How to File RTI with Delhi Tourism (DTTDC) — Facility Booking, Tour Operator Licence and Tourism Projects
Step-by-step guide to file an RTI with the Delhi Tourism and Transportation Development Corporation (DTTDC) or Department of Tourism, GNCTD for DTTDC facility booking status, tour operator licence application, DTTDC bus service complaints, tourism event permissions, and Delhi Tourism project/contract data. Note: for Ministry of Tourism (Central) matters (Swadesh Darshan, Incredible India), file on rtionline.gov.in (CIC). Includes a ready-to-use sample RTI draft.
The Delhi Tourism and Transportation Development Corporation (DTTDC) is a public sector undertaking under the Government of National Capital Territory of Delhi (GNCTD), functioning under the Department of Tourism, GNCTD. DTTDC is responsible for developing and promoting tourism in Delhi — it operates tourist lodges, rest houses, and facilities including Delhi Haat (INA, Pitampura, and Janakpuri); runs Delhi Tourism bus services including hop-on hop-off tourist buses and airport transfer services; conducts Delhi Tourism festivals and cultural events; and issues state-level licences to tour operators in Delhi.
DTTDC is a public authority under Section 2(h) of the RTI Act, 2005. All its decisions — on facility bookings, licence applications, bus service operations, event permissions, project contracts, and complaint responses — are subject to the RTI Act. Citizens who face delays, opaque rejections, or inaction by DTTDC can use an RTI application to compel a written, specific explanation.
Important: DTTDC and the Department of Tourism, GNCTD, are Delhi State bodies. For matters relating to the Ministry of Tourism (Central Government) — national tourism schemes such as Swadesh Darshan, PRASHAD, and Incredible India branding, or the Central Government's Approved Tour Operator / Tourist Guide programme — the correct RTI portal is rtionline.gov.in and the second appeal goes to the Central Information Commission (CIC), not DIC.
DTTDC vs. Ministry of Tourism vs. ASI vs. MCD — Who Manages What?
Filing RTI with the wrong body is the most common mistake. Use this table to identify the correct authority for your query.

| Delhi Haat (INA, Pitampura, Janakpuri) | DTTDC | rti.delhi.gov.in | DIC |
| DTTDC Tourist Lodges and Rest Houses | DTTDC | rti.delhi.gov.in | DIC |

| DTTDC tourism infrastructure / circuit development projects | DTTDC | rti.delhi.gov.in | DIC |
| Red Fort, Qutub Minar, Humayun's Tomb, Safdarjung's Tomb, Purana Qila | Archaeological Survey of India (ASI) — Central Govt | rtionline.gov.in | CIC |
| Municipal parks and local recreational areas | MCD (Municipal Corporation of Delhi) | rti.delhi.gov.in | DIC |
| Swadesh Darshan, PRASHAD, Incredible India branding | Ministry of Tourism (Central Govt) | rtionline.gov.in | CIC |

If you are unsure which body manages a specific site, file RTI with DTTDC asking whether it manages the site. Under Section 6(3) of the RTI Act, if DTTDC is not the correct body, it is obliged to transfer your application to the correct public authority within five days and inform you.

Where to File — Step-by-Step Guide for rti.delhi.gov.in
DTTDC is a Delhi State body. File your RTI on rti.delhi.gov.in — do not use rtionline.gov.in, which is for Central Government bodies.
- Go to rti.delhi.gov.in and log in or register with your mobile number and email address.
- Click Submit RTI Application and select the department. Search for or select Delhi Tourism and Transportation Development Corporation (DTTDC) or Department of Tourism, GNCTD.
- Draft your application — include your booking reference number or licence application number (if applicable), the name of the facility or site, relevant dates, and your specific questions. Keep each question numbered and distinct.
- Pay the application fee of ₹10 online. If you are a BPL cardholder, select the BPL exemption option and upload a copy of your BPL card — the fee is waived under RTI (Regulation of Fee and Cost) Rules, 2005.
- Submit the application and note the registration number shown on the acknowledgement screen. Save or print the acknowledgement — you will need it to track the response and file appeals.
You should receive a response within 30 days of the date of receipt of the application by DTTDC (Section 7(1), RTI Act 2005). If the matter concerns life or liberty, the response is due within 48 hours.
Appeals
First Appeal — Section 19(1): If DTTDC does not respond within 30 days, or if the response is incomplete or unsatisfactory, file a First Appeal with the First Appellate Authority (FAA) at DTTDC — a senior officer above the PIO. The First Appeal must be filed within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable. The FAA must dispose of the appeal within 30 days (extendable to 45 days with reasons recorded in writing).
Second Appeal — Section 19(3): If the FAA does not respond or the order is unsatisfactory, file a Second Appeal with the Delhi Information Commission (DIC) within 90 days of the FAA's order (or its deemed refusal). The DIC is the correct second appeal authority for DTTDC and all other GNCTD bodies, established under Section 15 of the RTI Act, 2005. Do not file the second appeal with the Central Information Commission (CIC) — CIC has no jurisdiction over Delhi State bodies including DTTDC. The DIC can direct the PIO to provide information and may impose a penalty of up to ₹25,000 on the PIO under Section 20 of the RTI Act for wilful or malicious denial of information.
