Jal Jeevan Mission (JJM) — also known as Har Ghar Jal — is the flagship Central Government scheme launched in 2019 to provide safe and adequate drinking water through individual household tap connections to every rural household in India. It is implemented by the Ministry of Jal Shakti through the Department of Drinking Water and Sanitation (DDWS) at the Central level, and by State Public Health Engineering Departments (PHEDs) and State JJM Implementation Units at the ground level.

The scheme's core promise is a Functional Household Tap Connection (FHTC) — a tap at the household that delivers at least 55 litres per capita per day of potable water. While significant progress has been reported on the national dashboard at jaljeevanmission.gov.in, ground-level gaps are wide: connections missing, pipelines laid but no water flowing, contaminated water sources, and funds released but unutilised. The Right to Information Act, 2005 is a powerful tool to bridge this gap between official data and ground reality.

The Ministry of Jal Shakti and all State PHEDs, District Collector offices, and Gram Panchayats involved in JJM implementation are public authorities under Section 2(h) of the RTI Act, 2005.

What Can You Achieve with an RTI for Jal Jeevan Mission?

RTI is particularly effective for JJM because the scheme generates a large paper trail — Village Action Plans, household surveys, contractor agreements, water quality test reports, fund utilisation statements, and VWSC meeting minutes. All of this documentation is held by public authorities and is disclosable under the RTI Act.

Specifically, an RTI application can help you:

Verify your household's FHTC status. If your household has been surveyed, registered, or is in the queue for a tap connection but has not received one, RTI can compel the PHED or JJM implementation unit to disclose your exact position in the coverage list, the expected installation date, and any reason for delay.

Challenge false coverage data. The JJM national dashboard at jaljeevanmission.gov.in shows village-level FHTC numbers reported by states. In many cases, connections have been counted as "functional" before water actually reaches households, or after a tap was installed but the pipeline was never commissioned. RTI forces the authority to produce the underlying household list and the last physical verification date — making it possible to challenge inflated numbers.

Obtain water quality test results. JJM guidelines require water sources to be tested at least twice a year at the district and sub-district level, and at least five water samples per village per year are to be tested. RTI can get you the actual test reports — including parameters such as total coliform, E. coli, arsenic, fluoride, and nitrate — and find out whether contaminated sources are being treated or replaced.

Track fund utilisation. JJM is a Central scheme funded on a 90:10 ratio (Centre:State) for most states and 100% Central funding for Union Territories. RTI can reveal the exact amount released to your district or Gram Panchayat, the amount actually spent, and whether unspent funds have lapsed.

Scrutinise contractor performance. Pipeline and FHTC installation is contracted out. RTI can name the contractor, disclose the contract value, scope of work, scheduled completion date, and current physical and financial progress — creating accountability for delays and poor-quality work.

Verify VWSC constitution and functioning. JJM mandates that every Gram Panchayat constitute a Village Water and Sanitation Committee (VWSC) or Pani Samiti to manage, operate, and maintain water supply. RTI can verify whether this body exists, who sits on it, and whether it has actually been holding meetings.

Where to File: The Right Authority

JJM is a Central scheme but its implementation is almost entirely decentralised to the states. Understanding this structure is essential for directing your RTI to the right public authority.

Important: Before filing RTI, check the JJM dashboard at jaljeevanmission.gov.in. It shows state, district, block, and village-level FHTC data as reported by states. If the dashboard shows your village as covered but you have no tap, the discrepancy itself becomes the central question in your RTI.

How to File: Step by Step

Step 1 — Note the correct public authority and CPIO. For District PHED matters, the CPIO is typically the Executive Engineer or Superintendent Engineer of the PHED district unit. For State JJM Implementation Units, check the state PHED website for the designated PIO list. For the Ministry of Jal Shakti, the CPIO list is published on the Ministry's website and on rtionline.gov.in.

Step 2 — Gather reference details before writing. Note your village name, Gram Panchayat name, Block/Tehsil, District, and State. If you have a household registration number from the JJM survey or a complaint reference number, include it. Check the JJM dashboard for the officially reported FHTC count for your village — screenshot it as a reference.

Step 3 — Draft your application using Section 6. Use the sample draft in this guide as a starting point. Under Section 6 of the RTI Act, your application must be in writing (or electronic), addressed to the CPIO, and must specify the information you seek. You do not need to state reasons for seeking the information. Keep each question specific — "the total number of FHTCs reported as installed in Village X as of date" is better than a vague "connection status."

Step 4 — Pay the ₹10 fee and submit. For the Ministry of Jal Shakti and Central JJM bodies, file online at rtionline.gov.in with online payment. For State PHED offices, use your state's RTI portal (if available) or submit a physical application by post/hand delivery with a ₹10 Indian Postal Order or demand draft. BPL cardholders are exempt from the fee — attach a copy of your BPL card. Keep the acknowledgement receipt and payment reference.

Step 5 — Track and escalate if needed. The CPIO must respond within 30 days under Section 7(1) of the RTI Act. If you applied online, track the status on rtionline.gov.in or the state portal. If there is no response, or the response is incomplete or unsatisfactory:

  • First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at the same public authority within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. The FAA must decide within 30 days (extendable to 45 days).
  • Second Appeal (Section 19(3)): If the FAA's order is unsatisfactory or no order is received, file a Second Appeal within 90 days of the FAA's order or its non-receipt:
    • If you filed with the Ministry of Jal Shakti (Central body): Second Appeal to the Central Information Commission (CIC).
    • If you filed with a State PHED or State JJM Unit: Second Appeal to your State Information Commission (SIC).
    • If you filed with a Delhi state body (e.g., Delhi Jal Board): Second Appeal to the Delhi Information Commission (DIC) under Section 15 of the RTI Act.
  • Under Section 20, the CIC or SIC can impose a penalty of ₹250 per day (up to ₹25,000) on a CPIO who fails to respond without reasonable cause.

What Specific Information Can You Ask For?

FHTC coverage and household eligibility:

  1. Total households in Village/GP surveyed under JJM, total FHTCs targeted, and FHTCs installed and declared functional as on date of this RTI
  2. Whether household of Name/Address is in the JJM beneficiary list — if yes, expected connection date; if no, reason for exclusion and redressal process
  3. The date and method of the last physical verification of FHTC functionality in Village/GP
  4. If the village is reported as 100% covered on the JJM dashboard — the basis of that claim, the list of households recorded as connected with their addresses, and whether post-installation functionality testing was conducted

Village Action Plan and household survey: 5. A certified copy of the Village Action Plan (VAP) prepared for Village/GP under JJM, including the household survey data and coverage targets 6. The date the VAP was approved and by which authority

Fund utilisation: 7. Total JJM funds released and utilised for GP/Block/District for financial year XXXX-XX, with a component-wise breakdown (infrastructure, O&M, awareness, VWSC support) 8. Whether any funds were surrendered or lapsed in the last two financial years, and the reason
