What it does is force JDA to place the responsible officer, the current stage of your file, and the specific reason for any delay on the official record — and that documented record is the foundation for every meaningful follow-up action: a First Appeal, an escalation to the Urban Development and Housing Commissioner, a complaint to the consumer forum, or a petition before the Rajasthan High Court.

Step 1: Gather Your Documents

Step 3: File Online at rti.rajasthan.gov.in
The most convenient route is the Rajasthan RTI portal at rti.rajasthan.gov.in. Register or log in, select "Urban Development and Housing Department" and then "Jaipur Development Authority" as the public authority, fill in the application form, upload your draft, and pay the ₹10 fee via net banking, debit card, or UPI. Save the registration number and the online acknowledgement — you will need these for tracking and for any First Appeal.
By post or in person: Send a written application by registered post to the SPIO, Commissioner, Jaipur Development Authority, JDA Circle, Jawaharlal Nehru Marg, Jaipur – 302 015. Appeals
First Appeal (Section 19(1)): If the SPIO does not respond within 30 days, or provides an incomplete or unsatisfactory reply, file a First Appeal with the First Appellate Authority (FAA) within JDA — an officer senior to the SPIO, typically the Additional Commissioner or an officer designated by JDA for this purpose. The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. No fee is required. The FAA must decide within 30 days, extendable to 45 days with written reasons.
Second Appeal (Section 19(3)): If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Rajasthan State Information Commission (RSIC), constituted under Section 15 of the RTI Act, within 90 days of the FAA's decision or the expiry of the FAA's response period. No fee is required. The RSIC — not the Central Information Commission (CIC) — has jurisdiction over JDA and all other Rajasthan state public authorities.
The RSIC can direct the SPIO to furnish the information and impose a penalty of ₹250 per day (up to ₹25,000) on the defaulting SPIO personally under Section 20 of the RTI Act if the refusal or delay is found to be without reasonable cause. Plot allotment records, possession orders, dues statements, building plan files, and encroachment action reports are standard administrative records maintained by JDA. They do not attract any Section 8 exemption under the RTI Act. If the SPIO cites a Section 8 exemption for such records, a First Appeal pointing out the absence of any valid exemption is likely to succeed before the FAA or the RSIC.
