KVS Regional Office (for school-specific matters): For admission results at a specific school, fee collections, individual teacher attendance and posting, and VMC accounts, the CPIO is at the KVS Regional Office covering that school. KVS has 25 regional offices across India — each school falls under one regional office. On the rtionline.gov.in portal, these appear as "Kendriya Vidyalaya Sangathan (Regional Office — City)".
KVS Headquarters (for policy-level matters): For the national admission circular, the approved national fee structure, HQ-level transfer orders, and aggregate data across schools, address the CPIO at KVS Headquarters, 18 Institutional Area, Shaheed Jeet Singh Marg, New Delhi – 110016. On the portal this appears as "Kendriya Vidyalaya Sangathan (HQ)".
Individual KV school: For RTI purposes, the CPIO is designated at the regional office level, not at the individual school. Filing with the regional office is the standard and recommended approach. If the regional office determines that specific records are held at the school, it will internally coordinate — you do not need to file a separate application with the school itself.
Practical tip: When in doubt, file with the KVS Regional Office. Mention the school's full name, address, and the academic year in your application text. The regional office is responsible for all schools within its jurisdiction and will obtain the records from the principal if needed. If you are unsure which regional office covers your KV, the CPIO is obligated to transfer the application to the correct officer under Section 6(3) of the RTI Act within 5 days.
How to File: Step by Step
Step 1 — Visit rtionline.gov.in
Go to rtionline.gov.in and register or log in with your mobile number or email address.
Step 2 — Select the public authority
- Ministry: Select Ministry of Education
- Public Authority: Select Kendriya Vidyalaya Sangathan (Regional Office — your city) for school-specific matters, or Kendriya Vidyalaya Sangathan (HQ) for policy-level matters
Step 3 — Write your application
Type your application in the text box or attach a PDF if it is lengthy. Begin with your name, your child's name and registration number, the name and location of the KV school, and the academic year. Then list your information requests clearly and specifically — numbered points are easier to respond to than a running paragraph.
Step 4 — Pay the fee
Pay ₹10 online via net banking, debit card, or UPI. BPL cardholders are exempt from the fee — attach a copy of the BPL certificate. Note your payment reference number.
Step 5 — Save the registration number
After submission, you will receive an RTI registration number. Keep it for tracking on the portal. The CPIO must respond within 30 days of receipt under Section 7(1) of the RTI Act, 2005.
Offline filing: If you prefer to file physically, send a written application to the CPIO, KVS Regional Office, by registered post with acknowledgement due. Enclose an Indian Postal Order (IPO) of ₹10 in favour of the Accounts Officer, KVS Regional Office. BPL applicants should enclose a copy of the BPL card instead of the IPO.
What Specific Information Can You Ask For
Admission Lottery Transparency
- Total number of applications received for Class I (or the relevant class) at KV Name for academic year 20XX-XX and the total number of seats available — broken down by general quota, service priority categories, and RTE quota.
- The date, time, and venue of the admission lottery draw; whether the draw was computerised or manual; the name and designation of the presiding officer.
- Whether registration number XXXXXX in the name of child's name was included in the lottery draw. If not, the specific reason for exclusion.
- The category-wise list of registration numbers of students selected in the draw (without personal details of other children if the CPIO cites privacy — the registration numbers alone are sufficient to verify inclusion or exclusion).
- Certified copies of the KVS HQ admission circular and any supplementary instructions issued to KV Name for the academic year 20XX-XX.
Service Priority Category Dispute
- The service priority category assigned to the application bearing registration number XXXXXX and the reason for that assignment.
- The eligibility criteria for the claimed category as per the KVS admission circular for 20XX-XX, including the documents required to establish it.
- Whether the documents submitted along with registration number XXXXXX were found sufficient to establish the claimed category. If not, the specific document or proof found to be deficient.
RTE Quota
- The number of seats reserved under the RTE Act, 2009, at KV Name for Class I in the academic year 20XX-XX.
- The number of applications received under the RTE quota and the number of seats filled.
- The selection process followed for RTE quota seats — lottery, first-come-first-served, or other.
- Whether the application in the name of child's name bearing registration number XXXXXX was considered under the RTE quota. If not, the reason for exclusion.
Fee Structure and Unauthorised Collections
- The complete fee structure approved by KVS HQ for KV Name for the academic year 20XX-XX — tuition fee class-wise, computer fee, and any other approved charges.
- Whether any Vidyalaya Vikas Nidhi (VVN) or voluntary development fund collection was authorised by KVS HQ for KV Name for 20XX-XX, and if so, the amount so authorised.
- The total amount collected from parents under each fee head during 20XX-XX, and copies of the receipts register or fee collection statement for the year.
Teacher Transfers and Postings
- The transfer or posting order number and date for Teacher Name/Designation currently posted at KV Name.
- The criteria applied for the transfer or posting and the authority who issued the order.
- The number of sanctioned teaching posts at KV Name and the number of posts currently filled — broken down by subject or department.
Vidyalaya Management Committee (VMC) Accounts
- The income and expenditure statement of the Vidyalaya Management Committee of KV Name for the academic year 20XX-XX.
- The details of any capital expenditure sanctioned and incurred by the VMC during 20XX-XX — purpose, amount, and vendor name.
Appeals
First Appeal — Section 19(1)
If the CPIO does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at the same KVS Regional Office (or KVS HQ, if you filed with HQ). The First Appeal must be filed within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable under Section 19(1) of the RTI Act, 2005.
Second Appeal — Section 19(3)
If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days of the date of the FAA's decision or the expiry of the FAA's response period. KVS is a Central Government body under the Ministry of Education — second appeals go to the CIC, not any state information commission.
The CIC has authority under Section 20 of the RTI Act to impose a penalty of ₹250 per day (up to ₹25,000) on the CPIO for failure to provide information without reasonable cause, and to recommend disciplinary action.
