river islands (PVTG areas)

What Can You Achieve with RTI?
- Confirm whether a PM Ujjwala application was received and the specific eligibility criterion cited for rejection
- Get the LPG subsidy transfer record (PAHAL/DBTL) for each month and identify why a specific month's subsidy was not credited
- Confirm whether a Give It Up subsidy surrender was wrongly applied to your consumer account
- Get distributor complaint records and action taken by the oil company

- Include your consumer number, distributor name/code, and Aadhaar last 4 digits
- Pay ₹10 online. BPL cardholders are exempt

- PMUY eligibility basis — which database was checked and the result; if excluded, the specific criterion not met
Subsidy: 3. PAHAL subsidy transfer record for Consumer No. XXX from Month/Year to Month/Year — amount, date, and reason for any missed month 4. Whether a Give It Up surrender is recorded against Consumer No. XXX — date applied and mode
Distributor complaints: 5. Complaints received against distributor Name/Code in the last two years — nature and action taken 6. Prescribed delivery timeline and whether the distributor has been meeting it
Appeals
First Appeal (Section 19(1)): File with the FAA at the relevant oil company's state office within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.
Second Appeal (Section 19(3)): File with the Central Information Commission (CIC) within 90 days. IOCL, BPCL, and HPCL are Central Government PSUs — second appeal is CIC, not any State Information Commission.
