Haryana Shehri Vikas Pradhikaran (HSVP) is the principal urban development and housing authority of the Government of Haryana. It plans, acquires, develops, and allots residential and commercial plots in urban estates across Haryana — from Gurugram, Faridabad, and Panchkula in the NCR belt to Hisar, Rohtak, Ambala, Karnal, Panipat, Sonipat, and dozens of smaller towns across the state. For hundreds of thousands of Haryanvi families, an HSVP plot represents a significant life investment — and the journey from application to possession to completion of construction involves multiple encounters with HSVP's Estate Offices, Building Branch, Accounts Branch, and headquarters.
This guide explains how citizens can use the Right to Information Act, 2005 (RTI Act) to obtain documented, verifiable information from HSVP on plot allotment status, possession certificates, outstanding dues, building plan sanctions, and scheme records.
HUDA to HSVP: The 2018 Renaming
HUDA — the Haryana Urban Development Authority — was renamed Haryana Shehri Vikas Pradhikaran (HSVP) in 2018. The renaming was a legislative change; the organisation, its staff, its urban estates, its ongoing schemes, and all allotment records remained continuous. If your allotment letter, possession letter, or any correspondence from the authority was issued under the name "HUDA," it is fully valid today. The same Estate Office that handled your HUDA case now functions as the HSVP Estate Office for that urban estate.
The change has caused some confusion among older allottees who are unsure whether to address their RTI applications to "HUDA" or "HSVP." The correct address is HSVP — but using the old "HUDA" name in an RTI application will not invalidate the application, as the SPIO is the same officer in the same office.
What RTI Can Help You Get from HSVP
HSVP is a state public authority under Section 2(h) of the RTI Act, 2005. It is obliged to provide information held in its records on request under Section 6, within 30 days under Section 7(1). The following categories of information are routinely obtainable via RTI:
Plot Allotment Status and Registration Records
- The current allotment status of your plot — whether allotted, cancelled, forfeited, or transferred — and the name in which the plot stands in HSVP's records as on the date of the RTI application
- Copies of the original allotment letter (Memorandum of Allotment), any transfer order, or cancellation/forfeiture order relating to your plot
- The dates and stated grounds for any change in allotment status since the original allotment
- Confirmation of whether a particular scheme draw was conducted fairly — the number of plots offered, total valid applications, draw procedure, draw committee members, and the draw date
Dues, Instalments, and Financial Records
- The complete payment ledger for your plot — instalments paid (date, amount, receipt number), overdue instalments, interest or surcharge levied, and the basis/rate of interest applied
- Total outstanding dues as on a specific date, and whether any extension of payment time has been granted and under what order
- Whether a "No Dues Certificate" (NDC) has been issued for the plot, and if not, the specific outstanding amount and the conditions to be fulfilled for its issuance
- Records of any enhanced compensation, revised price demand, or additional amount levied after the original allotment, along with the order references
Possession and Completion Records
- Whether possession of the plot has been offered or handed over, the date of the possession letter/notice, and whether the plot was clear of encumbrances and encroachments at the time of handing over
- If possession has not been offered despite full payment, the specific reasons and the officer responsible for the delay
- Copies of the Possession Certificate and, where applicable, the Completion Certificate or Occupation Certificate
- Whether the urban estate or sector in which the plot is located has received a Completion Certificate from the relevant local body or HSVP itself
Building Plan Sanction Records
HSVP Estate Offices are the competent authority for sanctioning building plans on HSVP-allotted plots under the HSVP Building Regulations. RTI can surface:
- The reference number and date of receipt of your building plan application at the Estate Office (Building Branch)
- The file number assigned, the officer holding the file, and the current stage of processing
- Specific deficiencies, observations, or objections raised on your plan — and the basis under HSVP Building Regulations for each objection
- The sanction order number, date, conditions of sanction, and the sanctioning authority if the plan has been approved
- The rejection order number, date, specific grounds of rejection, and the authority who passed the order if the plan has been rejected
- Whether any deviation report or compounding fee demand has been issued for construction carried out contrary to the sanctioned plan
Scheme Details and Draw Records
- Complete scheme details for the plot allotment scheme under which your plot was drawn — including the scheme notification, the total number of plots offered under each category (General, SC, BC, EWS, Ex-Serviceman, Physically Handicapped) and plot size, and the method of selection
- The computerised draw-of-lots procedure, the software or agency used, the draw date and place, and the name and designation of the supervising authority/committee
- The list (or range) of application numbers of allottees in your category, or the waiting list position assigned to you
Where to File: Estate Office vs. HSVP Headquarters
HSVP operates a decentralised structure. Each major city or urban estate has its own Estate Office, which is the primary administrative and records-holding unit for plots in that estate. Most RTI applications about a specific plot should be filed with the SPIO, Estate Officer, HSVP for the concerned urban estate — this is the office that holds the allotment file, payment ledger, building plan records, and possession records for that plot.
