The Karnataka Public Service Commission (KPSC) is the constitutional body established under Article 315 of the Constitution of India to conduct recruitment examinations and advise the Government of Karnataka on appointments to state civil services. Based at Udyog Vidhana in Bengaluru, KPSC is the primary gateway for candidates seeking entry into Karnataka's Gazetted and Non-Gazetted services — from the Karnataka Administrative Service (KAS) at the apex to Group C clerical and technical posts across state departments. For candidates who invest years of preparation in these competitive examinations, access to accurate, documented information about marks, answer keys, merit list composition, interview scores, and reservation roster compliance is both a practical need and a legal right enforceable under the Right to Information Act, 2005.

KPSC is a state public authority under Section 2(h) of the RTI Act, 2005, and is fully bound by the Act's disclosure obligations. Citizens can use RTI under Section 6 to access candidate-specific records without resorting to litigation or political intermediaries.

KPSC Examination Structure: KAS, KPS, KFIS, and Group A/B/C Posts

KPSC conducts examinations at multiple levels, covering a broad range of Karnataka state government services.

Karnataka Administrative Service (KAS) / Gazetted Probationers Examination is the flagship examination conducted by KPSC for entry into Group A gazetted services. The selection process typically involves a Preliminary Examination (objective type), a Main Examination (descriptive papers in multiple subjects), and an Interview / Personality Test. Successful candidates are appointed as Deputy Commissioners, Assistant Commissioners, Tahsildars, and other senior gazetted officers across Karnataka's revenue, administration, and line departments. The KAS examination is among the most competitive state civil service examinations in South India.

Karnataka Police Service (KPS) recruitment for Deputy Superintendent of Police (DSP) posts is also handled through KPSC, with a selection process covering a written examination and interview stage. Similarly, Karnataka Forest Service (KFIS) officer recruitment, for Assistant Conservator of Forests and range forest officer grade posts, falls within KPSC's mandate.

Group A and Group B Gazetted Services cover a wide range of departmental gazetted posts — including Commercial Tax Officers, Treasury Officers, and similar positions — whose recruitment is conducted through KPSC notifications specific to those departments or through consolidated gazetted probationer cycles.

Group B and Group C Non-Gazetted Services include posts such as Revenue Inspectors, First Division Assistants, Second Division Assistants, Junior Engineers, and similar positions across Karnataka's state departments. Some of these recruitments are conducted by KPSC directly; others are delegated to the Karnataka Examinations Authority (KEA) or to individual department-level recruitment cells. For RTI purposes, the relevant CPIO is that of the body which actually conducted the examination and maintains the records.

Understanding which body conducted your specific examination — KPSC, KEA, or a department's own recruitment board — is the first step before drafting an RTI application.

Karnataka's Unique Reservation Framework: Multiple OBC Sub-Categories

Karnataka operates one of the most complex reservation systems in India, with multiple Other Backward Classes (OBC) sub-categories — each with its own prescribed reservation percentage for state services. Understanding this structure is essential when using RTI to verify reservation roster compliance and category-wise cut-off marks.

Karnataka's reservation categories for state civil services include:

  • General Merit (GM): Open competition, unreserved seats
  • Category I: Certain Scheduled Castes and Scheduled Tribes that were already covered under reservation but are listed separately in Karnataka's OBC framework for specific purposes; in KPSC parlance, Category I typically refers to particularly vulnerable OBC communities (varies by Government Order)
  • Category II-A: Other Backward Communities as listed in the Karnataka OBC list — the numerically largest OBC block; includes communities such as Vokkaliga, Lingayat (in some notifications), and others as specified in Government Orders
  • Category II-B: Muslims (Other Backward Classes, not covered under other OBC categories), per Karnataka Government Orders on Muslim reservation
  • Category III-A: Scheduled Castes — Holeyar and related sub-groups listed separately in Karnataka's SC reservation notification
  • Category III-B: Other Scheduled Castes communities as listed
  • Scheduled Tribes (ST): Communities listed in the Presidential Order for Karnataka
  • Ex-Servicemen, PwD, EWS: Horizontal reservation categories applied across vertical categories

Note: Karnataka's reservation categories and their applicable percentages have been subject to revisions through successive Government Orders and court orders. The exact categories and percentages applicable to any specific KPSC notification are those stated in that notification and the accompanying Government Orders in force at the time of notification. When filing an RTI application to verify roster compliance, always cite the specific notification number and ask for the roster in relation to that notification's Government Order on reservation.

The complexity of Karnataka's multi-tier OBC framework means that errors in roster application — wrong category assignment, carry-forward of vacancies, or misclassification of a candidate's category — are not uncommon and can significantly affect a candidate's outcome. RTI is a powerful tool to verify that the roster was correctly applied.

