How to File RTI with IGNOU — Exam Marks, Degree Verification, Re-evaluation and Certification Delays

Indira Gandhi National Open University (IGNOU) is India's largest open university, enrolling millions of students in undergraduate, postgraduate, diploma, and certificate programmes through distance and open learning. Despite its scale, IGNOU's administrative processes — result declaration, degree despatch, re-evaluation, grade card corrections — are frequently slow, opaque, and difficult to follow up on through normal channels.

For students facing delayed results, missing certificates, or unexplained evaluation outcomes, the Right to Information Act, 2005 is a legally enforceable tool that can compel IGNOU to disclose specific records and status information. IGNOU was established by the Indira Gandhi National Open University Act, 1985 and operates under the Ministry of Education, Government of India. It is a public authority under Section 2(h) of the RTI Act, 2005, and is fully bound by its provisions.

The landmark Supreme Court decision in CBSE & Anr. v. Aditya Bandopadhyay & Ors. (2011) confirmed that evaluated answer sheets are "information" as defined under the RTI Act. This principle applies equally to IGNOU's Term-End Examination answer sheets. The ruling means IGNOU cannot lawfully refuse to provide a copy of your evaluated answer sheet on a valid RTI request.

File at IGNOU Headquarters for:

  • Term-End Examination results and answer sheet copies
  • Re-evaluation and verification of marks
  • Degree Certificate, Provisional Certificate, and Grade Card despatch
  • Programme completion and eligibility records
  • Any matter involving central examination administration

File at the Regional Centre for:

  • Study centre-related complaints (study material dispatch, attendance, assignment submission records held at the regional level)
  • Local admission issues
  • Programme-level queries specific to your region

For most students, IGNOU Headquarters is the correct address for the issues that prompt an RTI — result delays and certificate status are handled centrally.

How to navigate on rtionline.gov.in: Go to rtionline.gov.in, log in, click Submit Request, and in the Ministry/Department dropdown select Ministry of Education, then Indira Gandhi National Open University (IGNOU). You will then be able to select either IGNOU Headquarters or a specific Regional Centre as the concerned public authority.

How to File: Step by Step

Step 1: Check IGNOU's Student Portal First

Before filing your RTI, log in to the IGNOU student portal at ignou.ac.in and check your current result status, grade card, and despatch details under Student Zone. Note down exactly what information is missing, incorrect, or delayed — this will help you draft targeted RTI questions. Also note your enrollment number, programme code, course codes, and the Term-End Examination session (June or December and the year).

Step 2: Draft Specific, Targeted Questions

Vague questions lead to vague or deflecting responses. Frame your questions around specific records: the marks awarded in a named course code, the date a specific certificate was despatched, the current status of a re-evaluation application filed on a specific date. The sample draft in this guide covers the most common scenarios — adapt it to your exact situation and remove questions that do not apply.

Step 3: File on the RTI Online Portal

  1. Visit rtionline.gov.in and log in or create a free account
  2. Click Submit Request
  3. Select: Ministry of Education → Indira Gandhi National Open University (IGNOU) → Headquarters (or the relevant Regional Centre)
  4. Paste your application in the text field (limit: 3,000 characters). If your draft is longer, attach it as a PDF using the attachment option
  5. Attach supporting documents if useful — a copy of your enrollment confirmation, hall ticket, or earlier correspondence with IGNOU

Step 4: Pay the Application Fee

Pay ₹10 online via net banking, debit/credit card, or UPI on the portal. BPL cardholders are fully exempt — select the BPL exemption option and attach a self-attested copy of your BPL ration card.

Step 5: Track Your Response and Appeal if Needed

After submission, note the registration number provided — you can use it to track the response at rtionline.gov.in under View Status. IGNOU must respond within 30 days under Section 7(1) of the RTI Act, 2005.

