How to File RTI for DUSIB Slum Rehabilitation and Housing Allotment in Delhi
Step-by-step guide to file RTI with DUSIB for JJ cluster surveys, flat allotment status, slum rehabilitation eligibility, and unauthorized colony regularization in Delhi.
The Delhi Urban Shelter Improvement Board (DUSIB) is a statutory body established under the Delhi Urban Shelter Improvement Board Act, 2010 by the Government of National Capital Territory of Delhi (GNCTD). DUSIB is the nodal agency in Delhi responsible for slum rehabilitation, Jhuggi Jhopri (JJ) cluster relocation, in-situ upgradation, construction of EWS (Economically Weaker Section) flats for resettlement, and improvement of basic amenities in urban slums.
Delhi is home to hundreds of JJ clusters and resettlement colonies, housing lakhs of families. DUSIB conducts eligibility surveys, prepares beneficiary lists, allots rehabilitated flats, and manages resettlement sites. However, survey exclusions, opaque allotment processes, possession delays, and inadequate amenities at resettlement sites are persistent problems. DUSIB is a public authority under Section 2(h) of the RTI Act, 2005, and citizens are entitled to seek information about the rehabilitation and allotment process that directly affects their housing security.
Important: DUSIB is a Delhi State body. Its second appeals go to the Delhi Information Commission (DIC) under Section 19(3) of the RTI Act — not to the Central Information Commission.
What Can You Achieve with an RTI to DUSIB?
- Obtain the complete eligible beneficiary survey list for your JJ cluster and verify whether your household has been included
- Find out the eligibility criteria applied by DUSIB for a specific cluster and challenge arbitrary exclusions with documented grounds
- Track the status of your flat allotment — whether a flat has been assigned, the flat number and block, and when possession is expected
- Get the specific reasons for exclusion from the beneficiary list, including the name of the officer responsible for that determination
- Know the timeline for relocation and possession and whether the original schedule has been revised, with reasons for any delay
- Find out what amenities — water supply, electricity connections, drainage, schools, health centres, community halls — have been provided or are planned at the resettlement site
- Access information on unauthorized colony regularization steps taken by DUSIB, including the list of colonies notified for regularization and the status of individual colony files
- Obtain policy documents, circulars, and government orders governing JJ cluster rehabilitation and resettlement programmes
Where to File: The Right Authority
DUSIB versus DDA — A Critical Distinction
DUSIB (Delhi Urban Shelter Improvement Board) is a Delhi State body under the GNCTD, established specifically to address slum rehabilitation, JJ cluster relocation, and low-income housing for economically weaker sections. If your matter involves a JJ cluster survey, resettlement flat allotment, slum improvement, or unauthorized colony regularization in Delhi — DUSIB is the right public authority. RTI filed with DUSIB uses the Delhi government's RTI portal, and second appeals go to the Delhi Information Commission (DIC).
DDA (Delhi Development Authority) is a Central Government body under the Ministry of Housing and Urban Affairs, established under the Delhi Development Act, 1957. DDA is responsible for planned land development, land acquisition, and housing schemes (EWS/LIG/MIG/HIG) through draw-of-lots for general applicants — not for JJ cluster rehabilitation. RTI filed with DDA uses the Central Government portal (rtionline.gov.in), and second appeals go to the Central Information Commission (CIC).
Rule of thumb: JJ cluster, slum, or resettlement colony → DUSIB → Delhi RTI portal → second appeal to DIC. DDA housing scheme flat or planned colony → DDA → rtionline.gov.in → second appeal to CIC.
DUSIB Headquarters and Zone Offices
DUSIB's headquarters is at FC-IV, Community Centre, Vikram Nagar, Delhi – 110051. DUSIB also operates zone offices across Delhi corresponding to different geographical areas. For most RTI purposes — especially those related to specific JJ clusters or resettlement colonies — filing at DUSIB headquarters is appropriate. If you are unsure which zone office handles your cluster, you may state the full name and location of the JJ cluster in your application and address it to the CPIO at DUSIB headquarters, who is obligated to transfer the application to the correct officer under Section 6(3) of the RTI Act within five days.
File your RTI at rti.delhi.gov.in and select Delhi Urban Shelter Improvement Board (DUSIB) as the public authority.
How to File: Step by Step
Step 1: Gather Your Reference Details
Before drafting your application, collect the following documents and information:
- The full name and location of your JJ cluster or resettlement colony (street, ward, district)
- Your token number or survey acknowledgement number issued during the DUSIB eligibility survey, if any
- Your allotment reference or letter number, if a flat has been allotted to you
- Any previous correspondence from DUSIB — survey receipts, allotment letters, notices, demand letters
- The name of the resettlement site if your cluster is being relocated (e.g., a specific locality or flat complex)
Step 2: Draft Your Application
Use the sample RTI application above as a base. Tailor it to your specific situation:
- If your concern is survey exclusion, focus on questions 1, 2, and 4 from the sample draft — the beneficiary list, eligibility criteria, and reasons for exclusion.
- If your concern is allotment status or possession delay, focus on questions 3 and 5.
- If your concern is amenities at the resettlement site, focus on question 6.
- Be specific — mention the cluster name, your token number, and the resettlement site name wherever you know them. Specific questions produce specific, actionable responses.
Step 3: File Online via rti.delhi.gov.in
- Visit rti.delhi.gov.in and register or log in with your details.
- Select Delhi Urban Shelter Improvement Board (DUSIB) as the public authority.
- Fill in the application form and paste your application text in the information sought field.
- Pay the ₹10 application fee online. BPL cardholders are exempt from the fee — attach a copy of the BPL card.
- Submit and note the unique registration number generated by the portal. This is your tracking reference for all follow-ups.
You may also submit a physical application by post or in person at DUSIB headquarters (FC-IV, Community Centre, Vikram Nagar, Delhi – 110051) with a demand draft or postal order for ₹10 in favour of "Delhi Urban Shelter Improvement Board."
Step 4: Track Your Application
Log in to the Delhi RTI portal to track the status of your application. DUSIB must respond within 30 days of receipt under Section 7(1) of the RTI Act, 2005. If the information sought relates to the life or liberty of a person, the response must be provided within 48 hours.
Step 5: File Appeals if Needed
- First Appeal: If DUSIB does not respond within 30 days, or the response is incomplete, evasive, or unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority (FAA) at DUSIB within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable.
- Second Appeal: If the FAA's response is absent or unsatisfactory, file a Second Appeal under Section 19(3) with the Delhi Information Commission (DIC) within 90 days. DUSIB is a Delhi State public authority, so the correct second-appeal body is DIC — not the Central Information Commission (CIC). The CIC has no jurisdiction over DUSIB.