What RTI Can Get You from KPSC

Marks Scored at Each Stage

KPSC candidates typically receive only a result notification — selected, not selected, or a roll number in a list — without a detailed marks breakdown. Under RTI, a candidate can request:

  • Paper-wise and subject-wise marks in the Preliminary Examination, with the total marks obtained out of the maximum marks for each paper
  • Paper-wise marks in the Main Examination, including marks in each descriptive or conventional paper, the maximum marks, and the qualifying threshold per paper
  • Whether the candidate met the prescribed minimum qualifying marks in each paper individually and in the aggregate, and if not, which specific paper(s) caused the shortfall
  • Marks awarded in the Interview / Personality Test, including the aggregate interview marks and the assessment criteria or competencies against which the candidate was evaluated

This level of disclosure enables a candidate to identify precisely where they stood at each stage and to verify whether marks were computed correctly.

Answer Key and Model Answers

The final answer key used for evaluation — including any revisions made following candidate representations — is a disclosable public document. KPSC publishes provisional answer keys for some examinations but does not always communicate the final answer key applied for scoring, particularly after challenge-based revisions. Under RTI, candidates can obtain:

  • The final question-wise correct answers adopted by KPSC for scoring the Preliminary Examination
  • Details of any question(s) deleted, awarded marks to all, or revised after the provisional answer key stage, including the reasons recorded for such revision
  • The series-wise question paper along with the answer key, enabling independent verification

Together with the candidate's marked responses (OMR sheet), the final answer key allows for an independent recomputation of scores.

Evaluated Answer Sheet (OMR Copy)

The Supreme Court of India in CBSE v. Aditya Bandopadhyay (2011) held that evaluated answer sheets are "information" under the RTI Act, 2005, and that examinees have the right to obtain certified copies. This ruling applies to all OMR-based examinations conducted by KPSC.

Under RTI, a candidate can request a certified copy of their evaluated OMR answer sheet, including:

  • The candidate's marked responses for each question in the paper series used
  • The correct responses as per the final answer key applied for evaluation
  • The marks credited or deducted per question as applicable under any negative marking scheme

Comparing the OMR copy with the final answer key allows a candidate to independently verify whether all responses were machine-read correctly and whether the answer key applied was accurate.

Merit List Rank and Composition

KPSC's final merit list determines who receives appointment. Under RTI, a candidate can request:

  • The candidate's aggregate score computed across all stages (written examination plus interview)
  • The candidate's overall rank and rank within their reservation category in the final merit list
  • The total number of candidates included in the merit list, broken down by reservation category
  • The marks range (highest and lowest marks) of candidates included in the merit list for each category
  • Whether the candidate's name appears in the main selection list or the waiting list, and if in the waiting list, the candidate's position

Interview Scores and Assessment Criteria

The marks awarded in the Interview / Personality Test are a disclosable component of the candidate's total score. Under RTI, candidates can obtain the aggregate interview marks and the broad assessment criteria or competency framework used by the interview board. The individual assessor's personal notes within the board are generally protected under Section 8(1)(e) (fiduciary exemption), but the total marks and assessment framework are disclosable. This allows candidates to verify whether the interview marks awarded to them are within the range awarded to other candidates in the same session, and whether the criteria were applied consistently.

Reservation Roster Compliance

The reservation roster is the document that records how each vacancy in a given recruitment was allocated across reservation categories. Under RTI, a candidate can obtain the category-wise vacancy allocation for a specific KPSC notification, the number of vacancies filled from each category, and whether the roster prescribed under Karnataka's reservation orders was correctly applied. Discrepancies in roster application — for example, a post that should have been allocated to Category II-A being filled under General Merit — can form the basis for a legal challenge, and the RTI-obtained roster is the essential documentary foundation for that challenge.

Cut-off Marks at Each Stage

Karnataka's multi-tier reservation system means that separate cut-offs apply at each stage of selection for each category. These are not always published in full. Under RTI, a candidate can obtain:

  • The minimum marks required in the Preliminary Examination to be called for the Main Examination, broken down for each reservation category
  • The minimum marks required in the Main Examination to be called for the Interview, broken down by category
  • The final cut-off marks applied for inclusion in the merit list, for each category and horizontal reservation group

What RTI Cannot Get You from KPSC

Formal revaluation is not an RTI remedy. If KPSC's rules do not provide for revaluation of descriptive answer scripts, RTI cannot compel it. RTI gives you the information to verify correctness — the actual revaluation, if available, proceeds through the Commission's own mechanism.

Individual assessors' personal interview notes are generally protected under Section 8(1)(e) as fiduciary communications within the interview board. However, the total marks awarded in the interview and the broad competency criteria used are disclosable.

