In the absence of an online portal, submit by Speed Post or Registered Post to the registered office, enclosing the ₹10 fee by Indian Postal Order or demand draft. If LMRCL is registered on rtionline.gov.in (the Central Government RTI portal) as a listed public authority, applications may also be filed there — verify this on the portal before attempting online filing through it. Step 3: State Your Entitlement Clearly

Step 4: Retain All Acknowledgements

First Appeal — Section 19(1)

Second Appeal to the Uttar Pradesh Information Commission — Section 19(3)

Separate land acquisition RTIs: If you are a property owner who wants records of your own land acquisition, file a separate RTI specifically for that survey/khasra number — do not combine it with general project queries. A focused, record-referenced application compels a specific, usable response.
Request certified copies: For land acquisition records that you intend to use in legal proceedings (Reference Court or Civil Court), specifically ask for "certified copies" of the award — not mere extracts or summaries. Certified copies are admissible as evidence.
Check LMRCL's annual reports: LMRCL is required to publish annual reports. If they are available on lmrcl.com, review them before filing RTI — they may already contain ridership data, financial summaries, and project status information that saves you from filing a separate application.
LMRCL vs District Land Acquisition Collector: Some land acquisition records (the original notification, the social impact assessment, and the award passed by the Collector) may be held by the District Land Acquisition Collector, Lucknow, rather than by LMRCL directly. If LMRCL directs you to the Collector's office under Section 6(3) of the RTI Act (transfer of application), that transfer is valid and the Collector's CPIO then becomes responsible for the response.
