Where to File: The Right Authority
HPPSC is headquartered at Nigam Vihar, Shimla – 171002, Himachal Pradesh. All information relating to HPPSC-conducted examinations — answer keys, marks, merit lists, interview records, and recruitment process details — is held by HPPSC and must be sought from its Central Public Information Officer (CPIO) at Shimla.
HPPSC does not have separate regional offices for examination purposes. All RTI applications relating to any HPPSC-conducted examination must be directed to the CPIO at the Shimla headquarters, regardless of where the examination was held or where the candidate resides.
Second Appeal Authority: If your First Appeal to HPPSC's First Appellate Authority (FAA) is unsatisfactory or unanswered, the Second Appeal under Section 19(3) of the RTI Act lies with the Himachal Pradesh State Information Commission (HP SIC), Shimla. HP SIC is the designated State Information Commission for Himachal Pradesh under Section 15 of the RTI Act, and it has jurisdiction over all public authorities of the Himachal Pradesh state government, including HPPSC. The CIC (Central Information Commission) has no jurisdiction over HPPSC.
How to File: Step by Step
Step 1: Identify the Information You Need
Before drafting your application, list exactly what you want to know. Be specific and numbered. Vague requests like "provide all information about my result" are less effective than clearly stated numbered questions — each asking for one specific piece of information. Identify the examination name, the notification/advertisement number, your roll number, and your category before you begin drafting.
Step 2: Gather Your Details
You will need the following before drafting:
- Exact name of the examination (e.g., HAS Combined Competitive Examination, 2024) and notification/advertisement number
- Roll number for each stage you appeared for (Prelims roll number and Mains roll number may differ)
- Category (General / OBC / SC / ST / EWS / Ex-Serviceman / Other)
- Dates of examination for each stage you appeared for
- Subject/paper names if asking for subject-wise marks in the Mains
Step 3: Draft and File Online via the HP RTI Portal
Himachal Pradesh operates a dedicated RTI filing portal at hprti.hp.gov.in. Use this portal to file your application online:
- Visit hprti.hp.gov.in and register or log in
- Select Himachal Pradesh Public Service Commission (HPPSC) as the public authority
- Fill in the online form, paste your drafted RTI request text in the information sought field, and attach any supporting documents if relevant
- Pay the application fee of ₹10 online
- Note down the registration number you receive — you will use it to track the application and to reference it in any appeal
Alternatively, you may send a physical RTI application by post or hand-deliver it to the CPIO, HPPSC, Nigam Vihar, Shimla – 171002, along with an Indian Postal Order (IPO) for ₹10 drawn in favour of the CPIO, HPPSC. If you belong to the BPL (Below Poverty Line) category, attach an attested copy of your BPL certificate — you are exempt from the fee.
Step 4: File a First Appeal if Needed
If HPPSC does not respond within 30 days, or if the response is incomplete, incorrect, or unsatisfactory, you are entitled to file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at HPPSC. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. Address the First Appeal to the First Appellate Authority, Himachal Pradesh Public Service Commission, Nigam Vihar, Shimla – 171002, referencing your original RTI registration number.
Step 5: File a Second Appeal with HP SIC if Required
If the FAA's response is absent, inadequate, or unsatisfactory, file a Second Appeal with the Himachal Pradesh State Information Commission (HP SIC) under Section 19(3) of the RTI Act within 90 days of the FAA's decision or the date it should have been made. The HP SIC has the power to direct HPPSC to provide the information, impose penalties on the CPIO under Section 20 of the RTI Act for unjustified delays or refusals, and award compensation to the applicant where information was wrongly denied.