If IGNOU does not respond within 30 days, or the response is incomplete, evasive, or incorrect, you have two escalation options:

  • First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at IGNOU within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. The FAA must decide within 30 days (extendable to 45 days with reasons).
  • Second Appeal (Section 19(3)): If the FAA's response is also unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) within 90 days of the FAA's decision or the date on which it should have been made. The CIC has the power to impose a penalty of ₹250 per day of delay (up to ₹25,000) on the CPIO under Section 20 of the RTI Act, 2005.

What Specific Information Can You Ask For?

Exam Result Delays and Missing Results

IGNOU Term-End Examination results are typically declared within 45–60 days of the exam, but delays of several months are not uncommon. Through RTI, you can ask:

  • The date on which your answer sheet for a specific course was received at the examination/evaluation centre
  • The date on which it was evaluated and by whom (designation of the evaluator)
  • The date on which your result was finalised and uploaded to the student portal
  • Whether your answer sheet has been located in IGNOU's records — a non-trivial question, as answer sheets have occasionally been lost or misrouted
  • Whether there is any administrative hold on your result (fee default, eligibility issue, pending project report, etc.) and the basis for such hold

This information can identify whether the delay is in evaluation, in data entry, or in a pending administrative clearance — each of which requires a different follow-up.

Evaluated Answer Sheet Copies

The Supreme Court's ruling in CBSE v. Aditya Bandopadhyay (2011) applies directly to IGNOU. You are entitled to a certified copy of your evaluated answer sheet through RTI. Ask for:

  • A certified copy of your evaluated answer sheet (main booklet and all supplementary sheets) for the named course code and examination session
  • The marks awarded question-wise or section-wise, as marked on the answer sheet by the examiner
  • If you had applied for re-evaluation, the marks awarded in the first evaluation and the marks awarded after re-evaluation

Confine your request to your own answer sheet. Information about other students' answer sheets is third-party personal information exempt under Section 8(1)(j) of the RTI Act.

Re-evaluation and Verification of Marks

IGNOU has an internal re-evaluation scheme under which students can apply, against a fee, for fresh evaluation of their answer sheets. Through RTI you can:

  • Ask whether your re-evaluation application (submitted on a specific date for a named course) has been processed and, if yes, the outcome including the revised marks
  • If it has not been processed, ask for the reason for delay and the expected processing date
  • Ask for the marks awarded in the original evaluation and, separately, after re-evaluation — useful to understand whether re-evaluation was genuinely conducted

Degree Certificate, Provisional Certificate, and Grade Card

Delayed or non-receipt of degree certificates and grade cards is one of the most common complaints IGNOU students bring to RTI. Ask:

  • Whether your Degree/Provisional Certificate/Grade Card for a specified programme and year of completion has been issued
  • If issued, the despatch date, the courier or postal tracking number, and the address to which it was despatched
  • If not issued, the current stage at which your file is held and the reason it has not been issued
  • Whether your Study Centre (SC Code) and Regional Centre have submitted all required documents (assignment marks, project reports, practical records) to Headquarters — missing records from study centres are a frequent cause of withheld certificates

Enrollment and Records Errors

If your grade card or certificate contains an incorrect name, date of birth, or other personal detail, use RTI to:

  • Obtain a copy of the enrollment form as submitted at the time of admission and the supporting documents submitted with it
  • Ask for the current name/date of birth/programme details as recorded in IGNOU's central database
  • Ask whether a correction application you submitted has been received and processed

This creates a documented record of what IGNOU holds on file, which is essential for formal correction requests and, if necessary, legal proceedings.

Programme Eligibility and Registration Status

Students who are unsure whether their registration for a semester or session is valid — for example, due to a fee payment dispute or incomplete re-registration — can ask:

  • Whether their enrollment number is active and registered for the current academic session
  • Whether all dues have been recorded as cleared in IGNOU's system
  • Whether their study centre has recorded their attendance or submission of assignments for the relevant period

Getting written confirmation of your registration status from IGNOU through an RTI response creates an official record that is useful if disputes arise later about eligibility to appear in examinations or receive certificates.
