How to File RTI with India Post for Missing Parcels, Speed Post and Postal Life Insurance (PLI)

The Department of Posts — commonly known as India Post — is one of the largest postal networks in the world, operating over 1.5 lakh post offices across the country. It functions as a public authority under Section 2(h) of the Right to Information Act, 2005, which means every citizen has the right to seek information from it under the RTI Act.

India Post does far more than deliver letters and parcels. It administers a wide range of financial services: Postal Life Insurance (PLI) for government and postal employees, Rural Postal Life Insurance (RPLI) for rural residents, India Post Payments Bank (IPPB), and a suite of small savings schemes including National Savings Certificate (NSC), Kisan Vikas Patra (KVP), Public Provident Fund (PPF), Senior Citizen Savings Scheme (SCSS), and Post Office Savings Accounts (POSA). Disputes or delays in any of these services can be pursued through an RTI application.

How to identify your Postal Circle: India Post is divided into 23 Postal Circles, broadly one per state. For example:

  • Delhi — Delhi Postal Circle (Chief Postmaster General, Delhi)
  • Maharashtra — Maharashtra Postal Circle (Chief Postmaster General, Mumbai)
  • Tamil Nadu — Tamil Nadu Postal Circle (Chief Postmaster General, Chennai)
  • Uttar Pradesh — Uttar Pradesh Postal Circle (Chief Postmaster General, Lucknow)

To find the Postal Division covering your area, visit indiapost.gov.in and use the "Locate Post Office" section, or contact your nearest Head Post Office.

How to File on rtionline.gov.in

  1. Go to rtionline.gov.in and click Submit Request
  2. Select Ministry of Communications
  3. For Public Authority, select Department of Posts (or the relevant Postal Circle if listed separately)
  4. Fill in your personal details and paste your application questions — number each question separately for clarity
  5. Pay ₹10 via net banking, debit/credit card, or UPI. BPL cardholders are exempt — attach a copy of your BPL card
  6. Submit and note your Registration Number — needed to track your application and file appeals

You may also send a written application by post to the CPIO of the relevant Postal Division or Postal Circle, along with an Indian Postal Order (IPO) for ₹10 drawn in favour of the Accounts Officer of the concerned Post Office.

What to Ask For: RTI Questions by Use Case

For a Missing Speed Post or Registered Parcel

  1. Current status and last known location of article number XXX, booked on Date from Booking Post Office
  2. All tracking scan events — date, time, and facility/office at each scan point
  3. Whether the article was delivered — if yes, date of delivery and a copy of the recipient acknowledgement
  4. If not delivered, the reason and the current custody point
  5. SOP for undelivered Speed Post articles and the prescribed timeline for return to sender
  6. Status of complaint number XXX and the officer assigned to resolve it

For a PLI or RPLI Claim

  1. A copy of the claim rejection or delay letter, with the specific grounds cited
  2. The relevant policy terms, circulars, or internal guidelines applied to evaluate the claim
  3. All internal correspondence between post office staff and any medical examiner or investigation officer
  4. The name and designation of the officer who passed the order
  5. The prescribed timeline for processing PLI / RPLI claims and whether it was followed

Note: PLI (Postal Life Insurance) is for central and state government employees, defence personnel, and postal staff. RPLI (Rural Postal Life Insurance) is for rural residents. They are distinct products with separate rules, both administered by the Department of Posts.

For NSC, KVP, PPF, or SCSS Redemption

  1. Current status of the redemption request for certificate/account number XXX, submitted on Date
  2. Reason for delay and the name of the officer responsible
  3. Prescribed timeline for redemption under the relevant Post Office Savings Schemes rules
  4. Any pending documentation or verification requirement blocking the release of funds
  5. Copies of correspondence between the post office and any higher office regarding this case

For a Post Office Savings Account (POSA) Dispute

  1. Complete account statement for account number XXX from Start Date to End Date
  2. Details of the disputed transaction on Date for amount ₹XXX
  3. Name and designation of the officer who authorised the disputed transaction
  4. Any complaint lodged regarding this account and its current status

Appeals

First Appeal (Section 19(1)): If no response within 30 days, or if unsatisfactory, file with the First Appellate Authority (FAA) within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.

Second Appeal (Section 19(3)): If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) within 90 days. The Department of Posts is a Central Government body — the second appeal always goes to the CIC, not any State Information Commission. The CIC can direct the CPIO to provide the information and may impose a penalty of up to ₹25,000 under Section 20 of the RTI Act.

Practical Tips

  • Mention your article number or account number clearly — this is the key identifier that allows the CPIO to locate records quickly
  • File at the right level — an application sent to the wrong office will be transferred under Section 6(3) of the RTI Act, which adds time
  • Keep records of every step — the rtionline.gov.in portal provides a registration number for each application
  • Attach your complaint reference number if you have previously filed a complaint on CPGRAMS — this helps the CPIO link the RTI to the existing complaint record
  • BPL cardholders are exempt from the ₹10 fee — attach a self-attested copy of your BPL card
