File at the SPIO designated at the Divisional Controller's office for the concerned division.
- Regional Manager's Office: For region-level matters — complaints spanning multiple divisions within a region, regional tender records, and staff postings at the regional level.
- Managing Director's Office (Headquarters): For corporate-level matters — major procurement tenders, corporate policy decisions, senior officer service records, and matters not resolved at the divisional or regional level. The MD's office is at Lal Darwaja, Ahmedabad – 380 001.

How to File RTI with GSRTC
Step 1: Identify Your Information Need

Avoid vague requests such as "provide all records related to my matter" — specific, bounded questions attract faster and more complete responses.
Step 2: Draft Your Application

Retain only the information requests that apply to your situation; delete the rest. If you are requesting a certified copy of a specific document — an enquiry report, a promotion committee order, or a tender award — state that explicitly and ask for a certified copy, as certified copies are admissible in court and before tribunals.
Step 3: File Online via the Gujarat RTI Portal
GSRTC is a Gujarat state public authority. The primary online filing channel is the Gujarat government's RTI portal at rtionline.gujarat.gov.in. The portal allows you to select GSRTC as the public authority, upload your application, and pay the ₹10 fee online. You will receive an acknowledgement number that you can use to track the status of your application.
Alternatively, submit a physical application by registered post or in person to the SPIO at the relevant GSRTC office. Pay the ₹10 fee by Indian Postal Order or demand draft in favour of "Gujarat State Road Transport Corporation," or as directed. BPL cardholders are exempt from the fee — attach a copy of your BPL card.
Step 4: Track and Follow Up
The SPIO must respond within 30 days of receipt of your application (Section 7(1), RTI Act 2005). If the matter involves life or liberty of a person — for instance, where an injured person's condition is at stake — the deadline is 48 hours under the proviso to Section 7(1). Keep your acknowledgement slip or registered post receipt as proof.
The Appeal Path: GSRTC is a Gujarat State Body
GSRTC is a state public authority under Section 2(h) of the RTI Act, 2005. The complete appeal path is within the Gujarat state system:
- First Appeal — Section 19(1): If GSRTC does not respond within 30 days, or provides an incomplete or evasive reply, file a First Appeal with the First Appellate Authority (FAA) designated within GSRTC. The First Appeal must be filed within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. No fee is payable. Address the appeal to the FAA at the same office where you filed the original application — the Divisional Controller's office, Regional Manager's office, or the MD's office as the case may be.
- Second Appeal — Section 19(3): If the FAA also does not respond or gives an unsatisfactory reply, file a Second Appeal with the Gujarat Information Commission (GIC), constituted under Section 15 of the RTI Act, within 90 days of the FAA's decision or the expiry of the FAA's response period. No fee is payable. The GIC can direct GSRTC to furnish the information and impose a penalty of ₹250 per day (up to ₹25,000) on the SPIO personally under Section 20 of the RTI Act for unjustified delay or refusal.
The Central Information Commission (CIC) has no jurisdiction over GSRTC or any other Gujarat state public authority. Filing a second appeal with the CIC will result in it being returned as not maintainable. Always address the second appeal to the GIC.
Tips for an Effective GSRTC RTI Application
- Quote reference numbers in every request: Pass application numbers, route numbers, vehicle registration numbers, staff IDs, and tender reference numbers all help GSRTC locate the relevant records quickly. An RTI without these identifiers often results in a response claiming the information cannot be identified.
- Ask for certified copies of documents: Rather than asking GSRTC to "explain" a decision, ask for a certified copy of the specific order, report, or resolution. Certified copies carry evidentiary value before courts, tribunals, and the MACT.
- Specify date ranges for complaints and action-taken records: Open-ended requests for "all complaints" can be returned as too broad. Limiting the request to a specific time window — e.g., the past one financial year — makes the query manageable and the response more likely to be complete.
- Use the correct SPIO: Filing at the divisional level for divisional matters and at the MD's office for corporate matters reduces the chance of the application being transferred and the response being delayed.
- Follow up with a First Appeal promptly: The 30-day window for filing a First Appeal runs from the date of the SPIO's decision or the expiry of the response period. Missing this deadline means you must explain the delay to the FAA, which can slow the process.
