The Right to Information Act, 2005 provides every citizen a legally enforceable right to seek this information directly from the recruitment body, and for Jharkhand state government posts, that means filing an RTI with JPSC or JSSC.

What Can You Achieve with RTI to JPSC/JSSC?

Where to File: The Right Authority

JPSC and JSSC are separate bodies and must be approached independently depending on which body conducted your examination.

Jharkhand Public Service Commission (JPSC) handles Group A and Group B gazetted officer posts — most prominently the Jharkhand Combined Civil Services Examination (JCCSE) and equivalent cadre recruitments. The SPIO is located at JPSC Headquarters, Circular Road, Ranchi – 834001.

Jharkhand Staff Selection Commission (JSSC) handles Group B and Group C non-gazetted post recruitments — including the JSSC CGL (Combined Graduate Level), JSSC INTER-LEVEL (Combined Inter Level), matriculation-level examinations, Secretariat Assistant, Excise Constable, Panchayat Secretary, and various departmental service recruitments. The SPIO is located at JSSC Headquarters, Suchna Bhawan, Dhurwa, Ranchi – 834004.

The second appeal body for both JPSC and JSSC is the Jharkhand State Information Commission (SIC), Ranchi. This is a state body — not the Central Information Commission (CIC). Any appeal beyond the First Appellate Authority within JPSC or JSSC must go to the Jharkhand SIC under Section 19(3) of the RTI Act.

How to File: Step by Step

Step 1: Identify the Correct Authority and Gather Your Details

Confirm whether your examination was conducted by JPSC or JSSC based on who issued the admit card and published the advertisement. Collect the following before drafting:

  • Advertisement/Notification Number as published in the official notice
  • Your Registration Number and Roll Number (from your admit card)
  • The exact name of the examination and year
  • The stage you are asking about (Preliminary, Mains, Skill Test, Document Verification)
  • Your category (General, BC-I, BC-II, SC, ST, EWS, PwD)

Step 2: Draft Specific, Numbered Questions

Write each piece of information you want as a separate, numbered query. Vague requests such as "provide all details of my result" are difficult to enforce and easy to partially answer. The sample RTI in this guide is structured to cover the most important query points — marks, answer key, cut-off, selection methodology, vacancy count, and reason for non-selection.

Step 3: File on the Jharkhand RTI Portal

The Jharkhand government operates an online RTI filing portal for state bodies:

  1. Visit rti.jharkhand.gov.in and register or log in with your credentials
  2. Select the public authority — navigate to JPSC or JSSC as applicable
  3. Paste your drafted RTI text in the application field (attach a PDF if the text exceeds the character limit)
  4. Pay the ₹10 application fee through the portal's payment facility. BPL cardholders are exempt — attach a self-attested copy of your BPL card
  5. Save the acknowledgement receipt and registration number for tracking

You may also file by sending a written application by post or submitting it in person at the JPSC or JSSC office in Ranchi, along with a crossed Indian Postal Order or Demand Draft of ₹10 in favour of the Accounts Officer of the respective body. Cash is also accepted at the counter in many state offices.

Step 4: Track Your Application and Follow Up

After submission, note the registration or diary number. A response must be provided within 30 days of receipt under Section 7(1) of the RTI Act.

If there is no response within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) designated within JPSC or JSSC. This must be done within 30 days of the date of decision or the expiry of the 30-day response period, whichever is applicable.

Step 5: Second Appeal to Jharkhand State Information Commission

If the First Appellate Authority also fails to respond adequately, file a Second Appeal with the Jharkhand State Information Commission (SIC) under Section 19(3) of the RTI Act within 90 days of the FAA's decision or the date on which the FAA's decision should have been made. The Jharkhand SIC has the authority to direct the public authority to provide the information and to impose a penalty of ₹250 per day (up to ₹25,000) on the erring SPIO under Section 20 of the RTI Act.

What Specific Information Can You Ask For?

Marks and Score Details

The most immediate need for most candidates is their precise marks — not just a pass/fail outcome. You can ask for:

  1. Marks obtained by me in each paper separately for the Preliminary Examination held on DD/MM/YYYY, Roll No. XXX, along with the maximum marks for each paper
  2. Marks obtained by me in each paper separately for the Mains (Written) Examination, Roll No. XXX — specifically Paper I, Paper II, Paper III, and any optional/language paper, along with maximum marks
  3. Whether any deduction was made on account of negative marking, and the total questions marked incorrect in my response
  4. The total aggregate marks awarded to me at the Preliminary stage and at the Mains stage separately

Answer Key and Evaluation Methodology

Answer key challenges are common in JPSC and JSSC examinations. Through RTI, you can ask for:

  1. The provisional answer key released for the Preliminary Examination under Notification No. XXX, including the set/series applicable to Roll No. XXX
  2. The final official answer key after the objection/challenge period, and for every question where the answer was revised, the reason for revision and the number of objections received against that question
  3. Whether the evaluation of my answer sheet was carried out against the provisional or the final revised answer key; if the provisional key was used initially, whether the marks were subsequently corrected
  4. The number of candidates whose marks were revised after key correction under the above notification, and the total marks awarded before and after revision (in aggregate, not individually identified)

Selection Criteria and Merit List

Understanding how the merit list was built is essential for candidates who believe they should have qualified. You can ask for:

  1. The complete selection criteria and merit preparation methodology applied for the above recruitment — including paper-wise weightage, the treatment of equal marks (tie-breaking formula), and whether physical measurement or skill test results were factored in
  2. The category-wise cut-off marks (General, BC-I, BC-II, SC, ST, EWS, PwD) at the Preliminary stage and at the Mains stage for all posts covered under Notification No. XXX
  3. The final merit list (or panel) in which my Roll No. / Registration No. XXX appears or does not appear, and if it does not appear, the specific reason for my non-inclusion

Recruitment Details and Vacancy Matrix

Vacancy and roster data is frequently sought by candidates from reserved categories:

  1. The total number of vacancies notified under Advertisement No. XXX, broken down by post and by category (General, BC-I, BC-II, SC, ST, EWS, PwD, horizontal reservation for PwD/Ex-Servicemen)
  2. The total number of candidates recommended / selected for appointment under the above advertisement, category-wise
  3. The reservation roster register (or equivalent record) applied during the preparation of the merit list under the above advertisement, showing how each vacancy was mapped to the applicable category

Document Verification and Post-Selection Records

  1. The outcome of document verification conducted for my candidature — whether all submitted documents were found valid; if not, the specific document(s) found deficient or rejected, and the deficiency noted
  2. Whether any disqualification, cancellation, or debarment has been recorded against my Registration No. XXX in connection with the above recruitment, and if so, the grounds and the authority who issued the order
  3. The timeline and schedule of remaining steps in the recruitment process — for example, the expected date of issuance of appointment letters for the post I applied for, and the number of candidates waiting for appointment
