It issues ration cards (AAY, PHH, and non-NFSA), manages Fair Price Shops (FPS), and oversees the distribution of subsidised foodgrain to eligible households.

PDS in Delhi: Key Facts
Under the National Food Security Act, 2013 (NFSA), GNCTD provides:
- AAY households: 35 kg of foodgrain per family per month (wheat at ₹2/kg, rice at ₹3/kg)
- PHH households: 5 kg per person per month (wheat at ₹2/kg, rice at ₹3/kg)

New card / category upgrade:
- Current status of ration card application / category upgrade reference no. XXX — stage and reason for delay or rejection
- Specific eligibility criterion or document deficiency cited for rejection
- Whether the applicant's name appears as a duplicate beneficiary on any other ration card in Delhi
ePoS and grain distribution: 4. Quantity of wheat and rice allocated to ration card no. XXX for each month from Month/Year to Month/Year per the PDS allocation records 5. ePoS transaction records for ration card no. XXX for the same period — date, time, quantity recorded as dispensed, and whether biometric authentication was recorded 6. Appeals
First Appeal (Section 19(1)): File with the FAA at the Department of Food, Supplies and Consumer Affairs, GNCTD, within 30 days of the date of decision or expiry of the 30-day response period, whichever is applicable.
Second Appeal (Section 19(3)): If unsatisfactory, file with the Delhi Information Commission (DIC) within 90 days. This is a Delhi State body — second appeal is DIC, not CIC.
