Where to File: The Right Authority
Jharkhand's welfare schemes for SC, ST, and PVTG communities are administered through a layered structure:
State Headquarters: The Welfare Department (SC/ST/Minorities and Backward Classes Welfare), Government of Jharkhand, headquartered at Nepal House, Doranda, Ranchi, is responsible for scheme design, budget allocation, and statewide fund release. District Level: The District Welfare Office (Zila Kalyan Karyalay) in each district is typically the most useful authority for individual cases — scholarship status for a specific student, a pension payment record for a specific beneficiary, or the beneficiary list for a specific block. The Zila Kalyan Padadhikari (District Welfare Officer) is usually the designated PIO at this level.
Tribal Development Commissioner: For PVTG-specific schemes, the office of the Tribal Development Commissioner, Jharkhand (which works in conjunction with the Welfare Department) may hold implementation records. Second Appeal: If you are dissatisfied with the response to your RTI — or receive no response — your Second Appeal under Section 19(3) of the RTI Act goes to the Jharkhand Information Commission (JIC), headquartered in Ranchi. The JIC is established under Section 15 of the RTI Act and has jurisdiction over all Jharkhand state public authorities, including the Welfare Department and its district offices. It is not the Central Information Commission (CIC) — that body handles only Central Government public authorities. How to File: Step by Step
Step 1 — Identify the correct authority. For individual payment or status queries, the District Welfare Office (Zila Kalyan Karyalay) of your district is usually the most effective first port of call. For state-level scheme data, eligibility criteria, or fund flow records, file with the PIO at the state Welfare Department headquarters in Ranchi.
Step 2 — Prepare your application. Use the sample RTI draft provided above, filling in your specific details: name, category (SC/ST/PVTG group), scheme name, application or registration number, district, and the specific information you need. Under Section 6(2) of the RTI Act, you are not required to give any reason for seeking the information. Be specific — the more precisely you identify the document or record you need (e.g., "the payment transaction record for my scholarship disbursement for academic year 2024-25 under Application No. XXX"), the more targeted the response will be.
Step 3 — Pay the fee and submit. The RTI application fee under the Jharkhand RTI Rules is ₹10 (consistent with the Central Rules). BPL cardholders are exempt from the fee under Section 7(5) — attach a copy of your BPL card and state the exemption explicitly. Submit through the state RTI portal, or by post, or in person at the department office. Keep proof of submission (postal acknowledgement or submission receipt).
Step 4 — Track and follow up. The PIO must respond within 30 days of receipt of your application (Section 7(1)). If your application relates to information that concerns the life or liberty of a person, the response must be given within 48 hours (Section 7(1) proviso). If 30 days pass without a response or with an inadequate response, you have grounds for a First Appeal.
Step 5 — File a First Appeal if needed. Under Section 19(1) of the RTI Act, file a First Appeal with the First Appellate Authority (FAA) — a senior officer within the same Welfare Department or District Welfare Office — within 30 days of the date of the CPIO's decision or the expiry of the 30-day response period, whichever is applicable. No fee is payable. The FAA has 30 days to dispose of the appeal (45 days in exceptional circumstances with reasons in writing).
Step 6 — File a Second Appeal with the Jharkhand Information Commission (JIC). If the First Appeal is also inadequate or unanswered, file a Second Appeal under Section 19(3) of the RTI Act with the Jharkhand Information Commission (JIC) within 90 days of the FAA's decision or the date it should have been made. The JIC can order disclosure, impose a penalty of ₹250 per day (maximum ₹25,000) on the PIO personally under Section 20, and recommend disciplinary action.

- The number of SC/ST scholarship applications received, approved, and disbursed from Block/District for the academic year XXXX-XX, and the number still pending disbursal
Pension Payment History and Stoppage
- Complete pension payment history for Beneficiary Name — the date, amount, and bank account for each monthly payment credited for the period Month/Year to Month/Year
- Whether Name is currently recorded as an active beneficiary under scheme name — if not, the date of removal and the specific reason
- Whether any periodic re-verification requirement triggered the suspension of payments, and whether the beneficiary was notified before suspension