Comparative marks of other candidates — RTI can give you information about yourself and about aggregate or anonymised statistical information. Asking for the marks of named individual candidates other than yourself may be refused under Section 8(1)(j) (personal information).

Where to File: KPSC's Designated CPIO

All RTI applications relating to KPSC examinations must be addressed to the Central Public Information Officer (CPIO), Karnataka Public Service Commission (KPSC), Udyog Vidhana, Bengaluru-560001. Udyog Vidhana, Bengaluru, is the headquarters of KPSC and the location where all examination and recruitment records are maintained.

How to File RTI with KPSC

Step 1: Identify the Exact Information You Need

Before drafting your application, note down the specific identifiers: the notification number, the name of the post and grade, your registration or hall ticket number, the examination dates, and your reservation category. Frame your request as numbered queries — one per specific piece of information sought. Vague requests yield vague responses.

Step 2: Draft Your Application in English or Kannada

Kannada is the official language of Karnataka, and KPSC accepts RTI applications in Kannada. If you are more comfortable writing in Kannada, filing in Kannada demonstrates local engagement and may be processed more readily. English is equally acceptable. Use the sample RTI application at the top of this guide as a starting template, adapting the specific exam identifiers.

Step 3: File Online or by Post

KPSC is listed under Karnataka state public authorities. You may file online through the Karnataka state RTI portal or through rtionline.gov.in if KPSC is listed there, or submit a physical application by registered post or in person to the CPIO at Udyog Vidhana, Bengaluru. Pay the ₹10 application fee as directed. BPL cardholders are exempt; attach a copy of the BPL card. Retain the acknowledgement receipt or online tracking reference.

Step 4: Track the 30-Day Deadline

Under Section 7(1) of the RTI Act, 2005, the CPIO must respond within 30 days of receipt of your application. The Section 7(1) proviso reduces this to 48 hours for matters involving life or liberty — unlikely to apply in routine examination mark queries.

Step 5: Appeal If Needed

If KPSC does not respond within 30 days, or the response is incomplete, evasive, or wrongfully withholds disclosable information:

  • First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within KPSC, within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required.
  • Second Appeal under Section 19(3): File with the Karnataka Information Commission (KIC) — constituted under Section 15 of the RTI Act as the state information commission for Karnataka — within 90 days of the FAA's decision or the expiry of the FAA's disposal period. KIC can direct KPSC to furnish the information and can impose a personal penalty of ₹250 per day (up to ₹25,000 total) on the CPIO under Section 20 of the RTI Act for willful denial or undue delay.

KPSC as a State Constitutional Body: Jurisdiction Clarity

KPSC is a Karnataka state constitutional body established under Article 315 of the Constitution of India. It is a public authority under Section 2(h) of the RTI Act. All RTI appeals from applications filed with KPSC remain firmly within the Karnataka state system:

  • First Appeal: First Appellate Authority (FAA) designated within KPSC, Bengaluru
  • Second Appeal: Karnataka Information Commission (KIC) — not the Central Information Commission (CIC)

The CIC has no jurisdiction over KPSC or any other Karnataka state government body. A second appeal filed mistakenly with the CIC will be returned as not maintainable. Always route second appeals to the KIC.

Practical Tips for an Effective KPSC RTI Application

  • Always cite the notification number, not just the exam year or name. KPSC may conduct multiple KAS or Gazetted Probationers examinations across different years; the notification number uniquely identifies the recruitment cycle whose records you are seeking.
  • Specify your registration or hall ticket number in full, not just your name. KPSC records are indexed by these identifiers, and specifying them correctly speeds up retrieval and reduces the scope for the CPIO to claim inability to locate records.
  • Ask for both the final answer key and your OMR sheet, not just one. The OMR sheet shows your marked responses; the final answer key shows the correct answers actually applied. You need both to independently verify your marks.
  • Ask specifically about revised or deleted questions. In large competitive examinations, it is common for some questions to be deleted or for the answer key to be revised after challenge. Ask for this information explicitly — it can account for mark differences that are not immediately apparent from the raw answer key.
  • Request certified copies of all records. Certified copies carry evidentiary weight in KIC proceedings or court matters, and KPSC is obligated to provide them.
  • Mention your reservation category and ask for category-specific cut-offs. Karnataka's multi-tier OBC framework means that the cut-off applicable to a Category II-A candidate may be different from the General Merit cut-off, the Category I cut-off, and so on. Asking only for the General Merit cut-off will not tell you whether you crossed the threshold applicable to your own category.
  • File promptly after results are announced. While there is no statutory time bar on filing an RTI application, examination records — including OMR sheets — have prescribed retention periods and may be weeded out after a certain period. File your application within weeks of the result announcement, not months.
  • Consider filing separate applications for the Preliminary and Main stages if both took place, rather than combining all queries into one application, especially if they were held under different notification phases or years apart.