For matters that are handled centrally — such as scheme notifications, draw records for state-wide schemes, policy orders from the Chief Administrator's office, or appeals from multiple estates — file with the SPIO, Chief Administrator, HSVP, C-3, Sector 6, Panchkula – 134 109.
If you are unsure which office holds the relevant records, file at both levels — the SPIO at the Estate Office level and the SPIO at the HQ level — as separate RTI applications (each with its own ₹10 fee). Under Section 6(3) of the RTI Act, if an application is received by the wrong SPIO, they are duty-bound to transfer it to the correct SPIO within five days and notify the applicant.
How to File RTI with HSVP
Step 1: Identify What You Need
Be specific. Identify the plot number, sector, urban estate, city, allotment letter number, and scheme name before drafting your application. Frame each information request as a numbered question. Avoid broad requests like "provide all records" — specific, numbered questions produce faster and more complete responses.
Step 2: Draft Your Application
Use the sample application provided above. Remove the requests that do not apply to your situation and add any additional specific requests. If you want certified copies of specific documents (allotment letter, possession letter, scheme notification), ask explicitly — "Please provide a certified copy of document." Certified copies are admissible in legal proceedings.
Step 3: File Online at rtionline.haryana.gov.in
HSVP is a Haryana state public authority. File your RTI application through the Haryana government's dedicated RTI online portal at rtionline.haryana.gov.in. The portal allows you to:
- File online and pay the ₹10 fee by debit card, credit card, or net banking
- Select HSVP (or the specific Estate Office) as the public authority
- Track your application status using the registration number issued after filing
- Receive the response electronically if you provide an email address
Alternatively, submit a physical application by registered post or in person to the SPIO at the concerned Estate Office or at HSVP HQ, Panchkula. Pay the ₹10 fee by Indian Postal Order (IPO) or demand draft in favour of the Accounts Officer, HSVP, or as directed at the counter. BPL cardholders are exempt from the fee; attach a copy of your BPL card.
Step 4: Track Your Application
The SPIO must respond within 30 days of receipt (Section 7(1), RTI Act, 2005). If the information sought concerns the life or liberty of any person, the response must be provided within 48 hours under the proviso to Section 7(1). Keep the acknowledgement number or postal tracking receipt as evidence of the filing date.
Step 5: First Appeal and Second Appeal
If the SPIO does not respond within 30 days, or the response is incomplete, incorrect, or evasive:
- First Appeal under Section 19(1): File with the First Appellate Authority (FAA) designated within HSVP — typically the Estate Officer (for Estate Office SPIOs) or the Deputy/Additional Chief Administrator (for HQ SPIOs). File within 30 days of the date of the decision or expiry of the 30-day response period, whichever is applicable. No fee is required.
- Second Appeal under Section 19(3): If the FAA also fails to respond or gives an unsatisfactory reply, file with the Haryana State Information Commission (HSIC) within 90 days of the FAA's decision or the expiry of the FAA's response period. No fee is required. The HSIC can direct HSVP to furnish the information and impose a penalty of ₹250 per day (up to ₹25,000) on the defaulting SPIO personally under Section 20 of the RTI Act.
Detailed Information Requests: Drafting Tips
For Plot Allotment Status
Always include the allotment letter number, date, plot number, and sector. If you have changed address since the original allotment, mention both the old and new address. Ask specifically for the name in which the plot is currently registered in HSVP's records — this is critical if there has been a transfer or succession dispute.
For Outstanding Dues
Ask for the dues statement as on a specific date (e.g., "as on DD/MM/YYYY"). Also ask for the rate of interest being charged and the specific rule/order under which it is levied. Errors in interest calculation are common, and the RTI response provides the documented basis to challenge any demand before the Estate Officer or in an appeal.
For Building Plan Sanction
If your plan has been pending for more than the prescribed time under the Haryana Right to Service Act, note this explicitly in your RTI application. Ask for the name and designation of the officer currently holding the file — this creates a clear accountability record.
For Possession Disputes
If HSVP has offered possession but the plot was encroached upon or disputed at the time, ask specifically whether the possession was offered subject to any encumbrance or encroachment — and for copies of the site inspection report, if any, prepared before the possession letter was issued.
HSVP is a Haryana State Body: Appeals Go to HSIC, Not CIC
HSVP is established under Haryana state legislation and is a Haryana state public authority under Section 2(h) of the RTI Act. All RTI appeals — both First Appeal and Second Appeal — remain within the Haryana state system:
- First Appeal: First Appellate Authority within HSVP
- Second Appeal: Haryana State Information Commission (HSIC) — constituted under Section 15 of the RTI Act for Haryana
The Central Information Commission (CIC) has no jurisdiction over HSVP or any other Haryana state body. Filing a second appeal with the CIC will result in the complaint being returned. Always address your second appeal to the HSIC.
