First Appeal: If JAC does not respond within 30 days or the response is unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at JAC — typically a senior officer above the PIO — under Section 19(1) of the RTI Act.
Second Appeal: If the First Appeal is also unsatisfactory or goes unanswered, file a Second Appeal with the Jharkhand State Information Commission (SIC) under Section 19(3) of the RTI Act. The Jharkhand SIC is the final appellate authority for RTI matters relating to Jharkhand State Government bodies, including JAC. The SIC also has the power to impose penalties on the PIO under Section 20 and award compensation to complainants.
How to File: Step by Step
Step 1: Gather Your Examination Details
Before drafting your RTI, collect the following from your admit card, mark sheet, and JAC's result portal:
- Your Roll Number as it appeared on your JAC admit card
- The Class (X or XII) and the year of examination
- The name of the subject(s) for which you want the answer sheet or marks details
- Your school name and JAC affiliation code (if printed on your mark sheet)
- If you used JAC's internal scrutiny or revaluation scheme, keep the application reference number and result of that process handy
Step 2: Draft Specific, Targeted Questions
A good RTI application asks for precise documents and specific information. Vague requests lead to vague or incomplete replies. Ask for:
- A certified copy of your evaluated answer sheet for the named subject, roll number, and year
- The question-wise marks breakdown as recorded on the answer sheet
- Whether moderation or grace marks were applied, and the basis
- The revaluation criteria and procedure (if you want to understand or challenge JAC's scheme)

Step 3: File on the Jharkhand RTI Portal
- Visit rti.jharkhand.gov.in and register or log in
- Select Jharkhand Academic Council (JAC) as the public authority
- Fill in the application form and paste or type your RTI request
- Attach supporting documents if needed — your admit card or a copy of your mark sheet
Step 4: Pay the Application Fee
Pay ₹10 online via the portal. If filing by post, send an Indian Postal Order (IPO) for ₹10 drawn in favour of the Public Information Officer, JAC, Ranchi. BPL cardholders are fully exempt from the fee — attach a self-attested copy of your BPL ration card with your application.
Step 5: Track Your Application and Use the Appeal Process
After submission, note your registration number and track the status on the portal.
If JAC does not respond within 30 days, or the response is incomplete or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority at JAC. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable.
If the FAA's response is also absent or unsatisfactory, file a Second Appeal with the Jharkhand State Information Commission (SIC) under Section 19(3) of the RTI Act within 90 days of the FAA's decision or the date by which such decision should have been made. The SIC has the authority to order disclosure, impose a penalty of up to ₹25,000 on the erring PIO under Section 20, and recommend disciplinary action.
What Specific Information Can You Ask For?
Your Evaluated Answer Sheet
The most important information most students seek through RTI at JAC is a certified copy of their evaluated answer sheet. Ask for:
- A certified copy of your evaluated main answer booklet and all supplementary booklets for the named subject(s), Class X/XII, Roll Number XXX, Examination Year YYYY
- The question-wise or section-wise marks as recorded on the answer sheet by the examiner
- Any internal examiner's notes or marks recorded on the cover page or inside the booklet
Note that the information you can access is confined to your own answer sheet. Information about other students' answer sheets is exempt under Section 8(1)(j) of the RTI Act as third-party personal information — do not ask for other students' records in the same application.
Revaluation Criteria and Procedure

Marks Moderation and Statistical Adjustments
Examination boards, including state boards, sometimes apply grace marks for difficult questions or statistical adjustments to ensure fair scoring. Through RTI, you can ask:
- Whether any grace marks, moderation, or statistical adjustment was applied to marks in subject name for the Class X/XII Annual Examination, YYYY
- The quantum of adjustment applied and the basis — including any policy circular or board resolution under which it was authorised
- Your own marks before and after any such adjustment, if applicable
This is information about JAC's own policy decisions and aggregate adjustments — it is not personal data of any third party and is not exempt under Section 8 of the RTI Act.
Aggregate Statistical Data
For context and comparison, you can ask for aggregate data that does not identify any individual student:
- The maximum marks, passing marks, and subject-wise mean marks (average score) of all candidates who appeared in subject name in the Class X/XII Examination, YYYY
- The total number of candidates who appeared and the number who passed in subject name
- The highest marks scored by any candidate in subject name for the said examination year
