Delhi Police is the law enforcement agency for the National Capital Territory of Delhi. Unlike most other Delhi civic bodies, Delhi Police functions under the Ministry of Home Affairs, Government of India (not under GNCTD), making it a Central Government public authority under Section 2(h) of the RTI Act, 2005.

Citizens use RTI with Delhi Police to track FIR investigation status, obtain the written reason for non-registration of a complaint, and follow up on police verification for passports or tenant verification.

Important: Delhi Police is a Central Government body. Second appeals go to the Central Information Commission (CIC), not the Delhi Information Commission.

What Can You Achieve with an RTI to Delhi Police?

  • Know the current status of an FIR — investigation stage, charge sheet, or case closure with reasons
  • Get the written reason for non-registration of a complaint and what action was taken instead
  • Track the status of police verification for passport, tenant, or employment
  • Know the Investigating Officer's name for your FIR and the current stage of inquiry
  • Get the action taken on any written complaint submitted to a police station
  • Obtain information about character certificate application status

Where to File: The Right Authority

Delhi Police has a Commissioner's Office at the top, under which are Districts, each with a District Police Office (DCP office). Individual police stations handle day-to-day complaints and FIRs.

For FIR and complaint matters, file with the CPIO at the relevant police station or district police office. For police verification matters, file with the police station in the area where the applicant resides.

How to File: Step by Step

Step 1: Gather Your Details

  • The police station name and FIR number (if an FIR was registered)
  • The date of your original complaint and any acknowledgment number received
  • The reference number for police verification (if applicable)
  • The names of the accused or suspect — do NOT include these in the RTI application; the RTI only asks about the status and stage, not personal information of third parties

Step 2: Draft Your Application

Frame your questions around the status and action taken, not around investigation secrets. Include a note that you are not seeking information that would impede investigation (this reduces the chance of blanket refusal under Section 8(1)(h)). The sample draft above includes this standard note.

Step 3: File Online

File at rtionline.gov.in under Ministry of Home Affairs → Delhi Police, and pay ₹10 online.

Step 4: Appeals

If there is no response within 30 days, or the response is unsatisfactory, file a First Appeal under Section 19(1) of the RTI Act with the First Appellate Authority at Delhi Police within 30 days of the date of the decision or the expiry of the 30-day response period, whichever is applicable. If that is also unsatisfactory, file a Second Appeal with the Central Information Commission (CIC) under Section 19(3) within 90 days.

What Specific Information Can You Ask For?

FIR status:

  1. Current stage of investigation in FIR No. XXX dated DD/MM/YYYY at Police Station
  2. Whether charge sheet has been filed — if yes, date and court; if no, reason and expected timeline
  3. If FIR has been closed — specific reason for closure (UT/FR/cancellation) with reference to investigation findings

Complaint (FIR not registered):

  1. Action taken on complaint dated DD/MM/YYYY submitted at Police Station
  2. Reason for non-registration as FIR and the basis in applicable law or procedure
  3. Name and designation of the officer who decided not to register the FIR

Police verification (passport/tenant/employment):

  1. Current status of verification request Ref. No. — whether inquiry has been conducted, pending, or completed
  2. Reason for delay beyond the prescribed timeline
  3. Name of the verifying officer and expected completion date
