How to File: Step by Step
Step 1 — Gather the details of the industry or matter
Before drafting your application, note down as many of the following as are available to you:
- Name of the industry or factory — the full registered name of the company or unit
- Location — village, town, and district in Himachal Pradesh where the unit is located
- Consent or authorisation number — if you have access to the unit's consent certificate or earlier correspondence with HPPCB
- The time period for which you are seeking inspection reports, monitoring data, or violation records (e.g., January 2022 to June 2026)
- Name of the water body (river, stream, nala) if you are seeking water quality data for a specific watercourse
If you do not know the exact name or consent number of the industry, you can ask HPPCB to provide that information too — for example, asking for a list of all industries operating in a named village or industrial estate.
Step 2 — Draft specific, targeted questions

Step 3 — File online via the HP RTI portal
- Visit hprtionline.hp.gov.in and register or log in
- Select the relevant public authority — navigate to Environment, Science and Technology Department → Himachal Pradesh Pollution Control Board (HPPCB)

Step 5 — Track your response and appeal if needed
HPPCB must respond within 30 days of receipt under Section 7(1) of the RTI Act. - First Appeal (Section 19(1)): File with the First Appellate Authority (FAA) at HPPCB within 30 days of the date of the SPIO's decision or the expiry of the 30-day response period, whichever is applicable. No fee is payable.
- Second Appeal (Section 19(3)): If the FAA's response is also unsatisfactory or absent, file with the Himachal Pradesh State Information Commission (HP SIC), Shimla within 90 days of the FAA's decision or the date by which it should have been made. No fee is payable. The HP SIC can direct HPPCB to provide information and can impose a personal penalty on the errant SPIO under Section 20 of the RTI Act.

Factory Consent to Establish and Consent to Operate
The Consent to Establish (CTE) and Consent to Operate (CTO) are the core regulatory permissions that any industry must obtain from HPPCB before setting up or operating a unit in Himachal Pradesh under the Water Act, 1974 and the Air Act, 1981.

- Stack emission monitoring data submitted to HPPCB by Industry Name under its CTO conditions for specify period, and whether the reported values were within the prescribed limits
- Ambient water quality data and effluent quality monitoring data for Name of River/Stream/Nala near Location, for parameters including BOD, COD, total suspended solids, dissolved oxygen, and pH, for the period specify period, as maintained or received by HPPCB
NOC and Project-Related Applications
