The Indian Institutes of Management (IIMs) are premier business schools established by the Parliament of India under the Indian Institutes of Management Act, 2017. They receive substantial funding from the Central Government through the Ministry of Education and are public authorities under Section 2(h) of the RTI Act, 2005. This means every IIM is legally obligated to respond to RTI applications within 30 days.
The IIM MBA (PGP) admission process involves multiple stages — a CAT score-based shortlist, a Written Ability Test (WAT), a Personal Interview (PI), academic and work experience scores, and, in recent years, diversity bonus points. Each IIM designs its own version of this process. The criteria and weightages are not always published in detail on institutional websites, and candidates are often left without a clear explanation of why they were shortlisted or rejected.
RTI is a direct legal tool for CAT aspirants and MBA candidates to obtain the official shortlisting criteria, the evaluation rubrics used in WAT and PI, the exact diversity bonus formula, the final composite score formula, and the admission committee composition — all from the institution itself.
Important: Each IIM is a separate and independent public authority. RTI must be filed with the specific IIM you are inquiring about. A single RTI filed with IIM Ahmedabad, for instance, covers only IIM Ahmedabad's admission process and cannot compel IIM Bangalore or IIM Calcutta to disclose anything. Legal Basis: Why IIMs Are Subject to RTI
IIMs are statutory bodies created by an Act of Parliament — the Indian Institutes of Management Act, 2017. They are substantially funded by the Union Government, which makes them public authorities under Section 2(h) of the RTI Act, 2005. The CPIO at each IIM is a designated public official responsible for responding to RTI applications.
The IIM Act 2017 also introduced greater accountability measures for IIMs, including Board of Governors oversight and annual report requirements — all of which reinforce their transparency obligations. Unlike private universities, IIMs cannot claim to be private institutions exempt from RTI. Any refusal by an IIM CPIO to respond to a valid RTI application relating to the admission process is legally challengeable through the First Appeal and Second Appeal mechanism, with the Central Information Commission (CIC) as the final adjudicator.
What Information Can You Seek via RTI
The IIM MBA admission process has several components, each of which is independently disclosable under RTI.
CAT shortlisting criteria: IIMs use IIM-specific cutoffs (overall and section-wise percentile in VARC, DILR, and QA) to shortlist candidates for WAT/PI. The category-wise cutoffs — for General, EWS, OBC-NCL, SC, ST, and PwD candidates — are a core part of the admission policy. You can ask for the official cutoffs applied and the weightage assigned to CAT score, academics, work experience, and diversity factors at the shortlisting stage.
WAT/PI evaluation rubrics: WAT evaluates written communication ability, and PI assesses academic knowledge, professional competence, communication, and leadership potential. IIMs use formal rubrics and marking schemes for both. You can ask for the official rubric, the total marks allotted to each stage, and the evaluation parameters used by the panel.
Diversity bonus formula: Several IIMs award bonus points for gender diversity, non-engineering academic background, geographical diversity, and other parameters. The exact formula — including the marks or percentage assigned to each diversity factor — is often not published in full detail. RTI can compel the IIM to disclose the complete formula and the stage at which it was applied.
Final composite score and merit list: You can ask for the formula used to compute the final composite score (combining CAT, WAT, PI, academics, work experience, and diversity bonus), and the minimum composite score of the candidate admitted in each category for a given academic year.
Category-wise seat allocation: IIMs are required by law to implement reservation for OBC-NCL, SC, ST, EWS, and PwD candidates. You can verify the actual seat allocation, check whether the required number of reserved seats were filled, and identify any seats that remained vacant in each category.
Admission committee composition: IIMs must disclose the names and designations of the members of the Admissions Committee and any external experts involved in the WAT/PI evaluation panels.
How to File RTI with an IIM
File your RTI application online at rtionline.gov.in:
- Register or log in with your mobile number or email address on the portal
- Select Ministry: Ministry of Education
- Select Public Authority: choose the specific IIM — for example, Indian Institute of Management Ahmedabad, Indian Institute of Management Bangalore, Indian Institute of Management Calcutta, etc.
- Write your application text in the provided text box, or attach a PDF if the application is lengthy
- Pay the application fee of ₹10 online (net banking, debit card, or UPI)
- Note the registration number provided for tracking your application
BPL cardholders are exempt from the ₹10 fee — attach a copy of your BPL card along with your application.
Offline filing: If you prefer to file by post, address your application to the CPIO of the specific IIM, enclose a demand draft or Indian Postal Order of ₹10 payable to the IIM, and send it to the official address of that IIM by registered post.
Appeals
First Appeal — Section 19(1)
If the CPIO does not respond within 30 days, or if the response is incomplete, vague, or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at the same IIM. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable.
The FAA is typically a senior faculty member or administrative officer at the IIM who is designated for this role. The IIM's website or the RTI section of the IIM's official site usually identifies the FAA.
Second Appeal — Section 19(3)
If the FAA's response is absent or unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days of the date of the FAA's decision or the expiry of the FAA's response period. All IIMs are Central Government bodies under the Ministry of Education — second appeals go to the CIC, not any State Information Commission, regardless of the state in which the IIM is located.
The CIC has the authority under Section 20 of the RTI Act to impose a penalty of ₹250 per day (up to ₹25,000) on the CPIO for failure to provide information without reasonable cause, and to recommend disciplinary action against the officer responsible for the delay.
